SUBMITTALS (01300)
A. Scope
These Specifications cover the construction and completion of ALSUBEAIE HOUSING
PROJECT LOCATED AT PRINC TURQI BEN ABDULAZIZ (THE FIRST) Rd, AT
HETEEN DISTRICT NORTHE OF RIYADH, KSA, which is to be provided as shown on
the drawings and as detailed in the Contract Documents.
The Contract comprises execution and completion of the Works and remedying any defects
therein including the provision of all labor, materials, construction plant, temporary Works
and everything whether of a temporary or permanent nature required in and for such
execution and completion of the works.
This Division of the Specifications contains General Requirements relating to the project as a
whole and where the requirements contained herein conflict with the particular requirements
contained in other Divisions of the Specifications, the latter shall take precedence.
General Requirements
The organization of the Specifications into Divisions, Sections and paragraphs and the
arrangement of Drawings shall not necessarily control the Contractor in dividing the Work
among sub-contractors or in establishing the extent of Work to be performed by any trade.
In examining the requirements of any section of the Specifications, the Contractor shall
examine all other sections of the Specifications and the other Documents and Drawings,
which affect the Work of that section.

The specifications are prepared based on the Construction Specifications Institute (CSI)
master format. The specifications section numbers and titles are used in the Bills of
Quantities as cross-references to help define the part or parts of the Specification, which
apply to particular kinds of work, or parts of the Work. If the references are to specific
clauses, kinds, or types of work within a section of the Specifications, they must be taken as
applying to the section as a whole, including all other relevant information. Cross references
should not be taken as excluding other relevant information and requirements stated in other
parts or sections of the Specifications: the Specifications as a whole must be taken as
applying to the Work as a whole.
A. Scope
1. This section generally specifies administrative and procedure requirements regarding the
Contractors Use of Site. Additional requirements are specified in various sections of the
Specifications.
2. Requirements of this section shall include, but not be limited to the following:-

0 c. Matters affecting execution of the works.
1 d. Existing services.
2 e. Transport of work people.
3 f. Safety precautions
4 g. Coordination.
5 h. Builder’s Work.
General Requirements
1. Work under this Section shall be performed in accordance with the requirements of local
authorities. In the event of conflicts between codes and regulations and the requirements of
this Section, project conditions or Employer's requirements, the Contractor shall notify the
Engineer in writing and the Engineer shall interpret and decide such matters in accordance
with applicable provisions of the Conditions of Contract.
2. The Contractor shall obtain all necessary approval from local authorities before starting
any connection works to the Infrastructure.

D. Submittals
When requested by the Engineer, the Contractor shall submit drawings of access roads,
staging and storage areas and site controls.
E. Use of Site
1. All construction operations and site establishment facilities shall be confined to within the
Site Boundaries unless otherwise agreed with the Engineer and the Employer.
2. The Contractor shall be responsible for arranging his own working space, storage of
materials, setting of all temporary accommodations, parking for Vehicles, workshops,
temporary utility, services and other facilities etc.
3. The Contractor shall keep driveways and entrances serving the premises clear and
available to the Employer, the Employer's employees, and emergency vehicles at all times.
The Contractor shall not use these areas for parking or storage of materials. The
Contractor shall schedule deliveries to minimize space and time requirements for storage
of materials and equipment on-site.
4. The Contractor shall not unreasonably encumber the site with materials or equipment. The
Contractor shall confine stockpiling of materials and location of storage sheds to the areas
proposed by the Contractor at Tender stage after having received the approval of the
Engineer. If additional storage is necessary, the Contractor shall arrange for such storage
off site at no additional cost to the Employer.
5. The Contractor shall arrange to lock automotive type vehicles, such as passenger cars and

trucks and other mechanized or motorized construction equipment, when parked and
unattended, so as to prevent unauthorized use. The Contractor shall ensure that such
vehicles or equipment are not left unattended with the motor running or the ignition key in
place.
F. Access to the Site
The Contractor shall make all necessary arrangements and obtain all necessary required
permits to maintain access to the site in order to ensure the movement of personnel, materials
and plant. The Employer shall not be responsible for guaranteeing the suitability or
availability of any particular access route. The Contractor shall not obstruct any public
highway. Any claims and their associated costs made by relevant authorities in connection
with suitability, availability and accessibility of roads and/or highways shall be borne by the
Contractor.
H. Existing Services
The Contractor should contact relevant statutory bodies to establish the location of existing
services and ensure that such services have been terminated. No claims arising from failure
to do so will be entertained by the Employer.
The location of existing lines including but not limited to sewers, water supply and telephone
lines that run across the site or along its boundaries, shall be established by the Contractor
prior to commencing any excavations and shall allow for all necessary protection and
diversions as required by the appropriate authority. The Contractor shall be responsible for
any damage directly caused by working practices in the construction of the works and or by
plant of his own or his subcontractors traveling the site. No claims shall be entertained by the
Employer for such rectification works due to the damage caused by the Contactor or his sub-
contractors.
If any damage to existing mains services is caused by the Contractor, the latter shall
immediately inform the relevant Statutory Authority and advise the Engineer instantly.
K. Safety Precautions
The Contractor shall take all reasonable and proper steps and to the approval of the Engineer
for the protection of all parts of the site on or about the Works which may be dangerous to his
workmen and/or third parties including but not limited to traffic and pedestrians. The

Contractor shall comply with the project safety program and any written safety program
issued by the relevant local authority.
L. Coordination
1. The Contractor shall be responsible to coordinate the Conveying Systems, Mechanical and
Electrical Works as specified in other Divisions of the Specifications.
2. The Contractor shall ensure that the Conveying Systems, Mechanical and Electrical Works
are carried out in proper sequence having regard to the progress of the Works, and that all
necessary provisions are made for locating, routing, supporting and fixing the engineering
services, providing the necessary holes, chases and access for them, allowing for
embedded items and in all respects fully integrating them with the building structure and
the infrastructure works of the whole area.
M. Builders Work
The Contractor shall obtain, co-ordinate and submit to the Engineer for his review all
builder’s work details including shop drawings from subcontractors and suppliers and be
responsible for the position of their work or materials including pipe runs and ducts, the
positions of holes, chases, recesses, embedded items, fixings and the like before work is put
in hand in order to ensure that they do not conflict with other work.
The Contractor shall attend upon forming holes, chases, recesses, embedded items, etc and
patch and make good on completion for all trades in the Contract. Any patching and making
good work shall be performed by original trades. The Contractor shall allow in his rates for
all requisite builder’s work that may be required including plinths, bases, ducts, trenches and
the like whether these are itemized in bills of quantities, detailed on drawings or otherwise.
In order to facilitate the location of concealed services for maintenance and repair, the
Contractor shall clearly mark positions of concealed services runs in unobtrusive locations
to the approval of the Engineer.
1. Survey and field engineering, quality control, submittals and project record documents of
the Works.
2. The Contractor's responsibility for the accurate setting out of the Works both on drawings
and on Site.

G. Survey Requirements
The Contractor shall:
1. Provide field-engineering services and utilize recognized engineering survey practices.
2. Establish a minimum of four permanent benchmarks on site referenced to established
control points to the approval of the Engineer. Record locations with horizontal and
vertical data on project record documents.
3. Establish elevations, lines and levels. Locate and lay out by instrumentation and similar
appropriate means:
a. Site improvements including but not limited to pavements, stakes for grading, utility
locations, slopes, and invert elevations.
b. Grid or axis for structures of existing and new structures.
c. Column locations, ground floor elevations, and roof elevation of existing and new
structure.
4. Periodically verify layouts by same means.
H. Existing Levels
The Contractor shall satisfy himself that the levels as shown on the drawings are correct.
Should the Contractor wish to dispute any levels, he shall submit to the Engineer a schedule
of the position of the levels considered to be in error and a set of revised levels. Levels shall
not be disturbed during execution without the approval of the Engineer.
Claims arising from discrepancies due to noncompliance by the Contractor of the
aforementioned shall not be entertained by the Employer.
J. Setting Out
The Contractor is responsible for the true and accurate setting out of the Work as shown on
Drawings.
The Contractor shall submit details of methods and equipment to be used in setting out the

Work.
The Contractor shall inform the Engineer before commencing construction when the overall
setting out is complete.
K. Tolerances
Maximum permissible tolerances in the measurement of lines and angles in the closed
traverse of the site shall be:
a. liens 1/15000
b. angles +2 seconds.
L. Non-Compliance
Work failing to meet the specified levels of accuracy must not be rectified without the
approval of the Engineer. In case of obtaining the approval by the Engineer, the Contractor
shall submit proposals for such rectification and meet all associated costs including effects
on other work. In case of the Engineer’s rejection to give approval, the Contractor shall allow
for the possibility of the removal and/or replacement of the work.
M. Instruments, etc.
The Contractor shall provide all necessary instruments, appliances and labor necessary for
carrying out the field engineering work as required by the Contract.
A. Scope
This section calls attention to the Regulations required by the Contractor to be observed and
complied with and covers the Standards and Codes of Practice to which reference shall be
made.
B. Regulations
The Contractor shall carry out the Works in full observance and compliance of the local
building regulations including but not limited to the following:
1. Statutory Obligations
The Contractor shall make provision for the control of noise, pollution and other statutory
obligations.
2. Traffic Regulations
The Contractor shall be deemed to have investigated the current traffic flow, restrictions
and diversions (if any) applying to the area in general and to the construction site in
particular. No claims raised by the Municipality Traffic Department or any other statutory
authority in connection with any noncompliance of any traffic regulations or damage
inflicted on public property will be entertained by the Employer. The Contractor shall bear
full responsibility and cover all associated costs in connection with such claims.
3. Safety Health and Welfare
General Requirements
The Contractor shall comply with enactments, regulations and working rules relating to
safety, health and welfare of work people.
4. Use of Site
The Contractor shall not use the site for any purpose other than carrying out the Works.

5. Advertising
The Contractor shall not display or permit advertisements to be displayed on site without
the consent of the Engineer.
6. Working Hours
The working hours shall be those accepted as normal site working hours in the Kingdom
of Saudi Arabia adjusted where necessary by agreement with the Engineer for the Holy
Month of Ramadan, Public Holidays and other particular events.
The regular working dayshift hours of the Engineer's supervisory staff will be fixed by the
Engineer who shall determine the start and finish hours as he considers beneficial for the
efficient and expeditious progress of the Work.
The Contractor shall obtain and confirm the times allocated by the Municipality Traffic
Department for using heavy equipment.
7. Site Safety
The Contractor shall incorporate in site operations the Safety Regulations for issued by
the Ministry of Housing & Public Works and other quasi-government authorities having
jurisdiction for the Works and site personnel.
8. Site Security
The Contractor shall adequately safeguard the site including but not limited to materials,
plant, the Works and existing / adjoining buildings from damage and theft and take all
reasonable precautions to prevent unauthorized access to the site. The Employer shall not
entertain any claims raised by the Contractor or any third parties relating to the
Contractor’s negligence in safeguarding the site including but not limited to materials,
plant, the Works and existing / adjoining buildings.
9. Stability
The Contractor shall accept responsibility for the stability and structural integrity of the
Work during the Contract, provide support as necessary and prevent overloading.
10. Adverse Weather
The Contractor shall adopt all reasonable and approved building aids and methods to
prevent, mitigate or minimize delays during adverse weather conditions.
11. Permits and Fees
Before commencing Work on site the Contractor shall give all notices, obtain all permits
and pay all fees statutorily required in connection with the Works.
12. The following requirements are in addition to and not in lieu of those contained in the
Conditions of Contract. The Contractor shall protect against the following:
Noise:
Fit all compressors, percussion tools and vehicles with effective silencers of a type
recommended by their respective manufacturers.
Dust:
Take all necessary precautions to prevent nuisance from dust. Use brackish water to
damp down as necessary.
Water:
Prevent damage from storm and surface water.
Debris:
Take all necessary precautions to prevent nuisance from debris and the like. Remove

debris and the like from time to time and keep the construction site clean and tidy.
Debris and the like arising from cleaning operations shall be removed from the site and
disposed of in areas approved by the Engineer and government authorities having
jurisdiction.
Fire:
Take all necessary precautions to prevent nuisance from fire and its causes.
Pollution:
Take all necessary precautions to prevent nuisance from pollution and its causes. Do
not pollute water resources. Allow effluent from washing operations to settle before
draining.
13. The following requirements are in addition to and not in lieu of those contained in the
Conditions of Contract. The Contractor shall protect against the following:

Structural Fabric:
The Contractor shall provide and maintain during the execution of the Work all
shoring, strutting, needling and other supports as may be necessary to preserve the
stability of the buildings, whether new or existing, on the site or adjoining that may be
endangered or affected by the Work.
C. Standards
1. Notwithstanding the Specification of certain Standards and Codes of Practice, all
Materials, Products and Workmanship shall comply with the requirements of the latest
edition of all relevant and current Standards, Standard Codes of Practice and all current
amendments thereto.
2. The codes and standards referred to in the documents shall be understood to form part of
the Contract and all references thereto shall mean, and are intended to be, the latest
edition, amendment or revision of such reference codes and standards. The codes and
standards quoted are the minimum standards in addition to and not in lieu of standards
imposed on the Contractor by the Contract. The Contractor shall have a copy of the latest
edition of all codes and standards referenced in the documents kept on site, maintained in
good order and made available to the Engineer at all times. The Contractor shall provide
the codes and standards within the mobilization period.
The Works shall comply with the standards referred to in individual sections.
Unless otherwise specified, the whole of the Work shall also comply with the
requirements, rules, regulations, decrees, laws, codes and standards of all Ministries and
government agencies having jurisdiction.
Reference to International Standard Specifications are given for indication of the quality
of materials and workmanship required and do not preclude materials or workmanship that
comply with Standard Specifications used by other countries providing these shall be at
least equal to and pass all the tests prescribed by the standard specified. The Engineer's
decision as to the acceptability or otherwise of any such alternative specification shall be
final.
3. Compliance shall be understood to mean that the standard attained shall not be less than
that specified in the Standard or Code of Practice and may well be higher. Where a higher
standard is called for in the Specification the latter shall take precedence over the relevant
Standard and Code of Practice even if these are referred to in the text of the Specification.
4. In case of Materials and/or Product having a particular Standard or Code published by
their respective manufacturers, that fact should be brought to the attention of the Engineer
together with full provisions of the Standard or Code in question for his review and
approval.
A Superintendence
The Contractor shall accept responsibility for coordination, superintendence and

administration of the Work including all sub-contracts and, Arrange and monitor a program
with each sub-contractor, supplier and local authority and obtain and supply information as
necessary for coordination of the Work.
B Insurances
Before starting Work on site the Contractor shall submit to the Employer documentary
evidence and/or policies and receipts of payments of premiums for insurances which are
required to be covered by the Contractor.
Insurance Claims
If any event occurs which may give rise to any claim or proceeding in respect of loss or
damage to the Works or injury or damage to persons or property arising out of the Works the
Contractor shall forthwith give notice in writing to the Employer and the Insurers. The
Contractor shall indemnify the Employer against any loss which may be caused by the
Contractor's failure to give such notice.
General Requirements
F Checklist Systems
The Engineer will require the use of checklist systems for the proper
implementation and recording of quality control and for tests and observations
carried out by him on site. The Contractor shall implement a checklist system to
the Engineer's approval and abide by these procedures.
The above computer software shall be of original type with licenses and be made
available for the use of the Engineer.
The Contractor shall consult the Engineer and seek his approval for the usage of
any other software.
H Project Meetings
The Contractor shall hold regular project meetings for the proper management and
coordination of the Contract and as required by the Employer and Engineer. The

frequency of these meetings will be held on site in intervals as agreed with the
Employer and the Engineer.
The Contractor shall attend all meetings and inform the relevant sub-contractors
and suppliers when their presence is required.
The Employer shall chair these meetings. In case of the Employer’s absence, the
Engineer will take the Employer’s chair.
Minutes of the meetings shall be taken and distributed by the Engineer. The
Contractor shall receive a copy of the minutes and distribute as appropriate to his
personnel, sub-contractors and suppliers.
Persons designated by the Contractor to attend and participate in the Project
Meetings shall have all required authority to commit the Contractor to solutions
agreed upon in the Project Meetings.
The Project Meetings are classified as:
Pre-construction Meeting, Progress of Work Meeting, Coordination of the Portions
of the Work Meeting, and Special Project Meeting each as defined hereunder:
J Pre-Construction Meetings
Pre-Construction Meetings will be scheduled within seven (7) days prior to
commencement of the Work, Portion of the Work or Activity. The Contractor shall
provide authorized representatives of his own and relevant sub-contractors and/or
suppliers and request their attendance.
K Agenda
1. Organizational arrangements of Contractor's forces and personnel.
2. Channels and procedures for communication.
3. Construction Schedule, including sequence of critical Work.
4. Contract Documents, including distribution of required copies of original
documents.
5. Processing of data submitted to the Engineer for review.
6. Processing of Site (Field) decisions and Change Orders.
7. Rules and Regulations governing performance of Work.
8. Procedures for Safety and First Aid, Security, Quality Control, Housekeeping
and other related matters.
M Coordination Meetings
Coordination meetings will be scheduled at times approved by the Engineer to
cater for the progress of the Work and the Contractor's submittals. The Contractor
shall provide authorized representatives of his own and relevant sub-contractors
and/or suppliers and request their attendance. The Engineer will advise other
interested parties and request their attendance.
General Requirements
Q Notice of Completion
The Contractor shall give the Engineer at least two weeks notice of the anticipated
date of final completion of the whole or part of the Work.
R Measurements
The Contractor shall give reasonable notice to the Engineer before covering up
Work which is required to be measured.
S Labor Record
The Contractor shall provide on the last day of each week for verification by the
Engineer a record showing the number and description of craftsmen, laborers and
other persons employed on or in connection with the Work on each day of that
week.
T Plant Record
The Contractor shall provide on the last day of each week for verification by the
Engineer a record showing the number, type and capacity of all mechanical and
power operated plant employed on the Work on each day of that week.
U. Materials Record
The Contractor shall provide on the last day of each week for verification by the
Engineer a record showing the quantity and type of materials delivered to the
site(s) on each day of that week.
V. Visitors Record
The Contractor shall maintain a record of visitors to the site and submit once a
month to the Engineer.
W. Weather Records
The Contractor shall keep an accurate record of:
1. Daily maximum and minimum air temperature (including overnight)
2. Number of hours per day in which Work is prevented by inclement weather
The Contractor shall provide at least four maximum and minimum thermometers at
agreed locations inside the building.
X. Supervisory Staff
The minimum qualifications of supervisory site staff shall be as specified and to

the approval of the Engineer. The Contractor shall give reasonable and adequate
notice to the Engineer before changing any supervisory staff. The Engineer shall
have the right to ask the Contractor to replace any supervisory staff subject to
giving a reasonable explanation.
The Contractor's and sub-contractor's senior site staff shall be fluent in the
technical English language. An adequate number of personnel shall have sound
technical backgrounds and be fluent in both the Arabic and English languages.
Y Inspection
The Contractor shall give not less than one working day's notice (48 hours for wet
trades) to the Engineer before covering up any work that is to be put out of view
for inspection by the Engineer.
Z Overtime Working
Whenever overtime is to be worked, the Contractor shall give the Engineer not less
than 48 hours notice, specifying times, types and locations of Work to be done.
Work concealed during overtime for which notice of covering up has not been
given may be required to be opened up for inspection and reinstated at the
Contractor's expense.
SUBMITTALS
A. Scope
This section generally specifies procedures regarding submittals and the required
submittals for the Contract. However, additional procedures and requirements for
submittals are specified in individual sections of the Specifications.
Submittals shall include but not be limited to the following:
1. Product Data.
2. Construction Program.
3. Shop Drawings and Samples.
4. Certificates.
5. Test and Inspection Reports.
6. Miscellaneous Submittals.
7. Site Layout Organizational Chart.
8. Progress Reports.
9. Correspondence.
10. CAD Produced Drawings.
11. Photographs of Construction Progress.

B. Definitions
The work related submittals of this section, in addition to the definitions of the
Conditions of Contract and elsewhere in the contract documents, are further
categorized for convenience as follows:
1. Product data shall include manufacturer's latest standard printed literature such
as manufacturer's installation instructions, catalog cuts, colour charts, roughing
diagrams, wiring diagrams, and performance curves on materials, equipment
and systems for this project. Product data shall include references to applicable
specification section and item number. Product data shall be in addition to the
required shop drawing submittals.
2. Construction Program shall be in the form of Computerized Network
Precedence Diagrams incorporating activities for all work to be performed by
the Contractor, his Sub-Contractors and other Sub-Contractors to be employed
in or about the Site, supported by computer analysis and schedules and prepared
in accordance with the principles of Critical Path Method Programming.
3. Shop drawings shall include specially prepared technical data with diagrams,
performance curves, data sheets, schedules, templates, patterns, reports,
calculations, plans, sections, details and measurements in standard printed form
(A4 size or A0 size for drawings). Shop drawings shall be in addition to the
required product data and shall indicate applicable specification section and
item numbers.
4. Samples shall include physical examples of materials, both fabricated and
unfabricated, in complete units and in smaller portions of units, for visual
inspection and where indicated, for more detailed testing and analysis. Samples
shall indicate applicable specification section and item numbers within that
section.
5. Certificates shall include statements of suitability, certifying reports from
governing agencies having jurisdiction, industry standards and testing agencies
and applicable certificates specified in each section of the specification.
6. Test and Inspection reports shall include reports as specified in each section of
the specifications.
7. Schedules shall include schedule of required submittals organized by related
specification section number and sequence of submission, schedule of sequence
of work and time schedule, schedule of sequence of application of specific units
of work and schedule of materials, equipment and systems as listed in
applicable sections of the specification.
8. Miscellaneous submittals shall include submittals related directly to the work
(non-administrative) including but not limited to warranties, maintenance
agreements, workmanship bonds, survey data and reports, physical work
records, copies of industry standards, record drawings, field measurement data,
operating and maintenance materials, overrun stock, security/protection/safety
keys and similar information, devices and materials applicable to the work and
not processed as shop drawings, product data, samples or certificates.
C. Submittal Procedures
1. Submittal Schedule
a. Schedule submissions to ensure that the Engineer is allowed a reasonable
time to review each submission within the scheduled period of time.

b. Certify that each submittal has been checked and approved by sub-
contractors, installers, manufacturers and suppliers as appropriate. Notify
any deviations from drawings or specifications.
c. No submissions shall be processed without signed and approved certification
of the Contractor. This certification shall be indicated on each submission as
follows:
"Material submitted for approval has been checked for conformance with drawings
and specifications for this project. Any deviations from plans and specifications
have been noted on the material or listed in the transmittal letter.

4. Product Data
a. Submit product data as called for under "Submittals" in each individual
specification section.
Submit product data in triplicate for review. Indicate the actual materials
being submitted for review when literature contains selections.
5. Construction Program
General Requirements
The Contractor shall prepare a Construction Program showing the order and
method in which he proposes to execute the works and the dates upon which
the various elements, trades and sections of the works will be started and
completed, including dates for submittal and approval of shop drawings and
samples; for procurement and delivery of materials and equipment; for
construction, installation, inspection, testing and commissioning.
d. Computer Analysis
General Requirements
2. The activity status report shall have the following minimum data for
each activity:
a. Activity number.
b. Concise description of the work.
c. Specification reference or trade code.
d. Location of work or area code.
e. Duration in calendar days.
f. Early start date (calendar).
g. Early finish date (calendar).
h. Late start date (calendar).
j. Late finish date (calendar).
k. Total float (calendar days).
l. Estimate crew size.
m. Percentage completion.
n. Remaining duration in calendar days.
e. Supporting Data
1. The Contractor shall also prepare and submit in narrative form the
supporting data noted below with the submittal of his Construction
Program. Any changes in this information shall be submitted with
successive updates and revision.
a. The proposed number of working days per week.
b. The holidays, and other non-working days (except Fridays)
observed during the duration of the Contract (by date).
c. The planned number of shifts per day.
d. The number of hours per shift.
e. The planned usage of major construction plant and equipment on
site at monthly intervals.
f. The planned procurement and delivery of local and imported
materials.
g. The average weekly manpower usage for each trade to be
employed for the works.
h. The productivity rates for each major work sequence or for any
specific activities required by the Engineer.
j. Explanation of all changes in logic, durations, manpower, plant

and equipment.
k. Actual start and finish dates of activities already completed, and
percentage completion of activities still in progress.
f. Forty Five (45) Day Program
At monthly intervals, the Contractor shall submit a separate
program developed from the approved Construction Program
covering a period of forty five (45) calendar days and denoting
the Contractor's and sub-contractor's daily work activities and
their interrelationship with the work of other contractors, if any.
g. Construction Program Revisions and Updates
1. Once the initial Construction Program is submitted and
approved by the Engineer, the Network Analysis Engineer
shall perform monthly updates in collaboration with the
Contractor. The update will follow a visit to the job site where
in the presence of the Engineer, the Network Analysis
Engineer and the Contractor will record the actual starts and
percentages complete and, using this data, update the
computer analysis. The updated analysis will be accompanied
by a narrative report containing the supporting data referred to
herein before, which shall indicate the necessary action dates
and requirements for material, labor and plant acquisition.
The narrative report shall also focus upon the construction
progress and shall particularly note conditions that may delay
progress of the work. In the event of such delays, the
Contractor shall describe actions proposed to overcome the
delay and to maintain the planned construction program.
2. Site progress meetings attended by the Engineer, the
Contractor, the Network Analysis Engineer and the principal
sub-contractors, will be held monthly immediately following
the monthly site visit referred to in the previous paragraph,
specifically to review the progress of the work. At this
meeting the latest update of the last approved Construction
Program will be examined with reference to the records made
during the said site visit in order to verify the following:

Contractor who shall review and coordinate with his own and other sub-
contractor's drawings and/or samples before submitting to the Engineer.
The Contractor shall be responsible in all respects for his sub-contractor's
shop drawings and samples as if they were his own.
e. Neither the fabrication of prefabricated items nor the ordering of any
work, materials and equipment and the execution of any work on site,
shall commence until shop drawings and samples, relevant to the said
items, work, etc., and required by the Specifications, have been submitted
and approved in writing by the Engineer.
f. Shop drawings to be prepared by the Contractor and by his principal sub-
contractors for structural, architectural and electro-mechanical works,
shall be prepared on or in the neighborhood of the site to facilitate proper
liaison and coordination between trades and so as to allow the Engineer
ready access for review and approval during the preparation process.
g. Shop drawings and samples shall be prepared after site dimensions have,
if possible, been taken. Shop drawings shall be prepared on reproducible
transparencies, and using metric units of measurement.
h. Shop drawings shall describe accurately the method of fabrication,
installation, applied finishes, types and sizes of all members and fixings,
and shall, where applicable, indicate methods of marking components for
site erection. Shop drawings shall be to scales approved by the Engineer.
j. The Contractor shall verify all dimensions and field conditions and shall
check and coordinate the shop drawings and samples required in
connection with a particular trade or section of the works with the
requirements of other trades or section related thereto.
k. In order to ensure proper coordination, shop drawings and samples for
each system or element of work shall be submitted in a single package.
The Engineer may require in writing that all relevant parts of a system or
element be submitted before any component item is approved.
l. Except for finish, pattern, color and other matters in respect of which the
Engineer's decision is required in accordance with the Contract
Documents, the Engineer's review and approval of shop drawings and
samples submitted by the Contractor is for general conformance with the
design concept and specifications and shall not relieve the Contractor
from responsibility for any deviation from, or errors or omissions in
respect of the requirements of the Contract Documents, unless the
Contractor has informed the Engineer in writing of specific deviations and
the Engineer has given written approval thereto.
m.The Contractor shall make any corrections or amendments required by the
Engineer's review of shop drawings and samples and shall resubmit until
the "APPROVED" status is achieved. All such corrections or amendments
shall be clearly indicated on the resubmitted drawings by the use of
revision numbers in circles or triangles, or other method approved by the
Engineer.
n. The Contractor shall give written notice in case of re-submittal of shop
drawings and/or samples to revisions other than the corrections requested
by the Engineer on previous submissions. Unless such written notice has
been given, approval of a resubmitted shop drawing and/or sample shall

all the traffic safety measures necessitated by the work are fully operational.
3. The Contractor shall keep clean and legible at all times all traffic signs, lamps,
barriers and shall position, cover or remove them as required by the progress of
the works.
4. Traffic Regulation
a. Flag Persons: Provide trained and equipped flag persons to regulate traffic
when construction operations or traffic encroach on public traffic lanes.
b. Haul Routes:
i. Consult with authorities having jurisdiction and establish public
thoroughfares to be used for haul routes and site access.
ii. Provide traffic control at critical areas of haul routes to regulate traffic and
to minimize interference with public traffic.
T. Pollution Control
1. The Contractor shall provide methods, means, and facilities to prevent
contamination of soil, water and atmosphere from discharge of noxious, toxic
substances and pollutants produced by construction operations.
2. The Contractor shall comply with governmental authorities having jurisdiction
for pollution and environmental control requirements.
V. Access Roads
The Contractor shall:
1. Maintain roads accessing public thoroughfares to serve construction area.
2. Provide detours necessary for unimpeded traffic flow.
3. Provide means of removing mud from vehicle wheels before entering streets.

W. Parking
1. The Contractor shall provide temporary gravel surface parking areas to
accommodate construction personnel.
2. The Contractor shall not allow vehicle parking on existing pavement.
Y. Project Identification
1. The Contractor shall provide and erect project signs to the approval of the
Engineer and at locations established by the Engineer.
2. No other signs are allowed.

b. The Engineer's site office shall be supplied with three separate external
telephone lines with extension lines to all other office desk positions,
facsimile and internet. Each office shall be provided with two socket outlet
power points and adequate fluorescent lighting in addition to operable
windows with blinds and fly screens. All charges and local telephone and
email bills shall be paid by the Contractor.
c. The Engineer's site office accommodation shall be constructed of new
approved material. Provide the accommodation with adequate security and
fire fighting facilities and suitable means of escape in case of fire all to the
satisfaction of the Engineer. Fire extinguishers and other means of fire
fighting shall be regularly serviced and maintained in good working order.
d. The Contractor shall prepare and submit for approval Shop Drawings for
the Engineer's site office accommodation of sufficiently large scale to
indicate complete layout, furniture, equipment, services and all other items
and requirements covered by this Sub-Clause. Submit brochures and
catalog cuts of proposed furniture and equipment from supplier of office
furniture for approval.
e. The Contractor shall provide and pay for safety helmets, safety shoes,
measuring tapes and all necessary facilities for the Engineer's team.

Engineer's site office accommodation including providing one office boy and
one messenger to attend upon the needs of the staff. The cost of cleaning
materials and consumables such as, paper towels, paper tissues, toilet rolls,
