RATIONALE :

How this country be most efficiently governed in the future depends upon how
the youth leaders of today are prepared to do such a gigantic task. Hence, an 18-year old SK
member will be 40 years old by 2040, or a 24 year old SK will be 46 years old by 2040. This is a
classical age of a Federal Leader in the future. Although, it is uncertain who will be the future
leaders of the Federal Government by 2040 or towards 2040, but it is so certain that our youth of
today are the sources of brilliant and purified leaders of the Philippine 21st century.

OBJECTIVES:

1. To digest the Seven (7) SK Roles To Realize the Philippine 2040 Vision
2. To explore the SK Role for the realization of the 17 Sustainable Development Goals formulated
by the United Nations
3. To crystallize the SK Internal Rules and the SK Parliamentary Procedure for them to become
good parliamentarians
4. To guide them in the drafting and implementation of different classification of SK Resolutions
5. To stress the value of Youth Leadership: Its Virtues and Values, Organizational Teamwork and
Performance Targets
6. To formulate Comprehensive Barangay Youth Development Plan and Annual Barangay Youth
Investment Program in line with the Philippine 2040 vision and the UN Sustainable Development
Goals
7. To emphasize the Role of the Youth in Eco-Tourism Development and Disaster Management

BUDGETARY REQUIREMENTS:

P6,000.00 for 3 days pursuant to National Budget Circular No.563 dated April 22, 2016
to cover the 3-day hotel and training expenses, kits, honorarium and other seminar expenses.

EXPECTED OUTPUTS:

It is envisioned to have produced UN-based Sustainable Development leaders and

Philippine 2040 vision achievers, 22 years from now with legislative and parliamentary
foundations of leadership.

METHODOLOGY:

The Law-type lecture-discussion shall predominantly be used in the conduct of the

training. During the discussion, questions shall be automatically raised for exhaustive
deliberations.
