Sector 1 & 2,3 DL cannot achieve the KPI due to number of active connected user exist. OSS stats showing that sector 1 & 3 DL throughput can
hit >100Mbps, while sector 2 DL throughput near to 100mbps. Drive test with unreserved mode.
