In fact, Cullen knew full well about the CARNAGE INFLICTED BY PRO-

LAWN CARE INDUSTRY IN THE PROVINCE OF QUEBEC !

As a sad consequence of PROHIBITION imposed in the Province of

Quebec by Environmental–Terror, OVER–SIXTY–PER–CENT of the Pro-
fessional Lawn Care Industry was ANNIHILATED !

THE IMPACT OF PROHIBITION ALSO SEVERELY HARMED THE PROFES-

SIONAL LAWN CARE INDUSTRY IN THE CITY OF HALIFAX !

Because of PROHIBITION, REVENUES PLUMMETED BY FORTY–PER–

CENT with most of the Professional Lawn Care companies, and it has
taken them five years to RECOVER from the hardship and losses !

Because of the prohibition, Halifax CUSTOMERS DISINTEGRATED BY

FIFTY–PER–CENT, even after a so–called RECOVERY period of several
years !

Thank you, Mr. Chair and members of committee for allowing me the oppor-
tunity to speak. My name is Alex Cullen.

I am the councillor for B ay ward in the C ity of O tta wa, a nd I’m here to repre-
sent the City of Otta wa in supporting Bil l 64.

I think you have before you a motion that was passed by our council on May
28 ―

« That city council endorse the Ontari o government’s initiat ive to prohibit
the use and sale of cosmetic pestic ides in Ont ario a nd urge speedy passage of
Bill 64, that Ot tawa c ity council request that Bill 64 be amended to permit
municipal by–laws governing the use and sale of cosmetic pesticides that are
consistent with the intent and purpose of Bill 64, and that this motion be
copied to the Premier, the leaders of the opposition parties, the Ministry of
the Environment. »

I won’t spend a lot of t ime providing you with EVIDENCE [ ?!?! ] supporting ban-
ning the use and sale of cosmetic pestici des.

BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE ―

It is abundantly evident, and not surprising, that NOT A SINGLE Environmental–Maniac–

Activist, including CULLEN, has ANY recognized expertise, training or background in matters
concerning pest control products !

The opinions of Enviro–Maniac–Activists in matters concerning pest control products are TO-
TALLY VALUELESS and UTTERLY WORTHLESS.

NO pest control product can be sold or used until Health Canada’s scientists have evaluated
ALL the existing evidence to determine whether the product meets stringent health and
safety requirements.

Overall, when they are used properly, there are NO harmful irreversible effects to health
and the environment !

Cullen has CONSPIRED towards NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION of

conventional pest control products that are FEDERALLY LEGAL, SCIENTIFICALLY SAFE, TO-
TALLY IRREPLACEABLE, and ABSOLUTELY INDISPENSABLE.

Their health risks to humans, particular ly children, are well documented and
continue to grow, to the point where we have a number of [ E NVIRONMENTAL -
T ERROR ] health organizations across this nation t akin g up the campaign to
eliminate this public health risk. [ ?!?! ]

What I am here to do is speak to you about subsection 7.1(5), which would

render municipal by–laws inoperative.

The irony is that it was the municipality of Hudson, over 20 years ago, that
passed the first by–law in Canada dealing with cosmetic pestic ides.

That was taken to the Supreme Court of Canada and the Supreme Court vali-
dated that municipali ty’s position.
BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE ―

There were also very clear indications that The Supreme Court of Canada was INFESTED
with Enviro–Maniac–Activists when it rendered its decision about the Town of Hudson.

Since then, as the evidence has mounted [ ?!?! ], municipalities across Canada
began to pass by–laws, particularly at the recommendation of their medical
officers of health.

In Quebec, because there was such a municipal wave, the government of Que-
bec put in place the Pesticides Management Code, and obviously we’re seeing
Ontario take the same position.

However, it does not ma ke sense to t ak e away from the very level of govern-
ment that is closest to the communit ies it serves the ability to protect those
communities where provincial legislation falls short.

That is not the position that was t aken i n Quebec.

The Quebec Pesticides Management Code does permit municipal by–laws tha t
deal with the same area, as long as they’re not inconsisten t wi th the purpose
and intent o f the act.

BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE ―

Most Government Officials are clearly NOT knowledgeable enough to enact PROHIBITION
legislation. This includes those serving in local municipalities.

A local government has an onus of responsibility to verify the JUNK SCIENCE information
that has been concocted by Environmental–Terror–Organizations.

In several jurisdictions, government has failed to base PROHIBITION decisions on SOUND

SCIENCE.

In the PROVINCE OF ONTARIO, municipalities have consequently been stripped of their

PROHIBITION powers.

Moreover, the ONLY Government Officials that truly have ANY recognized expertise, training
or background in matters concerning pest control products are the HUNDREDS of expert
scientists at HEALTH CANADA ! Not local Government Officials.

HEALTH CANADA in Ottawa oversees the testing and approval of pest control products by
using SOUND SCIENCE in order to ensure that they are SCIENTIFICALLY SAFE.
I have to bring to your atten tion ― I’ m sure others have ― this govern-
ment’s position with respect to SMOKE – FREE LEGISLATION . [ ?!?! ]

BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE ―

Comparing CIGARETTES to pest control products is PITIFULLY RIDICULOUS.

Comparing CIGARETTES to pest control products is LAUGHABLE !

Using such a comparison shows how Enviro–Maniacs are out–of–touch with reality.

Enviro–Maniac–Activists use this comparison as a means of COERCING and INFLUENCING

Government Officials and the public into believing that it is necessary to PROHIBIT pest con-
trol products, despite the fact that they are FEDERALLY REGISTERED, SCIENTIFICALLY
SAFE, and TOTALLY IRREPLACEABLE.

There is NO FEDERAL REGISTRATION of tobacco products.

There is NO agency that regulates tobacco, except perhaps for restricting access to young
people.

Moreover, cigarettes are ABOVE THE LAW because our governments have chosen to shield
them from the regulatory process.

This is NOT the case with pest control products ― our governments have chosen to HEAV-
ILY REGULATE them. STRINGENTLY !

Pest control products are STRINGENTLY TESTED and REGULATED in order to demonstrate
that they are SCIENTIFICALLY SAFE.

As you know, smoke–free by–laws bega n at the municipal level and took a long
time to develop at the municipal level, but it came to the point where the
Government of Ont ario stepped in and passed such legislation.

Section 12 of the Smoke–Free Onta rio Ac t states ―

« If there is conflict between sections 9 and 10 of this act a nd a provision of

another act, a regulation or a munic ipal by–law that deals with smoking, the
provision that is more restrict ive of smoking prevails. »

That is exactly what we wan t to see with respect to this particular legisla-
tion.
In January 2010, the Green Space Industry outlined the LIST OF CHARGES against the
Government of Ontario and the Ministry of the Environment.

Additionally, individual Enviro–Maniac members of Environmental–Terror–Organizations

also faced FRAUD CHARGES under the Canadian Criminal Code.

The LEGAL CHALLENGE was organized by Jeffrey P. Lowes and M–REP Communications.

● Conspiring to prevent the supply of approved pest control products
● Defrauding access to products
● Impeding access to approved pest control products
● Misleading with peer–reviewed assessments, reports, and studies

RENDOUS LOSSES caused by the PROHIBITION CONSPIRACY.

Magazine, Canada’s Turf and Grounds Maintenance Authority.

Mr. Gathercole and his colleagues have followed the evolution of ENVIRONMENTAL TERRORISM for over a quarter century. For FIFTEEN YEARS, the
strategies designed and implemented by Mr. Gathercole and his colleagues guaranteed the control of the VERMIN OF ENVIRONMENTAL TERROR for the
