2. Executive Summary

A. Target of the macro-regional project

 To create a framework for various institutions in the Danube Region (universities, churches, research
centres, chambers of engineers, cities, enterprises, etc.) with the purpose of:
o common preparation of and support for supranational, macro-regional projects,
o creation of a strong, „influential“ synergic effect (project contents, financial resources) on national
as well as European institutions – important cooperation and influence of institutions, in particular
those from old Member States, especially Austria and Germany.
 To use unabsorbed resources from the Structural Funds in new Member States (e.g. in Slovakia).
 To make the direct cooperation (on the basis of a contract) between institutions (from various sectors and
states) more efficient by the establishment of participative cooperation in supranational projects.
 To establish a real connection and cooperation between a group of humanities-oriented institutions
(humanities-oriented universities, traditional European churches, public institutions...) and a group of
technically oriented institutions (technically oriented universities, private companies...), through which they
will help and support each other. Both groups find it hard to assert themselves –on the one hand, we feel
antipathy to values and churches and that technically-oriented universities threaten humanities-oriented
universities (the DKC offers a solution – to create a platform supporting family based on traditional
Christian values within the Tomáš Munk Centres in order to re-boost the fundamental Christian values). On
the other hand, we witness influential groups recklessly impede the practical use of innovative materials or
technologies just to satisfy their short-term, power and financial interests, or we encounter the opinion
that humanities-oriented universities threated technically-oriented universities (here the DKC offers
a solution – to use the „UHPC 200 – Ultra High Performance Concrete“ material together with the electro-
mobile technology and the automated management system for the creation of a light, automated electro-
mobile route in big Central European cities with the purpose of job creation and creation of entrepreneurial
opportunities). The pilot project will create a framework which will facilitate reaching the objectives of both
groups, but only through voluntary and mutual support and unforced cooperation.

B. Duration of the macro-regional project

 18-months´ implementation stage of the pilot project, finished in summer 2015 (the pilot project will create
conditions for the implementation of several supranational, macro-regional projects (of high European
added value) in the next financial period, while – due to the fact that the current financial period is coming
to an end and a new one will begin soon – it is necessary to use unabsorbed financial resources for the
funding of pilot projects).

C. Funding of the macro-regional project

 In 2013:
o unabsorbed resources from the Structural Funds in new Member States (e.g. resources in the
Operational Programme Research and Development in Slovakia)

 In the financial period of 2014 – 2020:
o resources foreseen by legislation – Structural Funds, the new „Connect Europe“ facility,
CIP/COSME, Horizon 2020, ERASMUS, LEONARDO, Marie Curie, LIFE, resources of the European
Institute of Innovation and Technology in Budapest,
o Resources foreseen brand new legislation which will reflect the new integration trend of the EU –
Union Development Fund which will enrich the curtailed cohesion policy and, at the same time, it
will create room for old and new Member States to jointly influence the new integration process.

3. Position of the Commission Services on the


development of the Partnership Agreement and
programmes in SLOVAKIA for the period 2014-2020

A. Position of the Commission Services on the development of the Partnership Agreement and
programmes in SLOVAKIA for the period 2014-2020 – the most important aspects of the
Position Paper

 Strong alignment with the Europe 2020 agenda and Stability Programme:
o The CSF funds represent one of the most important instruments of fulfilment of European priorities
defined in the Europe 2020 agenda,
o Investments are focused on a limited number of priorities with clear objectives,
o The paradigm of perception of these funds as funds to which the state is entitled regardless their use
for particular purposes and results must be changed,
o National resources should not only be used for co-funding of investments supported by EU funds but
also for funding of additional activities which will not be funded by EU funds,
 Administrative capacity:
o The paper deals with administrative capacity and quality of public administration, human
resources, enforceability and efficiency of the legal system and institutional challenges,
o A broad-based approach to the public sector (efficiency, effectiveness, transparency) – it is
necessary to focus on the creation of the system for using CSF funds, as they represent
prerequisites for effective programming, negotiation with the EC as well as the implementation of
the CSF funds in Slovakia.
 Strategic approach and promotion of a supraregional approach and cooperation and the use of the EUSDR
framework:
o Problems cannot be solved at national level, solutions must be sought in cross-border cooperation
or at supranational level.
 Ability to justify and analyze the priorities, including alignment with ex-ante conditionality, in particular in
the area of:
o drafting strategies for transport, research and innovation, higher and life-long learning, efficient public
administration, fisheries and aquacultural sector,
o compliance with EU law in the field of energy efficiency and the environment and compliance with
measures enhancing employment in the EU,
o creation of a monitoring system for state aid.
 The principle of partnership and involvement of partners at higher levels.

 Thematic objectives:
o Strengthening research, technological development and innovation. (also in the macro-regional project)

o Enhancing the competitiveness of SMEs, the agricultural sector and the fisheries and aquaculture

o Promoting sustainable transport and removing bottlenecks in key network infrastructures (also in the

4. National Structural Funds 2013 - pilot project to be


prepared

A. Pilot project „Basic virtual science and technology park“

Possibilities of the funding of paralel pilot projects in 2013:

Due to the fact that multisource funding of projects is envisaged for the financial period 2014-2020 (e.g. funding of
one project from the OP Horizon 2020, resources of the OP Danube Strategy, which will replace the OP South-East
Europe, as well as from resources of several national OPs) in the process of fiscal and political integration of the EU.
Thus in 2013, there will be an opportunity to get ready for such supranational, multisource funding of projects by
means of a synergic use of the small remainder of sources in national OPs from the financial period 2007-2013. We
can take full advantage of this opportunity to prepare (on the basis of a voluntary decision to cooperate on the
contents) and to implement in synergy parallel (with identical contents) national pilot projects focused on the
priorities and specific objectives of the EU for the period 2014-2020, which have been defined in Position Papers on
the preparation of partnership agreements for the individual MS's. Despite the short time for preparation, at least 2
or 3 countries can make it, while trying out new forms of supranational cooperation in which they will be able to
define the concrete contents of supranational projects for the 2014-2020 period in line with the rules for the current
2007-2013 financial period as well as with the priorities and specific objectives of the EU for the period 2014-2020.

In practice, it can be for example synergic funding of pilot projects e.g. from some of the following national
(regional) OPs (http://ec.europa.eu/regional_policy/country/prordn/index_en.cfm):

 Operational Programme Research and Development of the Slovak Republic,


 Operational Programme Research and Development of Innovation of the Czech Republic,
 Operational Programme Development of Competitiveness of Bulgarian economy,
 Operational Programme Enhancing Economic Competitiveness of Romania,
 Operational Programme Saxony of Germany,
 Operational Programme Bavaria of Germany,
 Operational Programme Styria of Austria.

 EXAMPLE - OPERATIONAL PROGRAMME RESEARCH AND DEVELOPMENT OF THE SLOVAK REPUBLIC:

 Specific objective: Increase the level of cooperation of R&D institutions with the society
and economy through the transfer of knowledge and technology, thereby facilitating

The purpose of the pilot macro-regional project “Virtual science and technology park” is to lay down the foundations
for the science and technology park by creating a virtual environment and necessary infrastructure. Such
environment will enable the networking of various research teams which will prepare – in the light of structured
policies – the following parts of the pilot macro-regional project:

 Competitiveness, growth and employment of Centrally governed union:


o Part 6: Research on “Tourism in the Danube Region as an ecological and sustainable instrument of

Creation of a virtual environment and necessary infrastructure in Part 1 of the pilot, macro-regional project:

 Content of Part 1: A proposal for maximisation of the scientific and research potential of the Centrally
governed union through networking the research and development infrastructure capacities in a virtual
science and technology park which will be created by networking of several radically different
supranational research teams. The CLOUD COMPUTING technology will be used for this purpose:
o analysis of the current state and condition of the existing networks, data bases and other ICT
technologies necessary for the creation of a virtual environment for maximisation of the scientific
and technological potential of the Centrally governed union by networking research and
development capacity within the virtual science and technology park,
o research, proposal and implementation of the proposal for the creation of a pilot environment for
the science and technology park by optimising the use, development and completion of the
existing ICT infrastructure,
o Research, proposal and implementation of the proposal for a supranational communication
infrastructure,
o research, proposal and implementation of the proposal for the pilot information system of the
virtual science and technology park.
 Specific objectives of the Position of the Commission, particularly of priority „Innovation-friendly
business environment“
o Strengthening research, technological development and innovation.
o Enhancing access to and, use and quality of information and communication technologies.
 Content of both the project part and the Position of the Commission:
o Supporting an efficient transfer of knowledge and results of research and mobilisation of
innovative links,
o Strengthening cooperation between institutions, networking, optimisation and development
of the existing research and innovation infrastructure,
o Improving the quality of each component of the "knowledge triangle" – education,research
and innovation – is essential.

Part 6:

 Content of Part 6: Research on “Tourism in the Danube region as an ecological and sustainable tool of
economic growth“:
o an analysis and research of the route and concrete objects (sacral tourism, cycling routes,
entertainment tourism, sightseeing, sports and recreational tourism) in the Danube and North-
south tourism corridor,
o an analysis and research of supranational, integrated tourism services packages of the Danube and
North-south tourism corridor,
o a proposal for the route and concrete objects (sacral tourism, cycling routes, entertainment

Expansion of Use Cases:

Target Outcomes

A large set of innovative and technologically challenging services and applications in a wide range
of Internet usage areas and large scale trials, making innovative use of the technologies and
validating the concepts developed under the previous phases of the FI-PPP. These services and
applications should make public service infrastructures and business processes significantly smarter
(i.e. more intelligent, more efficient, more sustainable) through tight integration with Internet
networking and computing capabilities, and notably exploiting open data.

Implementation requirements

This objective calls for projects with participants that can rapidly connect to existing communities of
small and innovative ICT users and developers, i.e., SMEs and webentrepreneurs, to take-up Future
Internet technologies developed in previous phases.

Typically projects will bring together partners providing the full ecosystem tosuccessfully involve the
SMEs and web-entrepreneurs called to participate, such as partners having access to and
experience with SME environments, partners bringing in the innovative ICT infrastructure, trial
providers, the user notion, and the public sector to foster local/regional commitment.

Project participants, notably the coordinating organisation, will have to demonstrate their financial
viability to receive and manage funds at the level requested, as well as their expertise and capacity,
first and foremost in developing and managing the full life-cycle of the open-calls transparently. The
projects are encouraged to ensure a sustainable longer-term environment. A combination with
other innovation actions, supported by regional, national and European policies and funds, is highly
desirable.

The task of projects is to:


i) scope, organise and manage open calls for small and innovative ICT players such as SMEs and
web entrepreneurs to develop services/applications that present a clear societal and economic
value while exceeding a defined minimum level of functional complexity and thus generating a very
large number of small, innovative services,which build on technologies of the ongoing large scale
trials and the FI-WARE Generic Enablers. Any IPR generated by the SMEs and web entrepreneurs
shall rest with them.
ii) liaise with the other projects selected under this objective in defining the open calls, support
SMEs and web entrepreneurs in terms of access to information, tools and services provided by the
technology foundation extension selected under objective 1.8, notably on functionalities of the core
platform toolbox, the test bed, the
large scale trials, the infrastructure availability/accessibility and others, in order to get involved
SMEs rapidly up to speed/familiarised with the FI-PPP environment and enable them to focus on
their innovation task.
iii) coordinate and collaborate with programme support actions with regard to their offerings to
SMEs, notably aiding SMEs and web entrepreneurs in aspects such as innovation, entrepreneurship
and business modelling, training and education for and among entrepreneurs, business
sustainability, intellectual property.

In addition, projects selected under this objective will link-up to the capacity building activity12 of
phase two of the FI-PPP.

At least 80% of the project budget should be reserved for open calls for SMEs and web-
entrepreneurs. Projects must publish widely their open calls using theCommissions publishing
channels for public calls13 and adhere to FP7 standards with respect to evaluation, conflict of
interest and confidentially. Projects must also promote widely the participation in their open calls,
e.g., by tapping into venture capital communities and corporate venture activities, public/private
accelerators and others. SMEs and web entrepreneurs that are successful in the open calls will be
granted financial assistance which is typically in the order of EUR 50.000-150.000.

Speed and quality of service to SMEs and web entrepreneurs as well as their successful and
sustainable involvement will be a key success measure.

Projects selected under this objective shall jointly set-up an innovation cluster bringing together
relevant public sector and private/industrial actors, developers andusers to ensure the sustainability
of the developments under the FI-PPP, as well as to develop and contribute to a cooperative
approach to identify good practices and success cases including dissemination.

 Content of Part 4: Research on „The civilization purpose of the Centrally governed union and a proposal
for an educational system of the Centrally governed union“:
o an analysis and research of the fundamental European values presented by concrete historical and
cultural objects in the Danube and North-south educational corridor and concrete historical events
and important historical figures related to these object (the individual scientific disciplines, such as
archaeology, historiography, linguistics, ethonology, folklore studies, music studies, psychology,
sociology, culturology, pedagogy and other systemic disciplines will be mutually connected in the
research of European history, literature and spiritual culture),
o analysis of the current state of digitalisation and possibilities of establishment of flexible national
digitalisation centres for digitalisation of the cultural heritage in churches´ and research
institutions´ possession, including catalogisation and prioritisation of the cultural heritage
(manuscripts, incunables, old books, registries, 2D and 3D artistic Works, historical objects and
archaeological sights...) in churches´ and research institutions´ possession,
o analysis of the possibilities of processing data generated by the digitalised cultural heritage
churches´ and research institutions´ possession,
o analysis of the current state and possibilities of building national deacidification centres for
deacidification of the cultural heritage in churches´ and research institutions´ possession
determined for digitalisation,
o a proposal for the route and concrete objects in the Danube and North-south educational corridors
focused on cultural and historical heritage as an inherent multilingual part of the innovative
educational programmes at all levels of the educational system, where an exchange and sharing of
experience as well as student mobility will take place thanks to reconstructed, conserved and
maintained historical and cultural monuments,
o deacidification of the cultural heritage in churches´ and research institutions´ possession
determined for digitalisation,
o digitalisation of prioritised cultural heritage in churches´ and research institutions´ possession with
subsequent data collection,
o multidisciplinary research of selected digitalised and processed information in respect to the
proposal for the direction and concrete objects within the Danube and North-south education
corridor focused on cutural and historical heritage,
o a proposal for incorporation of Christian values in the innovative educational programmes at all
levels of the educational system as a temporary solution of an educational system in the Centrally
governed union.

Target Outcomes

Tools and skills to deploy and manage robust and high performance data analytics processes over
extremely large amounts of data. User-driven research with ideally public and methodologically
sound quantitative performance evaluation criteria is astrict requirement. As a bridge to activities
to be pursued under the Horizon 2020 program, two distinct types inter-disciplinary road-mapping
activities can be supported: a roadmap for networking and hardware optimisation in support of
next generation Big Data management solutions and a second roadmap for the social, legal,
economic study of externalities in the (re)use and linking of data.

a) Scalable algorithms, software frameworks, visualization


 Novel algorithms, software infrastructures and methodologies for real time interaction,
visualization, analytics and decision support applications over extremely large volumes of
data (both structured and unstructured).
 Data types that are currently experiencing very high growth rates are of special interest
including (but not limited to) 3D, biology, genomics, financial, geospatial, social networks,
transportation, logistics, telecommunications,engineering, digital content industries and
any type of data stream.
 Non-traditional database and storage solutions and data integrity protection tools are
solicited for the robust integration and interpretation of heterogeneous data sources such
as static and streaming data.

The availability of extremely large and realistically complex data sets and/or streams is a strict
requirement for participation as is the availability of appropriate populations of experimental
subjects for human factors testing in the domain of usability and effectiveness. Software

implementations must be rigorously tested in the environment of professional organisations with a


clear stake in the solutionand a clear path to deploying it, if effective.

b) Big Data networking and hardware optimisations roadmap

• One inter-disciplinary CSA to bring hardware and networking experts together with
designers of algorithms and software frameworks and Big Data practitioners.This will
define a shared European vision for future Horizon 2020 R&D activities on the design of
dedicated processing or networking hardware for optimising the performance of Big Data
analytics, including programming frameworks that software developers without
specialised hardware knowledge could use easily.

The roadmap will chart advances in scalability and run-time performance as well as energy
efficiency and sound methods for analysing and optimising capital versus operating costs of Big
Data operations. The CSA will also be responsible for disseminating the roadmap across relevant
constituencies and establishing crossdisciplinary communities with a shared understanding of
concrete problems worth investigating in future programmes.

c) Societal externalities of Big Data roadmap

• One CSA to produce a roadmap for future activities on the sharing and reuse of large and
linked datasets including those obtained by data harvesting across heterogeneous data
sources. The CSA should bring together social science scholars, open data activists,
statisticians, computer scientists and other relevant parties in order to design a European
data environment capable of amplifying positive externalities and reducing externalities.
• Positive externalities to be addressed include (but are not limited to) economic and legal
models for efficient data markets.
• Negative externalities include (but are not limited to) the privacy risks that come from the
re-identification of personal information, particularly as a consequence of more and more
data sets becoming available and being linked to one another. Ethical and moral
considerations should also be taken into account.
• The CSA will also be responsible for disseminating the content of the roadmap across the
relevant constituencies and establishing cross-disciplinary communities with a shared
understanding of concrete problems worth investigating in future programmes.

Expected Impact

• Advanced querying and analytics applications with sub-second response times over
distributed information resources consisting of trillions of records.
• Ability to query or detect in real time complex events against dynamic feeds of millions of
data streams generating hundreds of thousands of events per seconds.
• Visualization systems enabling exploratory analysis and manipulation without any
perceptible delay on data resources containing billions of items.
• Enabling European suppliers to reach by 2020 a share of the Big Data market compatible
with the size of our economy (30% of world market).
