The Roslyn High School Chapter of the National Honor Society

Constitution and Bylaws


Article I: Name and Purpose

Section 1: The organization shall be known as the Roslyn High School chapter of the
National Honor Society (NHS).

Section 2: The purpose of this organization is to create enthusiasm for scholarship, to


stimulate a desire to render service, to promote leadership, and to develop character in the
students of Roslyn High School (RHS).

Section 3: Refer to Constitution of the National Honor Society Articles I and IV.

Article II: Membership (See NHS Constitution Articles VII, VIII, IX, X)

Section 1: To receive and maintain membership, each individual student must work
consistently during the school year demonstrating the disciplines of Article I, Section 2.

Section 2: Eligibility for membership in the Roslyn Chapter of the National Honor
Society will be based on a minimum level of scholarship, as demonstrated by a student’s
cumulative unweighted grade point average. Both juniors and seniors shall be eligible for
membership in the fall of each school year if they have maintained a minimum academic
average of 92 in all previous years at RHS. Eligible candidates must have attended RHS
for at least one full academic year. All students with disciplinary referrals will
automatically be ineligible for NHS membership.

Section 3: Applications for membership in the National Honor Society will be available
online on the club website to all eligible candidates in the fall. The Faculty Advisor will
be responsible for compiling the list of eligible candidates based upon information
provided by the RHS Guidance Department. Candidates will be encouraged to complete
the application, and submit it online by the due date stated. In addition, all candidates
must submit two (2) letters of recommendation from faculty members in support of their
application.

Section 4: If all application materials are received by this due date, the candidates will be
evaluated by an independent Faculty Advisory Council. Said council, composed of five
full-time faculty of RHS<will be appointed each fall by the Faculty Advisor. The Faculty
Advisor of the Honor Society shall chair the council.

Section 5: Evaluation of student candidates will be based upon evidence of character,


service, and leadership as revealed in application materials. Details of these criteria will
be sent to all candidates with their application. Selection of student members will be by a
majority vote fo the Faculty Advisory Council.
Section 6: The Faculty Advisor shall notify each candidate, in writing, of the decision of
the Faculty Advisory Council. Any junior who was not accepted by reapply, if still
eligible, in the fall of his/her senior year.

Section 7: Any candidate who knowingly falsifies informations on his/her application


will automatically be rejected for membership in the NHS.

Article III: Members in Good Standing

Section 1: A member in good standing is defined as an inducted member who:


a) Maintains good attendance at all meetings/functions
b) Attends the Induction Ceremony
c) Maintains conduct in compliance with the tenets of the society
d) Maintains a 92 GPA
e) Attains 10 community service hours by the end of their first year, and 20
hours by the end of their second year.

Article IV: Dismissal (See NHS Constitution Article X)

Section 1: It is the duty of the Secretary to bring to the attention of the President and
Faculty Advisor any member whose attendance has been unsatisfactory. The Chapter
Council will meet with the member in question to discuss the problem and, if necessary,
dismiss the member.

Subsection A: The Chapter Council will include the Faculty Advisor, the
President of the Chapter, the Vice President of the Chapter, the Secretary of the
Chapter, and the Treasurer of the Chapter. The Council will be required to
convene at least one time each month.

Section 2: At the conclusion of each semester, the Advisor will be responsible for
ensuring that the members continue to meet the required academic qualifications for
membership. A member who becomes academically ineligible will meet with the
Principal and Faculty Advisor to discuss his/her academic responsibilities. At this time,
the member in question will be placed on academic probation. If, at the end of the next
report period, there has not been an adequate academic improvement, the probationary
member will be dismissed.

Section 3: If, at any time, a member fails to conduct him/herself in the spirit of the tenets
set forth by the NHS standards, he/she will be called to a hearing of the Chapter Council.
The students will be informed of such a hearing, in writing, at least one week in advance.
At the hearing, the Chapter Council will consider possible dismissal action.

Section 4: The Principal, Advisor, or the members of the Executive Board may request a
dismissal hearing on any member based on the conditions of sections 1-3. The Principal
and the Faculty Advisory Council have the ultimate authority for dismissal of any
members.

Section 5: The Faculty Advisor shall be responsible for notifying the student and his/her
parents, in writing, of his/her dismissal, and the reasons for this action.

Section 6: Any member who has been dismissed may not reapply for admission.

Article V: Officers (See NHS Constitution Articles XI, XII)

Section 1: The officers of the Honor Society shall all be seniors in good standing. The
officers shall serve during the following school year, provided they maintain membership
status.

Section 2: The officers, who constitute the Executive Board, shall include President, Vice
President, Secretary, and Treasurer. In addition the officers shall be chairpersons of the
following standing committees: Special Events, Public Relations, Tutoring/Mentoring,
and Fundraising.

Section 3: Executive Board members must be in their senior year. They are elected by
secret ballot at an official meeting in the spring of each year preceding their term in
office. In order for the election to be valid, it must be decided by a majority of a quorum
of members who are in good standing.

Subsection A: In case of an office being vacated after the officer’s term has
begun, an emergency election shall be held as soon as possible, following the
normal procedures.

Subsection B: In the event the office of President shall become vacated, the Vice
President shall assume the office of President, and a general election shall be held
to fill the office of Vice President.

Section 4: The term of office shall be one school year.

Section 5: Duties of Officers:

Subsection A: The President shall:


 Preside over general membership meetings
 Be the chief administrator of the organization
 Assume or delegate responsibilities
 Oversee the club website, maintaining and updating it as needed
 Chair the Special Events Committee

Subsection B: The Vice President shall:


 Preside at general membership meetings in the absence of the President
 Assist the President with the execution of his/her duties
 Assume the responsibilities of the President in the event the office is
vacated
 Submit announcements of upcoming meetings to Faculty Advisor
 Organize and control the tutoring services.
 Chair the Tutoring/Mentoring Committee

Subsection C: The Secretary shall:


 Keep an accurate record of all activities
 Conduct all correspondence via email
 Keep a record of all unfinished business and give it to President
 Keep a To Do list from board meetings
 Keep an accurate attendance record and submit a copy to the President and
Faculty Advisor
 Chair the Public Relations Committee

Subsection D: The Treasurer shall:


 Take charge of the Society’s finances
 Keep accurate record of all income and expenditures
 Schedule and organize bake sales
 Submit a completely financial report to Faculty Advisor
 Chair the Fundraising Committee

Subsection E: The Faculty Advisor shall: (See NHS Constitution Article VI)
 Oversee all club activities, activities of the Executive board, elections, and
the implementations of the constitution.

Article VI: Standing Committees

Section 1: The Special Events Committee shall organize and arrange the Chapter’s
activities, including community service.

Section 2: The Public Relations Committee shall publicize meetings and activities so that
there is adequate communication to both members and the community. It shall also be
responsible or the maintenance and regular update of the NHS Website.

Section 3: The Tutoring/Mentoring Committee shall coordinate the membership for


effective tutoring of Roslyn High School students. All committee members must make
themselves available for tutoring.

Section 4: The Fundraising Committee shall organize and implement fundraising


activities. .

Section 5: Each of the standing committees shall be led by one of the elected Executive
Board members.
Article VII: The Executive Board (See NHS Constitution Article XII)

Section 1: The Executive Board shall consist of the officers and faculty advisor.

Section 2: The Executive Board shall be the official representative of the Roslyn High
School chapter of the National Honor Society for its members in its contact with students,
faculty, administration, and the community at large.

Section 3: The Executive Board shall be the representative body through which all the
purposes of this organization are carried out.

Article VIII: Elections

Section 1: Students running for elected office must first submit their platforms to the
Executive Board who will then post them on them website.

Section 2: Members may vote for each candidate during elections.

Section 3: The candidates will campaign for office prior to the election meeting.

Section 4: The candidates will deliver a brief speech to the membership at the election
meeting.

Section 5: The membership will vote by secret ballot for the candidates.

Section 6: The candidates will be installed at the last meeting of the school year.

Article IX: Impeachment

Section 1: Any member in good standing, at any time, may circulate a petition seeking
the impeachment of any officer. The petition, which must specify the reason for the
requested impeachment, can be brought to any general meeting of the Society if signed
by 2/3 of the embers in good standing. When the impeachment is proposed, it shall
require a ¾ vote of all members in good standing present, presuming a quorum is present.
Impeachment proceedings may also be intimidated at the request of the Principal or
Faculty Advisor. Immediately upon impeachment, an emergency election will be held to
fill the vacancy.

Article X: Resignation

Section 1: Any member may resign from the Roslyn Chapter of the National Honor
Society by writing a letter, stating the reasons for resignation, to the President and
Faculty Advisor. If accepted, the resignation is permanent and binding, and the former
may not reapply for admission, even if qualified in future years.
Article XI: Amendments

Section 1: The constitution may be amended in one of the following ways:

Subsection A: By formal proposal of the Executive Board at an official meeting


of the members

Subsection B: By formal proposal through a member at an official meeting of the


members.

Section 2: An amendment shall be ratified by 2/3 majority of the members in good


standing at an official meeting, provided a quorum is present and the proposed
amendment has been submitted in writing at the preceding official meetings.
