My fellow public servants in the local and national government; our gracious host for today’s summit, the National Competitiveness
Council; our indispensable private sector partners; friends:  Good morning.
 
It is my pleasure to make this presentation before such a powerhouse crowd.
 
I would like to thank the NCC for giving me another opportunity to share our initiatives towards attaining digital transformation, which we
believe to be the key to achieving and sustaining a high level of competitiveness not only in the government sector, but in the business
sector as well.
 
About two months ago, the city government of Makati entered into a landmark agreement with Globe Telecom which led to the
launching of the Makatizen Card – a unified, multi-purpose government-issued citizen ID that consolidates all health and social benefits for
over 500,000 residents and city hall employees.
 
These include benefits provided under the city government’s Yellow Card, Blu Card and PWD Card, among others. Makatizen Card
holders can also enjoy the convenience offered by a variety of digital and mobile services, including cashless transactions. 
 
Our first PPP venture in information technology was initiated through an unsolicited project proposal from Globe Telecom and iBayad
Online Ventures which offered to supply 500,000 Makatizen Cards at no cost to the city government. 
 
With our acceptance of the Proof-of-Concept Makatizen Card powered by the digital platforms of G-Xchange, which manages GCash,
and iBayad Online Ventures, the city government has taken the first step towards building a cashless ecosystem for our citizens. This means
free all-in-one access to the city’s financial and social services.

As shown on the slide, features found on the front of the card include an EMV chip which ensures security of transactions, the card
holder’s photo and name, 16-digit card number, Makatizen number, and the MasterCard logo indicating it can be used in MasterCard
enabled terminals.
 
Found at the back of the card is a magnetic stripe that allows swipe transactions; CVV or Card Verification Value which is an added
security feature required for online transactions; the card holder’s address, gender, blood type and emergency contact numbers, and
logos of our corporate partners. 
 
The Makatizen Card also comes with a Near-Field Communication or NFC feature that allows city offices equipped with iBayad machine
readers to verify the identity of Makati residents and city government employees with a single tap. This means citizens need not present a
host of IDs and documents when transacting with the city government. 
 
The card will also be used for direct and real-time crediting of salaries and benefits to the GCash wallets of employees, distribution of cash
gifts for senior citizens, providing health card beneficiaries with instant access to services, and remitting allowances of students and
scholars.  
 
Makatizen card holders can also take advantage of the different financial services of GCash and the merchant network support of
iBayad. They can use the card to pay government institutions, hospitals, merchants, food operators such as the Makati jollijeeps, sari-sari
stores, and even ambulant vendors.
 
As a reward for loyal card users, iBayad will be implementing the “Makatizen Loyalty and Rewards Program” which will grant reward points
that they can use to purchase items.
 
To better illustrate to you how the card works, let me use as an example one of over 2,000 city employees who have been issued a
Makatizen Card.
 
Mr. Miguel Bernales, a 35-year old MAPSA traffic enforcer and Makati resident and a registered voter for 12 years, is the breadwinner of
the family. He also has relatives in the province.
 
As a Makatizen card holder, Miguel’s salary is disbursed through the card, which he can withdraw from any Landbank ATM, free of
charge. Miguel can also use the GCash credited to his digital wallet for cashless transactions involving his daily necessities, and he can
pay his bills anytime, anywhere. Miguel can also send money to his relatives in the province using the iBayad platform, for free. 
 
Since his identity can be validated through a single tap of the card, Miguel can use his Makatizen Card to avail himself of health services
at the Ospital ng Makati and free medicines under the Makati Health Plus Program. 
 
Through MasterCard, he can now shop online. And the best part is, he will be earning loyalty reward points which he can use to purchase
items.
 
Aside from making day-to-day tasks much more convenient for Makatizens, the project also allows greater transparency in the
implementation of the city’s various social welfare programs, thereby ensuring that the right people receive the right benefits in the most
efficient way.
 
To date, the registration of city government employees and eligible Makati-based national government workers is well underway. We
have also started to roll out the Makatizen Universal Card System to the city’s 33 barangays with the goal of registering at least 300,000
residents by the end of the year.
 
At this point, let me emphasize that our partnership with Globe does not restrict us from teaming up with other players in the telecom and
IT industries to speed up the city’s digital transformation.  
 
We have also launched the MAKATIZEN App, a product of another groundbreaking collaboration with Neo-Converge ICT Solutions and
Voyager Innovations, the digital arm of PLDT and Smart.
 
The MAKATIZEN App can be described as agnostic, meaning it can be accessed by either Smart or Globe subscribers. Initially, it offers the
following benefits for Makati residents and employees, which can be accessed through their mobile phones for free:
 
MakaGimik offers up-to-the-minute advisories and announcements about Makati City programs and events. 
 
MakaRide enables users to instantly book a ride on board Makati’s point-to-point shuttle service, which is initially available to Makati City
government employees.
 
MakaShopping is an in-app online marketplace where citizens can instantly shop for must-have items and receive exclusive discounts.
 
Lastly, MakaNegosyo offers important information about how to invest and start a business in Makati City.
 
Through the MAKATIZEN app, we aim to bring important information and public services closer to the people and, at the same time,
empower them to actively participate in the governance of the city.

My friends,
 
I am proud to report that these initial ICT-related PPP ventures of Makati have encouraged us to tap further into the city’s rich pool of
industry leaders to speed up our digital transformation.
 
Last Monday, I signed new PPP agreements that include the establishment of a public WiFi system for the city, and the use of city-owned
lamp posts for mobile signal boosters.
 
An unsolicited proposal we received from Neo-Converge ICT Solutions set the wheels in motion for the free WiFi system, which will be done
through the installation of a fiber optic cable infrastructure in and around Makati, at no cost to the city.
 
The project is targeted for completion in 27 barangays, excluding the six villages, by this December. Under the agreement, free WiFi
access will be provided to residents, public school students and the general public on designated periods daily. For students, 60 minutes of
free internet access; for residents, 40 minutes; and for transients and the general public, 20 minutes.
 
The term of our contract with Neo-Converge is for 25 years.
 
On the other hand, the city has teamed up with Aim Technologies, Inc. and Market Knowledge Technology, Inc. to undertake the
installation of mobile signal boosters on some 3,000 city-owned lamp posts. This project is seen to immensely benefit our residents, the
business community, and visitors of the city because of stronger cellular and internet connectivity.
 
We have agreed to allow them free and exclusive use of our lamp posts for installing and maintaining telecoms equipment, and for
marketing and sales promotion of advertising spaces.  In return, the city government will be able to send public information or public
service messages through SMS to all subscribers within the city, and maintain its own advertising space for its official messages, free of
charge.  
 
Moreover, the city shall be entitled to an annual revenue share of one percent of the gross revenue earned from the use of the said
properties by our private partners, which is pegged at a minimum of Three Point Six Million Pesos (P3.6 million) per year.
 
Our agreement which is good for three years has enabled the city to reinvent the use of existing properties to strengthen connectivity, as
well as to efficiently reach the public, especially in times of emergency.

My administration remains strongly committed to embracing technology not only to make public services more accessible and efficient,
but also to promote transparency and accountability in governance.
 
Our vision in Makati is for PPP to become the linchpin to propel our infrastructure development program. We are optimistic that these
initiatives will accelerate the transformation of Makati into a veritable digital city, where citizens and all stakeholders are able to
experience the optimum benefits of the latest innovations in information technology. 
 
It is my hope that my presentation will motivate the participants of this summit, especially my fellow local leaders, to build stronger relations
with the business sector in order to forge meaningful and mutually beneficial partnerships that will ultimately lead to the empowerment of
our people.
 
Let us all join hands in building a globally competitive Philippines!
