I. PROJECT DESCRIPTION

4. Project Location:

The project will be located at Barangay Lumbay, two kilometers from


the heart of the town. It shall be implemented by the Rural Improvement
Club of barangay Lumbay which is accessible and along the provincial road
going to upland barangays.

II. PROJECT STATUS

1. Proposed Project

 The project is a proposal for the Cassava Kroepeck Production


of Lumbay Rural Improvement Club. Training shall be
conducted on production enhancement and provision of a
processing area with the necessary equipments.

2. Status of Project Operation

 This proposed project is categorized as on stage of project


expansion.

III. PROJECT JUSTIFICATION

1. Project Background

Lumbay is composed of seven sitios/puroks with 185 households and


has a population of 1,006. Concentration of homes is located along the road
that’s why called ”lumbay”. It is predominately an agricultural area
considering 80% of its total land area is devoted to agricultural production.
Planting rice is the primary source of income while others are doing
backyard animal raising and small business like sari-sari store.

With the high costs of farm inputs and labor in rice production,
income is very minimal. There is a need for households to have alternative
sources of income in order to cope with the high costs of living and survival.

About ten percent of the farmers in the barangay are planting


cassava. If fresh tubers sold to Philippine Starch Industrial Corporation
(PHILSTARCH), still minimal income is obtained. If processed into kroepecks,
a considerable income can be attained.

Kroepeck production entails some processes such as, cleaning and


shedding the fresh tubers, mixture of ingredients, spreading them finely on
banana leaves, streaming, drying to facilitate cutting to desired sizes and
final drying. There are two ways of packing, the ready to cook and ready to
eat. Different flavors could be made like the sweet pepper, garlic and
shrimps.

Currently, the technology is available. Housewives who are members


of the Association are having no activities after planting rice and harvest
seasons. With the processing, utilization of idle times of housewives be
minimized. Aside from this, vacant lots can be productive with cassava using
contour farming technologies in the rolling areas.

With the situation, the club decided to secure financial assistance for
the realization of the project.

2. Project Linkages

The project will ultimately capacitate the club to become an


entrepreneur. Product promotion through value adding is in resonance with
the thrust of the Department of Trade and Industry (DTI) in assisting
livelihood projects. It will augment the institutionalization of Marketing and
Business Action Team (MBAT) of the Kalahi Farmers Center while helping
product promotion and marketing.

3. Project Objectives

The project intends to promote cassava production in the barangay


while providing alternative source of income to housemakers.
4. Sectoral Objectives

With the processing project, it will provide ready market of the raw
materials. Snacks items will be provided to consumers. Being an
entrepreneur, the Association will be empowered.

5. Regional and National Objectives

The project is geared towards the maximum utilization of resources


to be more effective as a microenterprise. This complement to regional and
national objective for peoples organization to be successful entrepreneurs.

IV.PROJECT FINANCING

3. Funding Source

The source of funds to finance the project will be taken from the
outside sources in the amount of P500,000.00 with an overall total of
P610,000 including counterpart.

4. Counterpart Funding

The members of the Association will counterpart in the form of labor,


existing utensils and other paraphernalias in the production. The Local
Government the lead agency can assist in the institutional strengthening
with other agencies.

5. Financial Viability

Once the project will be implemented and operational, additional


income will be attained. With this economic enterprises, it will contribute
the stability of the local agency.
V. PROJECT BENEFITS AND COSTS

1. Beneficiaries

Lumbay Rural Imporovement Club and its members are the direct
beneficiaries of the project. At present, there are 13 active members of the
Association who are starting to do small scale production. With this project,
enactive members will be trained and capacitated to be with the club thus,
increasing membership while more chances to avail the benefits in the
future.

2. Social Benefits

Initially, kroepecks are now sold locally. Consumers are beginning to


eat the product. With the municipality as one of the tourist destinations in
the Province, once properly packaged and labelled will be one of the items
that can be displayed in strategic places to start product promotion for
outside markets.

3. Economic Benefits

The project will generate income opportunity for the procedures,


stores and other marketing establishments. For cassava farmers, immediate
marketing of fresh tubers he established. More farmers will be encouraged
to plant cassava. Finally, knowledge of the beneficiaries will be enhanced.

4. Social Costs

Once the project will be implemented and expanded, the cassava


growers within the barangay will no longer sell their tubers to PHILSTARCH,
a processing cassava starch located in Carmen, Bohol, an adjacent tour of
Pilar.

VI. PROJECT IMPLEMENTATION

1. Responsible Agencies

LGU-Pilar, Bohol

The Local Government Unit of Pilar will be responsible for the


technical and administrative assistance in the actual construction and
installation of equipments with the assistance the Municipal Agriculture
Office and Municipal Planning Development Coordinator and Municipal
Engineer’s Office.

Lumbay Rural Improvement Club.

The Association will contribute in the labor requirements for the


building construction.
Line-Agencies DTI, DOST
All this line agencies will assist in the implementation and
sustainability of the project. This includes development of the product,
packaging, promotion and marketing of the product.

3. Administrative Feasibility

The Local Government Unit of Pilar, through the direct supervision of


the Municipal Agriculture Office with the strong coordination of the
Municipal Planning and Development Coordinator and Municipal Engineer’s
Office shall oversee the entire monitoring, financial and physical status of
the project during the implementation period up to its completion onward.

4. Legal and Political Feasibility

The project has no legal obstruction for its completion and does not
generate any political opposition during the planning period until its
approval. All members of the club are generally in favor of the proposed
project.

5. Environment Clearance

Clearance for the Department of Environment and Natural Resources


(DENR) shall not be necessary for the project does not affect the
environment.

6. Social Acceptability

The proposed project in general does not generate opposition from


the community especially to those who are directly affected. Cassava
farmers also expressed their strong support and endorsement of the project.
