With the recent enactment of the Ease of Doing Business and Efficient Government Service
Delivery (EODB-EGSD) Act, the Department of Trade and Industry- Competitiveness
Bureau, as temporary secretariat of the Anti-Red Tape Authority (ARTA) is now organizing a
series of consultative sessions on the Implementing Rules and Regulations.

RA 11032, An Act Promoting Ease of Doing Business and Efficient Delivery of Government
Services by Amending Republic Act No. 9485 otherwise known as the Anti Red Tape Act of
2007, and for other Purposes seeks to promote ease of doing business in the country by
cutting red tape in government agencies that delay the delivery of efficient services. The law
aims to promote integrity, accountability, proper management of public affairs and public
property as well as to establish effective practices, aimed at efficient turnaround of the
delivery of government services and the prevention of graft and corruption in the
government. It mandates government agencies to adopt sound and good regulatory
management practices and aims to improve the ranking of the Philippines in terms of
competitiveness. The law also provides for stiffer penalties for violations of the
EODB/EGDSA.

Because of the law’s significance, a broad-based consultative process has been designed to
ensure we come up with a responsive, fair, and well-defined rules. This is also an
opportunity for public officials to be aware of the law’s provisions. In this regard, we would

RA 11032, An Act Promoting Ease of Doing Business and Efficient Delivery of Government
