The Russian Federation (RF) recognizes the growing global issue


concerning the legality of undocumented immigration. This issue has rose mainly
due to the ever-increasing maturation of the world, growth of technology and
connections between countries, leading to globalization. The rapid uncontrolled
increase of illegal immigration has allowed for the disruption of the normal
order of several different countries that are most affected by this issue, such as
the United States, Germany, United Kingdom, Turkey, Greece, Italy and Spain.
This issue calls for the attention and efforts of each country affected in order to
devise an effective solution, and thus disturbs the normal patterns of each
country and utilizes resources and time that could be focused on other issues
each country faces. Therefore, the question of the legality of undocumented
immigration is of utmost importance in the concerns of the United Nations.
In the past, the issue of undocumented immigration within the Russian
Federation (RF) was a drastic concern. Joseph Stalin, tightening the grip on
Soviet society and economy by placing restrictions on migration and
immigration, introduced one of the first established methods against illegal
immigration in the 1930s with the implement of the internal passport system. As
the Russian Federation entered the 21 century, transitioning from a planned to

a market economy and dealing with the liberalization of society, the first decade
of post-Soviet politics were marked by several issues, among them the issue of
rising illegal immigration from the former Soviet states. During this time, the
Russian Federation emerged as a new “migration magnet,” allowing for a surge
in immigration as a whole, as the name implies. The issue grew to such extents
that the Russian Federation was driven to the implement of Russian nationalist
groups such as the Movement Against Illegal Immigration, spawned in July of
2002. In 2012, the Russian Federal Security Service stated that there had been an
influx in illegal immigration from the Middle East and South Asia. Thus, due to
this a law was passed stating that any illegal immigrants that are caught are
banned from reentering the Russian Federation for another ten year. Today,
there are a total of 4 million illegal immigrants from former Soviet states living in
the Russian Federation.
The Russian Federation urges for the immediate implement of groups
similar to the Movement Against Illegal Immigration as well as a specific bureau
to monitor immigration. The Russian Federation also strongly urges that all
countries set in place at minimum a ten-year ban of illegal immigrants that are
caught.
