The subject proposal has been reviewed for a Special District Permit in connection with Warrant
Final Decision No. 16-0074 for MiamiWorldcenter pursuant to Ordinance 13483, Appendix D of
Miami 21 Code, as adopted, the Zoning Ordinance of the City of Miami, Florida.
This Special District permit is to allow a minor modification to an approved set of plans pursuant to
Ordinance 13483, Appendix D, of Miami 21 entitled'MiamiWorld Cente/ Section 3(c) "Specia/
District Permit Minor Modifications & Modifications to Approvals". ::
ZONING HISTORY
On December 30th, 2016 the Planning Department approved MiamiWorld Center, LLC herein after
refer to as the Applicant, request pursuant to Warrant No. 16-0074 attached hereto as Exhibit A
entitled "Zoning History" to allow for the construction and master planning of a mixed-use
development containing 1,011 residential units, 338, 036 sq. ft. of commercial space, 86,034 sq. ft.
of open spaceand two plazasencompassing Blocks, C - East, C -West, D - East, D-West, F-
East, F- West, and H as per the plans entitled "MiamiWorldcenter Phase 1".
On January 17th,2018 the Urban Development Review Board issued a resolution recommending
approvalwith conditions to the Director of the Plannino Deoartment to oermit faaade modifications
specifically for the portion known as Block D - East of the Miami Worldcenter, Phase I
On September 28ft, 2018 the Planning Department pursuant to Special District Permit No. SPDI/
16-0074 approved the Applicants request for a minor modification to a previous approved set of
plans under Warrant No. 16-0074, to modify the western portion of Block F - East. Specifically,
to eliminate two (2) levels of structured parking with 245 parking spaces and to modify the north,
west and south facades.
On June 8th, 2018 the Applicant submitted a request to the Planning Department for a Special
District Permit to allow for a minor modification to a previous approved set of plans under Warrant
File No. SDP2 / 16-0074
No. 16-0074, specifically to modify the east, west and north, facades on Block D - East.
Subsequently, on September 5, 2018 the Applicant submifted a revised
FINDINGS
Staff finds the following minor modifications to an approved set of plans entitled "MiamiWorldcenter
Phase One'as prepared by Elkus I Manfredi, Stantec, and Kimley Horn consisting of 156 pages
dated September 6th, 2016 stamped received bythe Planning Department on September 6s, 2016
under Warrant No. 16-0074 and as partially modified pursuant to the plans entitled "Special District
Permit, MiamiWorld Center, Block D East" as prepared by Black Magic Design lnc., ODP Architects
and Perimeter Surveying and Mapping lnc., consisting of 41 pages dated August 28, 2018, and
dated stamped approved by the Planning Department on October 22,2018
to be consistent with Ordinance 13483, Appendix D of Miami21, Section 3(c).
*The proposed fagade changes consists of the following minor modifications:
Facade modifications:
East Elevation
a A revised panel system will be use to integrate a large piece of artwork, to be created
by internationally renowned artist (Franz Ackermann). The revised fagade
modifications will maintain the original architectural intent of the structure, while
creating a sense of place.
a The proposed 16,000 square foot wall painting will be incorporated into the 3-
dimensional metal panel & controljoints system for the facades. Specifically along the
eastern and south eastern facades fronting Northeast 2nd Avenue. See Page 19 - 27
of the plans attached entitled "Special District Permit, MiamiWorld Center, Block D
Easf.
Final design of the proposed artwork will be reviewed and approved by the Planning
Director upon a recommendation from the Urban Development Review Board as per
prior condition of approval.
West Elevation
The previous plans depicted panels cascaded down in an undulating fashion, resulting in a
series of unforeseen design related issues related to noise, heat and solar glare:

be noticeable. See page 12 of the plan set.
would be downward into retail paseo and upward into the residential units.
The revised design proposes a streamline symmetrical architectural treatment on the West and
north facades. The revised design focuses the pedestrian's attention to the 40' high neutral
piers and retail experience. This change provides for a much calmer architectural and
pedestrian experience. Note that the proposed architectural fluted panels begin at elevation
40' and are stepped back 10' from the building line below, creating a visible barrier from the
pedestrians perspective into the garage. See page 31 through 40 of the plan set.
North Elevation
r The north side 9th Street paseo was widen, by removing the vitrines flanking the north
entrance and replaced with 470 sq. ft. of added landscape area, thus established a
clear entry point into the garage. See page 10, 16, 17, 18 and 19 of the plan set.
Based on the above findings and the considered advice of the officers and agencies consulted on
this matter, the subject proposal is hereby approved with conditions subject to the plans
submitted by the applicant and on file with the Planning Department as well as the following
limitations:
CONDITIONS:
1. The development shall be in accordance with the plans entitled "MiamiWorldcenter Phase
One" as prepared by Elkus I Manfredi, Stantec, and Kimley Horn consisting of 156 pages
dated September 6th, 2016 stamped received by the Planning Department on September
6th, 2016 under Warrant No. 16-0074 and as partially modified pursuant to the plans
entitled "MiamiWorld Center, Special District Permit, Block D East'as prepared by Black
Magic Design lnc., ODP Architects and Perimeter Surveying and Mapping lnc., consisting
of 41 pages dated August 28, 2018, and dated stamped approved by the Planning
Department on October 22,2018
2. The approval of this Special District Permit does not void any applicable conditions subject
to the original approval under Warrant No. 16-0074.
3. Final design of the proposed artwork shall be reviewed and approved by the Planning
Director upon a recommendation from the Urban Development Review Board as per prior
condition of approval in addition to a recommendation from the Public Art Division. Upon
approval of the artwork the Applicant shall provide the Public Art Division a maintenance
schedule and contingency plan for said artwork.
4. The Applicant shall comply with all applicable requirements of Chapter 24 of the Code of
Miami-Dade County.
5. The Applicant shall comply with the requirements of all applicable departments/agencies
as part of the City of Miami building permit submittal process.

The purpose of this letter is to explain my work at Block D-East of the Miami Worldcenter project in context with its
specific surroundings.
My artistic work deals to a significant extent with questions of urbanism.
In large scale, strongly colored paintings and murals I attempt to incorporate personal experiences, events as well as
architectural and topographical facts.
Therefore, and as a result of expansive conversations and on-site inspections, I have developed an artistic design that
addresses the geographical and topographical conditions and enriches the future, urban situation in its entirety.
The construction of a new district, MWC, creates new „weights“ and „ratings“ within the city.
New perspectives arise, the unconscious moves into the field of vision and gradually becomes significant ...
Through my on-site analysis, I am convinced that the intersection of Northeast 8th Street and Northeast 2nd Avenue
(the Southeast corner of Block D-East) and the East Facade facing the Park West Metro Mover Station will be a deciding
factor about the “entry experience” and as to how visitors are being “greeted”: Friendly, welcoming, curious, demanding ...
„Sailing Hammock“ will become a mural according to the size of the area. It is carried out in three phases and profoundly
connects with the planned architectural façade elements. The wall painting „literally“ protrudes into the three-dimensional
space and thus merges with architecture to create a homogeneous appearance.
„Sailing Hammocks“ welcomes the cruise ship passengers of the nearby port of Miami as well as the working people on
their daily commute to work in automobiles as well as the Metro Mover. It is intended to offer visitors, tourists, business
people and consumers a landmark, a meeting point.
As MWC invests heavily in residential products and the overall retail and urban experience, it was important for me to
create a mural that also radiates serenity, sovereignty and is conceived as „nonchalant“ as if you were at home ...

Memorandum
Our Firm represents Miami Worldcenter Associates, LLC, together with their successors
and affiliates (collectively “MWC”) regarding land use, zoning, and general development
matters in connection with the above-captioned Project. As detailed in our Firm’s letter dated
November 1, 2018, a copy of which is attached to this Memorandum, MWC has selected an
initial artist, Franz Ackermann, to create and install a work of art on the portion of the Project
referred to as Block “D East” (the “Installation”).
Mr. Ackermann will personally maintain the Installation for a minimum of Five (5) years.
Original paint will be stored on-site for easy access. Standard, ready-available paint colors will
be utilized for ground-level portions of the Installation; i.e., areas more susceptible to general
wear and tear. The upper portions of the Installation may utilize specialty paints. That being
said, the Installation will be formed from an inter-locking panel system, with each panel having a
unique identification number. Should maintenance be required for any particular portion of the
Installation, that panel number will be identified, removed, and repaired using the specific colors
associated to that unique panel identification number. All paint shall be certified for external use,
with special consideration given to UV, rain, and salt exposure.
Together with the artist, MWC will establish a plan detailing the accessibility of each
panel of the Installation, whether by lift, ladder, or some other means.
