Now, I’d like to ask you about some State Questions that will be on the November ballot.
17. State Question 793 adds a new section to the Oklahoma Constitution that says no law
shall infringe on optometrists' or opticians' ability to practice within a retail mercantile
establishment, discriminate against optometrists or opticians based on the location of
their practice, or require external entrances for optometric offices within retail
mercantile establishments. No law shall infringe on retail mercantile establishments'
ability to sell prescription optical goods and services. The Section allows the Legislature to
restrict optometrists from performing surgeries within retail mercantile establishments,
limit the number of locations at which an optometrist may practice, maintain optometric
licensing requirements, require optometric offices to be in a separate room of a retail
mercantile establishment, and impose health and safety standards. Knowing this, would
you say you:
1. Strongly support 108 24.2
2. Somewhat support 103 22.9
3. Support 211 47.1
4. Don’t know/No opinion/Refused [DNR] 55 12.2
5. Somewhat oppose 80 17.9
6. Strongly oppose 102 22.8
7. Oppose 182 40.7
News9/Newson6 General Election 2, October 2018
18. State Question 794 would amend the constitution to grant victims’ rights to crime victims
and those directly harmed by the crime, in a manner equal to the defendant’s rights,
including the expansion of court proceedings at which a victim has the right to be heard,
the addition of a right to reasonable protection, the addition of a right to proceedings
free from unreasonable delay, the addition of a right to talk with the prosecutor, and
allowing victims to refuse interview requests from the defendant’s attorney without a
subpoena. Knowing this, would you say you:
1. Strongly support 253 56.5
2. Somewhat support 106 23.7
3. Support 359 80.2
4. Don’t know/No opinion/Refused [DNR] 31 6.9
5. Somewhat oppose 30 6.7
6. Strongly oppose 28 6.2
7. Oppose 58 12.9
19. State Question 798 would add a provision to the Oklahoma Constitution to change the
manner in which the Governor and Lieutenant Governor are elected. If approved,
candidates for Governor and Lieutenant Governor from the same party, starting in 2026,
would run together on a single ticket and voters cast one vote for their preferred ticket.
Knowing this, would you say you:
1. Strongly support 136 30.3
2. Somewhat support 91 20.3
3. Support 227 50.6
4. Don’t know/No opinion/Refused [DNR] 45 10.1
5. Somewhat oppose 66 14.8
6. Strongly oppose 110 24.6
7. Oppose 176 39.4
20. State Question 800 would add a provision to the Oklahoma Constitution creating a new
trust fund, where 5% of revenues from the gross production tax on oil and gas, starting
July 2020, would be deposited and increasing by .2 percent per year. After July 2020, 4%
of the fund’s principal would be deposited each year into the State’s general revenue
fund. Principal would be calculated by using an average of the fund’s annual principal for
the five years before the deposit. No more than 5% of the fund could be used to pay
interest on bonds issued by the state or local governments. Knowing this, would you say
you:
1. Strongly support 73 16.3
2. Somewhat support 105 23.5
3. Support 178 39.8
4. Don’t know/No opinion/Refused [DNR] 106 23.7

21. State Question 801 would provide a means for voters to allow school districts to expand
the permissible uses of ad valorem tax revenues to include school operations. Currently,
ad valorem tax revenues may only be used to build, repair, or remodel school buildings
and purchase furniture. This measure would amend the Constitution to permit voters to
approve such a tax to be used form school operations deemed necessary by the school
district. Knowing this, would you say you:

2. Somewhat support 114 25.4
