Objectives of the Survey:


Japan International Cooperation Agency (JICA) implements ex-post project evaluation studies on
Japan’s ODA loan and grant projects two years after the completion of the projects. In order to
review the current situation, operation, maintenance, and management of the completed projects
neutrally and impartially, JICA appoints and dispatches third party evaluators. The main objectives
of JICA’s ex-post evaluation are;
(1) To assess the results of projects to achieve accountability to the general public of Japan;
(2) To extract lessons learned that can be reflected in future projects;
(3) To make recommendations to the executing agency and JICA to enhance their operations.
This questionnaire is designed to collect data and information necessary for the ex-post evaluation.
Kindly prepare your answers before the arrival of JICA Mission, preferably byJanuary5th, 2017.
We would like to express sincere gratitude for your cooperation in advance.

Basic Concept of Evaluation:


Ex-post evaluation on JICA-financed project is exercised in the view of five evaluation criteria, i.e. (1)
Relevance, (2) Efficiency, (3) Effectiveness, (4) Impact, and (5) Sustainability.

Each part/block of this questionnairehas questions relating to five evaluation criteria.

Please prepare the answers to each question in writing together with supporting data/documents
accordingly. If information or data requested in this Questionnaire is not readily available, please
provide alternative indicators and data, which meet the objectives of this questionnaire survey under
the five evaluation criteria.

Five Evaluation Criteria

Criteria How to examine each criterion


(1) Relevance Questions whether project objectives overall goals, and project scope were/are in line
with the priority needs and concerns of the recipient country at the time of the project
appraisal as well as the ex-post evaluation. This criteria will focus on the recipient
country’s development policies/plans, the needs of beneficiaries, and the donor’s
policy.

(2) Efficiency Measure how efficiently the various inputs are converted into outputs of the project in
the implementation process (productivity of implementation process). This criterion
will examine the appropriateness of inputs such as project cost and its volume,
implementation schedule, timing, institutional/organizational function. Also the
Internal Rate of Return (IRR) of the project is re-calculated.
(3) Effectiveness Examine the extent to which the project objectives have been achieved in relation to the
project outputs. This criterion will include quantitative analysis based on operation and
effect indicators as well as qualitative analysis.
(4) Impact Identify the extent to which the overall goal of the project has been achieved, and
verify intended and unintended, direct and indirect, positive and negative changes in
technical, socio-economic, institutional and environmental aspects as a result of the
project.
(5) Sustainability Questions whether project benefits are likely to continue after completion of the
project. This criterion will include a study of institutional, technical, and financial
aspects in operation & maintenance agency /organization, condition and status of
equipment/facilities procured/constructed by the project, technology transfer, and
ownership of beneficiaries. It will also include an analysis of issues and constraints
that may impede sustainability of the project.

Project Summary:
(1) Background
In Sri Lanka, the heavy rain from December 2010 through February 2011 caused major damage,
destroying infrastructure including roads and irrigation facilities in Central, North Central and Eastern
Provinces. There were more than 1.2 million victims and 430,000 damaged buildings, ranking next to
the tsunami damage of the Sumatra Earthquake in December 2004. The flash floods destroyed
approximately 18,237km of roads and 1,752 agricultural and irrigation facilities, which blocked
transportation access and impeded daily life in rural areas. The rice farming areas mainly in Eastern
Province were severely damaged, and there was a concern of crop failure for the following year unless
the irrigation facilities were rehabilitated in time to prevent water shortage in the dry season.
(2) Project Objectives
To promptly recover the economic and social activities of the damaged areas by rehabilitating
damaged roads and irrigation facilities in Central, North Central and Eastern Provinces of Sri Lanka,
thereby contributing to the recovery of safety and livelihood of the residents, rehabilitation of the
economy and society from the disaster and to prevent further damages/losses.
(3) Project Scope
The project includes the following components:
 Project site/target districts: Central, North Central and Eastern Provinces
 Project Components
 Rehabilitation of national roads, provincial roads and community roads (approximately
1,018km)
 Rehabilitation of irrigation facilities (approximately 244 locations)

Block B: Efficiency

(B-1) Selection of Subproject


a) At the time of JICA’s appraisal, the following selection criteria was to be adopted.
<Fist Selection>
The candidatesubprojects were to be selected according to the following criteria among the subproject
long list prepared based on the needs assessment by the National Planning Department (NPD).
 Damaged by the natural disaster occurred during December 2010 and February 2011.
 Necessary to be rehabilitated before the next rainy season.
 Not included in any other foreign funded programmes/projects.
 No negative impact on environment (exclusion of projects which are classified as “Category A”
under JICA’s Guideline for Environmental and Social Considerations)
 No acquisition of Right of Way
 No resident resettlement
 Implemented and to be implemented by contractors properly selected in compliance with
applicable laws and regulations.
<Second Selection>
The target subprojects were to be finally selected by the each implementing agency among the
candidate projects of first selection according to needs and priorities in the target areas.
Criteria for priority Road subproject
 Necessity of rehabilitation (no matter of national, provincial, and rural roads); the community is
isolated without the road, means that “No access by car without the project road”
 Priority is given to national and provincial roads based on traffic volume
 For rural roads, Divisional Secretariat will (i) prioritize “Very important”, “Important”,
“Relatively less important”, and (ii) proportion of “Very”, “Important”, “Less” will be 10%, 20%,
70% respectively.
 Proportion of national, provincial and rural roads will be determined by the Government of Sri
Lanka (GOSL).
 Proportion among provinces will be determined by GOSL.
 Proportion among districts for rural roads will be will be determined by Provincial Governments.

Criteria for priority Irrigation subproject


 Priority is given to all the damaged head-works.
 Allocation to central and provincial irrigation schemes will be determined by GOSL.
 Main canals and irrigation canals are selected according to irrigation area, benefitted area and
volume of products.
 For main and D&F canals, DOI in Ministry and Divisional Secretariat will (i) prioritize “Very
important”, “Important”, “Relatively less important”, and (ii) proportion of “Very”, “Important”,
“Less” will be 10%, 20%, 70% respectively.
 Proportion among provinces will be determined by GOSL.
 Proportion among districts for rural roads will be will be determined by Provincial Governments.

(C-1) Operational Performance of the Project


(1) Request for Design Specification Documents of Subprojects
The ex-post evaluation will examine whether the rehabilitated road and irrigation facilities were
recovered to the condition before they were damaged. In order to do so, the ex-pose evaluation team
will review the design specification of the subprojects.
Therefore, please kindly prepare the design specification documents for 10-15% of total subprojects
and submit the ex-post evaluation team at the kick-off meeting.

JICA conducted tactical cooperation project in Sri Lanka “the Disaster Management Capacity
Enhancement Project Adaptable to Climate Change” (2010-2013). In the framework of the above
technical cooperationproject, it was planned that a disaster prevention expert would provide a
technical advice to this SL-P103 project such as technical advice on road design strong to flood etc.
Also the JICA’s technical cooperation project was expected to contribute to establish the disaster
prevention plan and infrastructure development plan by reflecting the lessons learned of this SL-P103
project thorough the technical cooperation.

During the defect liability period (1 year) the maintenance come under PRDD and this was attended
through the respective contractors. Thereafter, the Pradesiya sabha should maintain their
roads.

Is there any problem in allocating sufficient budget for operation and maintenance of the provincial/
rural roads and irrigation schemes under the management of provincial government? How the
problem could be solved? What are the future prospects?

Lack of fund for the maintenance for provincial/rural roads is a common problem.
To solve this problem to some extent, the maintenance period of the work of the contract by
contractors may be increased up to 5 years .
