I arrived at the incident location in response to assisting Probation, Pardon, and Parole (PPP) with an arrest warrant. The arrest warrant was for Julius
Danielle Johnson for Violation of Probation with an address listed at 15-A Emmaline Street, Greenville SC 29611. PPP requested our assistance with two
individuals who would not allow entry into the residence. A female subject stood in the door frame and would not allow entry into the home. As we
attempted to move the female from the doorway, she resisted arrest and a male subject then charged towards officers. Two subjects were arrested and
charged with Interfering.

Narrative:
On 10/29/18 I responded to 15A Emmaline Street in reference to assisting Probation, Pardon,
and Parole (PPP). Dispatch advised PPP was requesting assistance as they were attempting to
serve a warrant and there was one individual blocking the doorway and another "becoming
combative."
Upon my arrival, I spoke with the PPP Supervisor, Allan Norfus Sr., who stated the subject's
mother was blocking the doorway and her son was behind her. I asked Norfus how we could
assist and he asked that we move the female from the doorway so they could conduct their
warrant service. I reviewed the warrant provided by Probation, Pardon, and Parole and saw
Julius Danielle Johnson was wanted for a Violation of Probation (Section 24-21-450) and the
address listed was 15-A Emmaline Street, Greenville SC 29611.
Myself, Officer Tankersley, Officer Hughes, and Officer Garbutt then approached the door and
Officer Tankersley made contact with the female at the door. The female was standing in the
door frame stating nobody could come inside. She was on her phone advising someone was on
the way and they would be here soon. The female was advised of the arrest warrant for her
son and that we needed to enter the house to ensure the subject was not inside. PPP advised
they already provided the female a copy of the warrant prior to our arrival.

While speaking with the female, I could see a male subject behind her. He was initially
sitting on the couch then got up and stood behind the female. As we began to pull the female
out of the doorway, the male began advancing towards us. I grabbed the female's right arm.
The female attempted to pull her arm away and Officer Hughes also grabbed the female's right
arm and Officer Hughes conducted a take-down. While Officer Hughes and one of the female PPP
agents held the female's arms behind her back, I pulled out my handcuffs. One of the female
probation agents had both of the female's wrists as I was attempting to place the handcuff
on the female's right wrist. I then heard the male subject yelling and looked over to see
Officer Tankersley, Officer Garbutt, Officer Hughes, and one of the male PPP agents
attempting to detain the male subject. As they were placing handcuffs on the subject, I
conducted a protective sweep of the residence and did not locate anyone else inside. PPP
also conducted a protective sweep of the residence and advised the wanted subject was not
inside this residence.
I was then advised the female was complaining of chest pain so I requested EMS to be en-
route. I then asked the female if she was injured anywhere and she did not respond. I lifted
both of her pants and did observe abrasions on the outside area of her right knee. EMS
arrived a few moments later and checked the female. The female refused EMS.

Both subjects were transported to the Greenville County Detention Center.

My body worn camera was active throughout the incident.

Narrative:
On 10/29/18 I responded to 15 Emmaline St in reference to Probation Pardon and Parole
Officers calling for assistance during a warrant service. Upon arrival I overheard a PPP
Officer telling Sgt. Crawford that they were trying to serve a warrant but a female standing
at the front door would not let them in. He then stated that they could not move her from
the door but when the statement was repeated back to him he stated that they could. At this
time myself and several other officers made contact with the female occupant who was later
identified as Cassandra Johnson. She would not allow PPP inside her home stating that her
son was not there and she was angry that they woke her up. A male subject was also in the
living room sitting on the couch. He was making comments but due to my location on the
porch outside of the home I was unable to hear his exact words.
It was explained to Johnson that PPP did have the warrant needed to search the residence for
her son Julius Johnson. Stilling refusing myself and Sgt. Crawford stepped into the doorway

of the home grabbing Johnson. As soon as I grabbed her right wrist Johnson used her left
hand grabbing my radio and the collar of my uniform. Due to her aggressive behavior I used
my right leg and swept her feet out from under her and guided to her the ground. Sgt.
Crawford was able to place Johnson into double locked handcuffs. During the take down I was
able to see Ofc. Tankersley out of the corner of my eye and realized that he was holding the
male subject, who was later identified as Jermaine Johnson.
Mr. Johnson was combative and did not comply with the verbal commands to stop resisting.
While Ofc. Tankersley had his arms and Ofc. Garbutt had his left leg, I used my right leg to
sweep his right leg out from under him. The 3 of us were able to place Mr. Johnson on the
ground without injury. Once on the ground he still would not comply with verbal commands to
stop resisting. Control was gained of both arms and he was placed into double locked
handcuffs. I then retrieved a hobble from my patrol vehicle to restrain his legs. Mr.
Johnson was carried to Ofc. Tankersley’s patrol car. Due to his erratic behavior I followed
them to GCDC. When we arrived Mr. Johnson had to be placed into a wheel chair because he
refused to move. He stated he was “not going to do our job for us.”
Mr. Johnson was turned over to GCDC without injury to him or other officers.
BWC was activated.

advised that the subject was in an argument with Probation and Parole. I responded with no
blue lights or sirens.
I arrived on scene and observed approximately 5 or 6 Probation and Parole officers on scene.
I also observed the front door open to the residence of 15A Emmaline Street. We spoke with
Probation and Parole. I was informed that they had an arrest warrant for an occupant of the
house and the mother and brother would not let them in.
I then made contact with subject 2 (Cassandra Johnson). I asked her if she would step
outside to talk to us. She advised no. She stated that she had someone on the way and was
unable to say who. I observed subject 1 (Jermaine Johnson) sitting on the couch when I was
standing at the door. He stood up and stood behind his mother a few seconds later. Probation
and Parole advised that they had already given a copy of the arrest warrant to Cassandra
Johnson. I was standing to the right side when Jermaine Johnson started to advance on the
door. I slipped around Cassandra Johnson as another officer attempted to escort Cassandra
from the doorway. I made contact with Jermaine Johnson as he was yelling and still advancing
towards the officers who were attempting to detain Cassandra Johnson. I attempted to detain
Jermaine Johnson. At this time, Jermaine was resisting and tried to get around me to go
outside the immediate doorway. I grabbed both of Jermaine's arms and had them behind his
back. Another officer stepped into the doorway to assist. Jermaine was was laid face down
right inside the doorway. A probation and Parole officer assisted with the detaining of
Jermain Johnson. She helped hold Jermaine while handcuffs were placed on him. They were
double locked and checked for proper fit.
The house was checked by probation and Parole for the subject (Julius Johnson) who was
listed on NCIC as wanted. The wanted subject was not located.
Jermaine Johnson was carried to my patrol vehicle where he was advised multiple times that
he was under arrest for interfering with a police officer. He was placed in the back seat. I
did not observe any injuries to Jermaine Johnson.
I transported Jermaine Johnson to the Greenville County Detention center where custody of
Jermaine Johnson was transferred to detention officers. Other officers arrived with
Cassandra Johnson. The custody of Cassandra Johnson was transferred to detention officers.
I issued ticket # 20181090065023 to Cassandra Johnson for interfering with police. She was
