PART 1 – GENERAL
1.1 Project Background
The objective of this project is mainly to have a link between the commercial city, (Colombo) and the
newly constructed sea port, (Hambantota) & International Airport (Mattala) by extending the already
functioning Sothern Expressway [Colombo-Matara] from Matara to Hambantota.
The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) has applied for a long term
loan from the EXIM bank of China for the Extension of Southern Expressway Project from Mattala to
Hambantota via Andarawewa – Length is approximately 25.0 km. At the request of the GOSL, the Exim
Bank of China has agreed to provide credit facilities to finance, inter alia, infrastructure development
projects with great significance to economic development.
One such project is the Extension of the Southern Expressway from Matara to Hambantota including
expressway link to Mattala. The Exim Bank of China has agreed to finance this project which would
involve the Construction of 96 km long four lanes Expressway split into four sections namely Matara to
Beliatta, Beliatta to Wetiya, Wetiya to Andarawewa, Mattala to Hambantota via Andarawewa.
The Construction would include associated structures such as interchanges, intersections flyovers,
underpasses, overpasses, viaducts etc. It is envisaged that there would be extensive soft ground treatment
where deemed necessary as the trace traverse through marshy areas and flood plains. The construction also
envisages future widening at the outside to six lanes. The construction would entail facilities for tolling at
appropriate locations. The Executing Agency of this Project is the Road Development Authority (RDA)
under the Ministry of Higher Education and Highways.
ESEP Project will be implemented on the basis of a BOQ, measure and pay type contract. The RDA, the
Employer has decided to employ a suitably qualified, national / international consultant to supervise and
monitor the project under FIDIC Conditions of Contract (Regulated Document, First Edition 1999-Red
Book). The cost of the civil works as well as the Consultancy Services will be funded by EXIM Bank of
China.
1.2 Objectives of the Consultancy Services
China Railway First Survey and Design Institute Group Company Limited (FSDI) has been appointed by
the Road Development Authority as Supervision Consultants for the Section 4 (Mattala to Hambantota via
Andarawewa) to provide Consultancy Services and assist in various aspects of project implementation in
accordance with the objectives detailed in the Terms of Reference (TOR) and as summarized in the
Preamble to this report.

These services include administering the civil works contract as the Engineer, as defined in the contract
documents which is under FIDIC Conditions of Contract (Regulated Document, First Edition 1999-Red
Book).
Mr. Dong Wei has been appointed as the team leader for the Engineer’s Representative with delegated
authorities.
The Deputy Team Leader is the overall in charge of day to day supervision of Contractor’s work under the
guidance and direction of the Team Leader. He will cause action to ensure that the Resident Engineers, Site
Engineers and inspectors exercise supervisory control over the quality of materials and workmanship on a
daily basis.
The contents of this progress report are as follows:
 Review of the scope of services to be provided by the Consultant in relation to those

indicated in the TOR and the Consultant’s proposals for the supervision of the Contract
including the time schedule for personnel.
 Definition of work supervision procedures to be adopted by the consultant as established
under tasks outlined in the TOR.
 Review and assess Contractor’s work program and site organization to identify those
areas requiring close monitoring during construction.
 Review of Contract Documents , drawings and specifications
 Submission of Reports.
1.3 Scope of the Civil Works Contract
The major items of work to be carried out by the Contractor include but not limited to the following:
detailed engineering designs for structures, soft soil treatment, if any, treatment and toll system including
all related facilities, and construction of the entire 25 km long new 4 lanes expressway with provision for
expansion of 6 lanes in future.
Initial outer 4 lane expressway comprises of each 3.6 m wide lanes, 2.5 m wide outer hard shoulder, 0.75 m
wide inner hard shoulder and 0.75 m verge on either side with 2.0 m wide center median. Construction of
embankments, cuttings and sub structures of bridges, viaducts etc. where 6 lane facilities is required in
future, will be with the provision for expanding to 6 lanes and an inter change at Andarawewa. All cut area
will have provision of six lane.

expanding to 6 lane facilities in future

Construction of the entire drainage system as per design based on hydrology data.
iii. Toll Collection System
Construction of suitable toll collection system including all related facilities for all four section.
iv. Interchanges
Construction of one System Interchange.
v. Sign Board Road Marking
Fixing and marking as per design.
vi. Incidental Works
Construction of all incidental works such as road signs, lighting systems at interchanges, elephants
fencing, right of way fencing, guard rails etc.

1.4 Supervision Consultancy Services
The Consultants will provide comprehensive day to day construction supervision of the Work in
accordance with the Conditions of Contract, FIDIC Conditions of Contract (Regulated Document, First
Edition 1999-Red Book) on which the Contract has been entered into between the Employer, Road
Development Authority and the Contractor, China Harbour Engineering Company Ltd.The Team leader
will function as the Engineer’s Representative to the Contract.
1.5 Contract Management Framework
The Project is being executed and managed within the Contract Management Framework (CMF) described
in the Contract agreement, which defines the organizational structure and levels of responsibility. The main

PART 2 – CONSULTANCY SERVICES

2.1 Consultancy Services
2.1.1 General
China Railway First Survey and Design Institute Group Company Limited has been appointed by the
Road Development Authority as Supervision Consultants for the Section 4 (Mattala to Hambantota via
Andarawewa) to provide Consultancy Services and assist in various aspects of project implementation
in accordance with the objectives detailed in the Terms of Reference and as summarized in the
Preamble to this report.
These services include administering the civil works contract as the Engineer, as defined in the contract
documents which is under FIDIC Conditions of Contract (Regulated Document, First Edition 1999-Red
Book).
The Consultant shall act as the Engineer with delegated Authorities defined in the FIDIC Conditions of
Contract and supervise the construction works according to the Contract Documents.
The services to be provided by the Engineer are:
1) Administration of Civil Works Contract and ensure that the works are constructed in accordance
with its provisions requirements.
2) Performing the following services of construction supervision
i. Control of Works
a) Conformance with Plans and Specifications
 Checking and approving the Contractor’s detailed Engineering designs for structures,
toll system including all related facilities and soft ground treatment
 Considering possible reducing the cost of the works, enhancing safety by making such
adjustments to the designs
 Checking and approving Contractor’s all working drawings
 Checking that performed work and furnished materials meet Contract requirements &
specification.
 Checking that materials and workmanship meet the required quantities, plan
dimensions and Contract requirements
b) Supervision / monitoring of the followings during construction
 Supervision of the maintenance of existing access roads

 Supervision of the implementation of mitigation measures as per the contractual during
construction

 Monitoring the progress

 Monitoring the implementation of Environmental Monitoring Plan and Resettlement
Implementation Plan
c) Acceptance of Contractor’s Work Programmes / Plans
 Checking, evaluating and agreeing with the Contractor’s work plans and progress
schedules for the most effective and expeditious methods of carrying out the work
d) Corporation with Utility Agencies
 Providing assistance to prepare comprehensive schedule and sequence of work for the
utility diversion
 Providing assistance to coordinate activities with utility agencies
 Incorporating the designs of utility agencies in relevant construction drawings
 Checking whether the Contractor cooperates with the utility owners to remove and
rearrange underground or overhead utilities to avoid service interruption or duplicate
work by the utility owner
 Checking whether the Contractor protects existing utilities that remain in place during
construction
e) Datum Points and Benchmarks
 Provide the Contractor with necessary datum points and benchmarks for setting out
the works
f) Ensure on site and off site safety

g) Instructing the Contractor for further soil investigations to reduce the Employer’s risk of
encountering unforeseen conditions during construction
h) Attending to the all problems in roadside drains within the right of way
i) Checking legal road restrictions when hauling equipment or materials on public roads beyond
project limits
j) Examination of Contractor’s installations, accommodation, first aid services, construction
equipment and laboratories to see that they are conform to the Conditions of Contract
k) Maintenance during construction
 Checking whether the Contractor’s maintenance work is satisfactory

 Immediately notifying the Contractor any failure of complying with these requirement.
l) Opening project sections to traffic
 Ordering the Contractor that certain sections of project be opened to traffic before the
work is completed or accepted, with the Employer’s concurrence

m) Project acceptance
 Conducting a partial final inspection, if required

 When the work is completed, make recommendations to RDA on their acceptance
n) Claims
 Reviewing, evaluating and resolving claims and avoiding further claims

 Instructing the Contractor to provide sufficient information and follow the claims
procedure
 Recording the measurements of the quantities for provisional and final accounting on
the proper forms
 Preparation of variation orders and submitting to RDA for approval
 Assisting to the RDA in negotiation with the Contractor on price or unit rate changes
 Assisting to the RDA in any dispute with the Contractor and giving firm opinion on
any claim
o) Instructing the Contractor to complete As-built drawings in time is the acceptable manner.
ii. Control of Materials
a) Supply Sources and Quality Management
 Inspection of proposed sources of materials prior to their delivery

 Instructing the Contractor to collect and remove unacceptable materials from the site.
3) Training :
Overseas training / workshops for at least 10 RDA Engineers and on-the job training for at least 5
Engineers and 5 Technical Officers.
4) Preparation of Operation and Maintenance (O&M) Manual :
Preparing a complete Operation and Maintenance (O&M) manual for Section 4 Mattala to
Hambantota via Andarawewa under the Project.
5) Consultation and Review Meetings :
Arranging or attending the consultations and meetings listed in the Consultant’s agreement,
preparing minutes of the meetings and forwarding them to the Project Director within 5 days,
with copies to all participants.

2.1.2 Contractor’s program
Progress is being monitored based on the latest approved, contractor’s master programmer (Rev 03)
dated 22nd June 2016.
2.1.3 Cash Flow Projections
The Contractor has submitted their Cash Flow Projection.
2.1.4 Materials and Workmanship
The material approval process is in progress as required
2.1.5 Permits and Licenses
The process of obtaining Permits and Licenses is in progress as required
2.1.6 Measurement and Payment
The Engineer is responsible for checking and approving Contractor’s work measurement and payment
claims and certify to the Employer in accordance with the civil works Contract. He will maintain
records of as built drawings with reference to measurement sheets, quantifies and record any deviations
or approved variations to Contract drawings with reasons for such changes. He will administer the
completion of the contract including all activities in relation to issue of the Taking over Certificate and
Defects Notification Certificates. He will take action to check and submit As-Built-Drawings; all detail
records pertaining to the contracts and maintenance manuals to the Employer.
2.1.7 Variations, Extension of Time and Fixing Rates
The Engineer has to obtain Employer’s prior approval for ordering variations to Contract above the
limits stated in the Contract, determine extension of time, approving sub-contractors and fixing new
rates and prices. The Engineer will evaluate claims for extension of time and additional payment in
accordance with Sub Clause 8.4 and Sub Clause 3.5 of the Conditions of Contract.
2.1.8 Design
2.1.8.1 Review of Geometric Designs
The Senior Highway Design Engineer, Pavement Specialist & other Design Engineers in association
with the RDA design office review the geometric designs prepared by the Contractor and approve the
designs & working drawings.

2.1.8.2 Structural Designs
The structural designs for four lane widening of structures are done by the Contractor. The Senior
Structural Design Engineer and Structural Design Engineers review all structural designs of bridges,
underpasses and culverts that need to be widened or constructed, check the setting out and supervise
construction of structures in accordance with the approved designs and drawings.
The Consultant will ensure that the design assumptions, conditions and specifications set for
construction is strictly followed by the Contractor.
2.1.8.3 Pavement Engineering
The Consultant’s Pavement Specialist reviews the pavement designs for adequacy of pavement layers
thickness and material specifications. He will supervise the pavement construction for conformance to
Contract specifications and drawings. Further he will review the design of pavement structure for local
roads listed for improvement to provide economical pavement design.
2.1.8.4 Geotechnical Engineering
The Consultant’s Senior Geotechnical Engineer and the Geotechnical Engineer review the design
documents of engineering geological and hydrogeological conditions of project site and along the line,
check whether they can meet the preliminary design and construction goals of the project. They also
supervise the Contractor to make technical disclosure for engineering, geological conditions of
construction area or surrounding area and make a summary of technical disclosure.
2.1.8.5 Hydrology and Drainage
The Consultant’s Drainage Engineer in association with hydrologist will cheek the submission of
contractor design economical and feasible drainage facilities to mitigate flooding, inundation, siltation
or erosion problems associated with the site condition. He will liaise with the Irrigation Department,
Central Environmental Authority, Mahaweli Authority and Sri Lanka Land Reclamation and
Development Corporation when providing design solutions to these problems.
2.1.9 Contractor’s Claims
Contractor’s and Employer’s claims are evaluated by Engineer with assistance of Claims Specialist
subject to the provisions of the Contract agreement. In consultation with contractor and Engineer if
necessary.
2.1.10 Health, Safety and Environment (HSE)
The Consultant’s Health, Safety and Environmental Manager and the Environmental Specialist have to
ensure that, the Contractor complies with the environmental and safety standards and guidelines, effects
on ground water levels and water quality in the project area. Theyguide the Contractor to conduct
awareness programmes/tool box meeting for all employees in health, safety and environmental
procedures to be followed at the place of work. The Engineer examines the Contractor’s site offices,
staff accommodations, laboratories and construction equipment to ensure they comply with contract
requirements. The Contractor carry out periodic checks on air quality, water quality and noise and

vibration levels due to construction activities and rock blasting in accordance with CEA and GSMB
requirements.
The Contractor takes action to mitigate all environmental impacts due to construction activities in
accordance with the Environmental Management Action Plan (EMAP) of the project and the relevant
legislation. The Contractor is responsible for compensating damages due to environmental impacts as a
result of his construction activities and compensation in lieu of environmental mitigation measures.
Contractor has to fulfill the requirement of the Environmental Monitoring Plan (EMP) as well. The
contractor submits a separate monthly environmental report in addition to the monthly progress report.
Inspection and meeting on monthly basis are held.
2.1.11 Social Aspects
The Employer and the Contractor engaged with the other agencies for the implementation of the Social
Impact Management Plan.
Land acquisition for six lanes facility will be made, if any additional land acquisition and resettlement
activities are required in the future. The consultant will assist the RDA and report the progress in
monthly progress meeting and reports.

2.3 Contractor’s Organization
The Contractor’s site organization structure is shown in Annexure 2.
2.4 Utility Diversions
The Contractor has to coordinate activities with utility agencies for the smooth implementation of
utility diversions without obstruction to the Contractor’s program of work. The relocated utility
services will be shown on the drawings for future identifications. The Engineer will obtain approval
from the Employer before incurring expenditure for utility diversion by the Contractor. The Employer
has decided to coordinate the utility relocation work and make arrangement to pay the cost directly to
the utility agencies, if there is any delay in payment by the contractor.

3.2 Establishment
3.2.1 Quarries
Before commissioning a quarry, the Contractor has to obtain Industrial Mining License and Transport
License from Geological Survey and Mines Bureau (GSMB), Environment Protection License (EPL)
from Central Environmental Authority (CEA) and other local authorities (if any). Permission from the
Wild Life Conservation Department (WLCD) is required when the quarry is within the Managed
Elephant Range (MER).

3.3 Borrow Sites
The Contractor shall obtain the permission before operating any borrow pits from relevant
authorities as well as the Engineer. Further to the approval the Contractor has to adhere to the
subjected conditions of the approvals and any instruction from Engineer from time to time.

3.4 Unsuitable Material disposal Yard
Excavated unsuitable material shall be disposed properly to avoid unnecessary environmental issues
such as water logging, mosquito breeding, unexpected erosion and canal system silting etc. Hence,
according to the contract the Contractor shall obtain permission from CEA and other relevant local
authorities for disposal yard and dumping of unsuitable material.

3.5 Facilities.
a) Laboratory for the Engineer & Contractor
The Construction works of main laboratory and secondary laboratory have been completed.
1000KN steel tensile machine has been calibrated and testing 32mm rebar sample is being
carried on.
b) The Engineer’s Office, Accommodation & Other Facilities
The Offices and Accommodations have been occupied by the Engineer. However, the contractor has
to attend to the minor defects and small extension work.
c) The Contractor’s Office & Accommodation
The Contractor’s office and accommodation have already been established at Pahala Andarawewa,
Mattala and presently is being used by them.
3.6 Quality Control

3.6.1 Quality Management
Quality Observation Reports (QOR) have been issued by the Engineer up to end of March 2018 as
follows.
The details of the Non-conformance reports (NCR) up to end of March 2018 are shown in
Annexure 3.
3.6.2 Material Testing Reviews
 During month of March 2018, all the soil, aggregate, reinforcement steel and concrete testing
have been carried out in the Engineer’s Main and Secondary laboratories.
 4 Material technicians, 10 Lab assistants, 15 Supporting Staff have been assigned to carry out
lab & field tests jointly.
 Quality confirmation tests such as Re-bar, Cement, Admixture and 7 wire Strands have been
carried out at Independent laboratories for each consignment lots / frequent basis. Material
sampling & testing for the month of March 2018 are shown in Annexure 4.
 Almost all Lab Equipment have already been purchased and handed over by the Contractor.
 Main Lab 01 in front of the Botanical Garden, Sooriyawewa Road, Katuwewa, Hambantota –
Testing works in operation.
 Secondary Lab 02 – CHEC yard, Kurudana, Andarawewa – Testing works are in progress.
 Asphalt binder Course design has been approved & the work is in progress.
 Asphalt Wearing Course design has been approved and trial was done.

3.7 Environmental, Social Aspects and Health & Safety

3.7.1 Environmental Aspects
The Engineer’s Health, Safety and Environmental Manager and Environmental Specialist have to
ensure that, the Contractor complies with the environmental standards and guidelines. The Engineer
will monitor all the Contractor’s activities to ensure that they comply with the Contract
requirements& specifications.
Site Specific Environmental Management Action Plan [SEMAP] which was submitted by the
Contractor, has been approved by the Engineer and the copies of the same have also been forwarded
to the Employer as well as the Contractor for further actions.
The Contractor shall take action to mitigate all environmental impacts due to construction activities
in accordance with the Environmental Management Action Plan of the (EMAP) project and the
relevant legislation. The Contractor is responsible for compensating damages due to environmental
impacts on the construction activities and compensation in lieu of environmental mitigation
measures.
The contractor has to fulfill the requirements of the Environmental Monitoring Plan (EMP) as well.
3.6.2 Social Aspects

Social issues will be identified and action will be taken to resolve them when & wherever
necessary with the guidance of Employer.
3.6.2.1 Public Complain

The contractor is required to remedy any damages to the public property enhanced by construction
activities.
3.6.3 Health & Safety

The Engineer’s Health, Safety and Environmental Manager has to ensure that, the Contractor
complies with the health and safety standards and guidelines. The personal protective equipment
[PPE] has been provided to the employees of Employer, Engineer and Contractor. Excavated pits
along the trace and all dangerous areas have been barricaded. Caution boards are displayed with
warning signs. The contractor has been advised to make further improvements. The Monthly joint
Health, safety and Environmental inspection is carried out in addition to the frequent monitoring by
the Engineer

PART 2 – CONSULTANCY SERVICES
