VACANCY NOTICE FOR PROJECT PROCUREMENT SPECIALIST

Project: Payment System Modernization Project


Title: Project Procurement Specialist
Duty station: Ulaanbaatar, Mongolia
Duration: 24 months

Background:
The project is financed by the Asian Development Bank (ADB) and implemented at the Bank of
Mongolia (BOM). The objective of the Project is a nation-wide full service payments system that
provides efficient and broader payment services to meet increasing market demand from all sectors.
The impact of the project is increased availability and greater usage of secure, reliable and
affordable payment system’s services throughout the country, facilitating money flows, liquidity
and financial stability.

Objective(s) of the assignment:


The Procurement Specialist shall work under the direct supervision of BOM, advise and assist the
Project Coordinator and the Project Director on all procurement issues and be responsible for day-
to-day coordination, implementation and supervision of procurement activities in line with
relevant policies and procedures adhered by Ministry of Finance (MOF), ADB and BOM.

Detailed tasks and responsibilities:


The main tasks and responsibilities include the following activities but not limited to:
1) Manage all the procurement related activities in consultation with the project stakeholders and
in accordance with agreed procedures of ADB and MOF;
2) Prepare quarterly and annual procurement plan in accordance with project implementation plan,
in a form and manner acceptable to ADB and MOF to process the approvals;
3) Introduce procurement plan to Project Steering Committee and seek for approval; if any
changes in the procurement plan, such changes will be sent to ADB with supporting documents;
4) Draft necessary procurement documentation, including bidding documents for international
competitive bidding, local competitive bidding, and local/international shopping,
prequalification documents, and contract documents;
5) Prepare the budget for procurement packages by component, including the procurement list,
procurement mode and distribution list;
6) Arrange supply of goods to ensure timely availability for users and establish reception
procedures and secure compound storage of all items;
7) Control the quality of procured items by collecting data related to output indicators in relation
to procurement;
8) Manage the procurement filing system in a systematic manner;
9) Maintain a detailed record of the status of all procurement activities;
10) Arrange Evaluation Committee meetings, prepare all necessary documents, prepare meeting
minutes, forward Evaluation Committee decisions to ADB;
11) Submit all required submission and relevant documents of procurement to ADB;
12) Ensure that the procurement is conducted in accordance with ADB guidelines and the National
Procurement Law;
13) Procurement on consultancy service shall be conducted according to ADB guideline on
procurement of consultant;
14) Translate English documents to Mongolian and Mongolian documents to English if necessary;
15) Conduct any other tasks deemed necessary in conjunction with the successful implementation
for this assignment.

Required skill, experience and competencies:


- Minimum of a Bachelor degree in Law, Finance, Banking or a field related to the task of this
assignment;
- Minimum 5-year prior working experience in international financial institutions including
ADB add World Bank;
- Minimum 6-year prior working experience in procurement;
- A proficiency certificate from an accredited organization in Procurement would be a benefit.
- Excellent command of both oral and written English and Mongolian;
- Excellent written and verbal communication skills. Ability to negotiate and communicate
appropriately and effectively with all levels of project stakeholders;
- To have sound knowledge of project management principles, possess effective management,
leadership, team management, decision making and problem-solving approach with good
negotiation skills, and have ability to control and deal with difficult and complex situations;
- Possess the highest degrees of ethics, integrity and professionalism that are mandatory for
sound public procurement activities.
