INTRODUCTION

Keeping the fact in view that more than a quarter of India’s population has been living as
downtrodden and marginalized for centuries, Shri Nirotilal Buddha Sansthan (SNBS) came into
existence in 1994 as a Non-Government Organization for marginalized people and has
undertaken the task to promote the welfare of this section of the society, lead to their upliftment
and development for integration with the society by improving their economical, educational,
social, cultural and health standards.

Shri Nirotilal Buddha Sansthan was registered under the Society Act, 1860 in 1994 and has been
primarily working in the areas of health and its social determinants such as safe drinking water,
hygiene, sanitation, HIV/AIDS awareness, family planning and welfare, child labor and literacy,
education, livelihood, plantation, community awareness and development with special focus on
marginalized section of the society, slum dwellers, primarily women and children through
various development programs for over 24 years.

After 1995, SNBS intends to continue its role as a facilitator to improve the effectiveness of
various national programs and build capacities of communities to address a wide range of
reproductive health, child health, illiteracy, family planning, NPSP and HIV/AIDS challenges.

SNBS’s mission is to serve “Underprivileged individuals and families to achieve sustainable

development in the area of their education, health and sanitation strata.

We pursue our mission with both excellence and compassion because the people whom we serve
deserve nothing less.

GOAL

Our unflagging efforts will enhance the capabilities of underprivileged people, especially women
and children, to improve their living standard which in turn, will bring development to our nation
as whole.

LEGAL STATUS

 SNBS was registered under the Society Act, 1860 with registration No. 1510/1993-94.
 SNBS has its Permanent Account Number i.e. AADTS3537M.
 SNBS has TAN with number AGRS15542C.
 SNBS is registered under Foreign Credit Regulation Act with registration number
136210061.
 SNBS got registration u/s 12AA of Income Tax Act with registration number CIT-
1/Tech/S816/Agra/2012-13 and gets privilege of section 80G of this act.

SNBS being primary resource organization conducted Mapping and Assessment of a number
of slums in Agra in facilitation of Department of Health and Family Welfare, Agra and
USAID-EHP during February- April 2004. This evaluation included Qualitative Health
Vulnerability Assessment in slums of Agra and helped assessment partner plotting of slums
on the map of Agra and identify the existing health facilities. In this way SNBS became one of
the founder members of Urban Health resource Centre (UHRC) operation, formerly known
as EHP.

Later on, the Agra Urban Heath Program (AUHP) was implemented as reception to the
postulation of Uttar Pradesh Government, suggesting UHRC to initiate PPP model in Agra.
In response UHRC inducted public-private partnership process in consultation with the
Department of Medical, Health and Family Welfare, Agra. Based on nits experience in the
area of reproductive and child health, the exceptional contribution rendered in proposed
development assessment and its credibility in the district, the Screening Committee
constituted under the chairmanship of Chief Medical Officer, DMHFW, Agra has
recommended SNBS as potential NGO for partnership with UHRC operation and our
partnership came into existence.

Under this partnership, SNBS has mobilized approximately 40250 population in 20

slums and facilitated outreach camps through linkage with Rakabganj North D-Type Health
Centre.

Apart from this, since March 2006 SNBS has been facilitating a Multi stakeholder
approach for optimizing local resources and improving reach of services to approximately
46700 undeserved urban poor populations residing in 15 slums falling under Bundukatra D-
Type health Centre Catchment Area. Since February 2009, SNBS has been demonstrating
two approaches at Yamuna par. Under one, SNBS has set up and managing Urban Health
Centre at Naraich, Yamuna par providing regular OPD and outreach services to

 approximately 55000 population residing in 35 slums in Trans Yamuna area. The other one
demonstrates community mobilization for demand generation of health services and

community linkages with Government Health Facility and mobilized approximately 27000
populations in 9 slums and facilitated outreach camps through linkage with government D-
Type Health Centre, Yamuna par. We are working in 80 slums of the Agra city under Health
Programs.

SNBS started 4 special child labour schools with about 200 labour boys and girls below the
age of 14 years on 1st August 2005 in 4 different slums, these are Nala Kaji Pada, Ram
Nagar, Jagdishpura and Chhipitola of Agra with an aim of providing protection and
education to working children in coordination of Labour Department, Agra under National
Child Labor Project. Till September 2014 a total of 842 children from Special Child Labor
Schools of SNBS have been promoted and integrated with main stream of education.

Objectives of NCLP:

 To eliminate all forms of child labour through identification and withdrawal of all
children in the Project Area from child labour,
 Preparing children withdrawn from work for mainstream education along with vocational
training
 Ensuring convergence of services provided by different government
departments/agencies for the benefit of child and their family
 To contribute to the withdrawal of all adolescent workers from Hazardous Occupations/
Processes and their Skilling and integration in appropriate occupations through
identification and withdrawal of all adolescent workers from hazardous occupations /
processes,
 Facilitating vocational training opportunities for such adolescents through existing
scheme of skill developments
 Raising awareness amongst stakeholders and target communities, and orientation of
NCLP and other functionaries on the issues of ‘Child Labor’ and ‘employment of
adolescent workers in hazardous occupations/processes’; and
 Creation of a Child Labor Monitoring, Tracking and Reporting System.

The scheme focuses on:

 All child workers below the age of 14 years in the identified target area.

  Adolescent workers below the age of 18 years in the target area engaged in
hazardous occupations / processes
 Families of Child workers in the identified target area.

Strategy of NCLP:

The overall approach of the project is to create an enabling environment in the target area, where
children are motivated and empowered through various measures to enroll in schools and refrain
from working, and households are provided with alternatives to improve their income levels.

In coordination of UHI-CARE funded Urban Health Initiative (UHI) program has been
implemented by SNBS since March 2011 to December 2012. Under this program eligible
couples were counseled for adopting modern family planning methods in our intervention area of
Bundukatra. We covered population of 92984 with eligible couples of 14568 in 15521
households. We have counseled 14560 eligible couples and 3673 couples adopted modern
methods so far i.e., 489 adopted Female sterilization, 45NSV, 1419 IUCD, 294 OCP and 624
Condom.

Along with UHI, we are implementing USAID-PFI funded Health of Urban People (HUP)
program in 24 slums of Agra city in the area of Jagdishpura, Bodla amd Sikandara with
population of 52263 in 10974 families from October 2011 to October 2013. We are covering 642
pregnant women, 1140 infants and 7556 eligible couples in our intervention under HUP. We
have formed 20 MAS in our intervention area to strengthen the community for ownership. We
have visited 113058 households for counseling in our intervention which includes 6298
counseling visits to pregnant women, 5944 counseling visits to lactating women, 9126 visits to
infants, 20944 visits to 1-5 years children and 70476 visits to eligible couples. We facilitated
beneficiaries to avail health and nutrition services during UHND which comprises services to
714 pregnant women, 1202 lactating women, 1210 infants, 2064 1-5 years children and 3728
eligible couples.

SNBS has implemented Urban Health Programme, (UHP) in Agra in November 2013.In 2016-
17 we covered almost 100 slums in Agra in the area of Jagdishpura, Bodla, Sikandara, Loha
mandi, Nai ki Mandi, Jeevani Mandi, Baluganj, Kazipada, Chakkipat and Nagla Padi with a
support of Medical Health and Family Welfare Department, Agra, Integrated Child
Development Scheme (ICDS) Agra,Vitamin Angels, USA and Agra Obstetrical and
Gynecological Society (AOGS), Agra. We tend to implement this UHP in all the 459 slums in
Agra this year successfully. All the related surveys have been done to achieve our goal.

SNBS has organized several international and national visits to USAID and other organizations
as well. On 18th April 2009, The United States Congress Delegation made a visit to observe and
understand the lives of urban poor and slum dwellers and their access to health services. Our
contribution and devotion to this field was appreciated by the delegates. Our work was acclaimed
by The Ethiopian Delegation which made visit for the aforesaid purpose on 21st February 2012.

On 16th September 2016, The Vitamin Angels USA Delegation made a visit to observe and
understand the lives of urban poor pregnant women and children and their access to Multi
vitamin, Vitamin A with deworming. They admired our work as well.

Vitamin Angels is a non-profit, non-governmental organization focused on combating childhood

malnutrition around the world through vitamin supplementation. Vitamin Angels states that its
mission is to help at-risk populations in need – specifically pregnant women, new mothers, and
children under five – gain access to lifesaving and life changing vitamins and minerals.

Programs of vitamin angels:

Vitamin Angels focuses on the prevention of malnutrition amongst vulnerable populations

internationally.

- Vitamin A Supplementation: Vitamin Angels distributes high-dose vitamin A bi-annually to

children 6-59 months of age in countries identified by the World Health Organization as
experiencing moderate to severe vitamin A deficiency (VAD) to prevent illness, blindness, and
death.

- Deworming: Vitamin Angels co-administers the deworming tablet, albendazole, alongside

vitamin A supplementation for children 12-59 months of age living in countries where intestinal
worms (or soil-transmitted helminths-STH) are endemic, to kill worms living in a child’s system
and improve the body’s ability to absorb vitamin A.

- Prenatal Vitamins: Vitamin Angels distributes daily multiple micronutrient supplements to

pregnant women at risk for or suffering from malnutrition to support healthy pregnancies and
improved birth outcomes.

- Promotion of Breastfeeding Practices: Vitamin Angels provides health and nutrition education
and tools to help moms understand the critical value of exclusive breastfeeding, as recommended
during a baby’s first 6 months, and then to make the transition to complementary foods.

Implementation :

Vitamin Angels works by establishing NGO partnerships with nonprofits and other groups that
work in complement to existing government programs to support nutrition for children in the

U.S. and abroad. As of 2017, the organization actively partnered with over 1,100 national and
international groups to distribute micronutrients to underserved populations in 66 countries. In
2017, in a 3rd party performance survey the organization was rated 7th (out of a global cohort of
80 international NGOs) in the quality of collaboration with its partners. Vitamin Angels has
developed an award-winning eLearning solution to train public health workers, including those
that reside in remote locations with limited or no internet access.

SNBS is also working with Kailash Satyarthi’s Children Foundation in Bal Mitra Gram Project.
Bal Mitra Gram or child friendly village is a novel concept that adopted by BBA in 2001 to make
villages and wards in India child labour free where every school-going child will be in schools.
This is conformity with the broad objective of BBA (SACCS), which stands for total elimination
of child labour and ensuring education to all children.

This is done successfully through involving the local community and participation of children
themselves by forming bal panchayat which will serve as an effective tool to influence the
decision making process and ensures the participation of children at the micro level. BMG has
been triumphant in making sure that the issue of gender inequality is addressed and in the
formation of BAL panchayat primacy is given to girls in the election process of child leaders.
Children’s parliament addresses the issues related to quality of education and loopholes of
education system and by highlighting these pitfalls; BMG has been blooming in a number of
villages to improve the quality of education. This is only process it has been able to knock the
sleeping conscience of the Government through constantly taking up the issue related to the
development of the children at the village level.

The majority of children deprived of their childhood, opportunities and future, live in different
villages. Most of them are engaged in economic activities and denied schooling. Their
emancipation is today's biggest challenge. The solution lies in changing the mindset, behavior
and priorities of the village community.

Bachpan Bachao Andolan (South Asian Coalition on Child Servitude) in India is working
towards creating a child friendly society where the first and foremost step is child friendly
village, BAL MITRA GRAM.

 The BBA (SACCS) has been engaged in wiping out the blot of child servitude for more than
two decades. Our efforts have led to the release of more than 60,000 children from the shackles
of servitude.

The uniqueness of the Bal Mitra Gram (BMG) initiative lies in active participation of the village
children in creating a legitimate democratic space for themselves in panchayats, communities,
schools and families. Secondly solving the deep rooted problem of child labour and creating a
demand and value for good education as a village pride, igniting the mass consciousness and
using the people's potential, power and local resources is another significant element for success
and sustainability. BMG is the true translation of child rights at the grassroots level.

Objectives of BMG

 All children are enrolled in schools and ensures that each and every child in the Village
goes to school regularly, so that the overall emphasis on quality of Education.
 Adult Village Panchayat recognizes and incorporates the voices of children Formation of
Bal Panchayat (Children’s Parliament)
 To enhance the component of democratic participation at the micro level it is envisaged
that BAL Panchayats (children’s parliament) would be formed where in issues related to
children, their development and welfare would be taken up in a fully democratic manner.
This will entail children centric understanding by children themselves. This process will
promote the participation of girls in the decision making process and to build up
sensitivity towards the commencement of gender equality. It will be a prelude to the stage
where the children will make their voices heard in the adult‘s village panchayat.
 Socio- Economic development of marginalized section of the village.
 Through institutional building, Self help groups, networking with the government and
non-government departments and income generation activities which will help to achieve
the social and economic development of the underprivileged section of the society.

accessing and utilizing better health care facilities and also have strong experience in working
with state and district level government counterparts for implementation of different projects and
