technologists, experts, and professionals to return to the
Philippines and share their expertise for the acceleration of the
scientific, agro-industrial and economic development of the
country.

An S&T expert or professional who has obtained his/her graduate degree for not more than two
(2) years prior to filing of application to the Program
Who is Qualified under the BSP?

Foreign-based science or technology expert, a new graduate from a foreign S&T institution,
or professional who is a Filipino citizen or a foreigner of Filipino descent;

Holder of a graduate degree;

Must have practised his/her profession for not less than three (3) years (no experience
required for New Graduates);

Must have made an outstanding contribution to his/her field of specialization;

Expertise is consistent with the DOST S&T priority areas and is willing to work in
addressing the need /problem that is mutually acceptable to DOST and Host institution;

Willing to address needs/problems mutually acceptable to DOST and host institution/s
