The legal mandate for the formulation and adoption of a Barangay Development Plan is Section 109,
Title 6 of Republic Act No. 7160 otherwise known as the Local Government Code which states that a Barangay
Development Council shall “formulate medium-term and annual development investment programs…”
Barangay Poblacion is located in the Municipality of Marihatag, SUrigao del Sur within 202911 East and
973816 North UTM Block, WGS 84, Zone 52. It is bounded on the north by the barangays of Alegria and
Mararag, on the south by barangay Arorogan, on the west by the barangay Bayan and on the east by the Pacific
Ocean. The barangay has a total land area of about 1,024 hectares which is 3% of the total land area of the
municipality of Marihatag.
Based on the rating as reflected in the organization rating matrix) given the performance by the
constituents as to the performance of elected and appointed barangay officials as well as peoples participation
were not able to function their respective roles and responsibilities. This is a reality since they have no
comprehensive barangay development plan formulated.
As mentioned in the barangay profile problems are multifarious which are the causes of poverty situation in
the barangay. The problems are on the aspect of poverty incidence, farm to market road, agriculture and

we believe help us lessen the problems encountered. Moreover, it is on these documents where the barangay
facilitates the linkage of benefactor who have a kind heart to help the barangay to be developed and improve.
PLANNING METHODOLOGY
This plan employs participatory Rural Appraisal (PRA)that focus on the learning with the community
members.facilitate local capacity to analyze,plan,make decisions,take action,resolve conflicts,monitor and

inhabitants evacuated into the mountains or rural areas for safety while especially the men joined the Guerilla to
fight against the Japanese.
In 1945,japan surrendered unconditionally tot eh United States on September 1,the people who evacuated tot
other places, returned to Barrio Marihatag.
In 1947,Eastern pacific institute (EPI) was established.and in 1952,Marihatag and Otieza (now San Agustin)
were one of the big Barrios of the Municipality of Lianga .Otieza became a town and Marihatag became a barrio
under Otieza.But due to political manuever,since at that time the Governor in the name of Governor Fernando
Silvoza was a native from marihatag ,the Municipal Building was constructed in Marihatag and on 1954, the set
of Municipal government was transferred to marihatag .and in 1957,th Congress passed Rep.Act 1261,
changing the Municipality of Otieza to Marihatag and Otieza became a Barrio of marihatag .
The barangay administration were succeeded by different leaders .from 1980 to 210, the barangay was
administered by Mamerto Salonga ,Tito pascual and Engr.Richard C. Yu, Aniceto A. Orbeta, Rey C. Yu and
currently Leonardo S. Tomalon, Jr.
The Marihatag Agricultural High School was opened in the year 1995, an annex of the Marihatag
Agricultural High School with main campus in San Isidro, Marihatag, Surigao del Sur.
The terrain of the barangay ranges from low flat muddy and swampy lands along the Northern
portion stretching along the Marihatag River eastern ward to the Pacific Ocean and flat lands
consisting the whole area of the barangay.

The barangays has and to sandy-loam soil that covers the whole of the barangays. These soil types
are suitable for tropical cops such as coconut and abaca and some of these areas are planted with
root crops and vegetables.
Natural fertility of the soil is moderately deteriorating among the ricelands. Evidence showed the
practice of farmers in using inorganic fertilizers and herbicides. However, fertile lands are still
present at the rolling hilly portions of the barangay.
Barangay Poblacion has apparent erosions along the Marihatag River riverbanks and coastal areas.

The total land area of Barangay Poblacion is 1,024 hectares with 93 has. Built-up area which is 9% of
the total 82 has. Residential area which is 8 percent of the total, 12 has. Institutional which is
percent of the total, agricultural area of 789 has. Which is 78 percent of the total and mangrove
forest for 133has.
Built-up Area:
A total of 93 has. or 9% of the total land area, where individual household and other
institutional structures of the barangay are located.
Existing institutional area includes social and administrative facilities such as educational,
health, barangay hall/office, and religious institutions Elementary school is located at the center
portion of the barangay proper, barangay office and multi-purpose hall are in the central part of the
barangay so with religious institution and barangay health station. Other government building such
as the LGU and other recreational and defense facility, buildings ands structures are built within the
barangay.
The agricultural land has 798 has or 78 percent of total land area of the barangay are
devoted to agriculture. The agricultural lands are fully planted with agricultural crops on seasonal
basis such as coconut and rice. Other minor crops are root crops and vegetables.
The overall average household size is 5 and has 20% occupancy, however, the
barangay has lower occupancy rate considering the limited number of household
established in the barangay……
Table below shows that Roman Catholicism is the dominant Christian denomination in
Poblacion, representing about ___ or ___% of the total population.

The BDC in the barangay has no regular meeting, the members just
convene if there are projects to be implemented. There is a need to capacitate the
members of this council.

The powers and functions provided in RA 7160 is exercised by the barangay officials.
Punong Barangay
The Punong Barangay is the head of the barangay government and he exercises such
powers, duties and functions as are provided in the Local Government Code. For efficient,
effective and economical governance, the purpose of which is the general welfare of the
barangay and its inhabitants, the shall exercise the following:
(1) Enforce all laws and ordinances which are applicable within the barangay;
Barangay Secretary
The Barangay Secretary is appointed by the Punong Barangay with the concurrence
of the majority of all the Sangguniang Barangay members. Her functions are as
follows:
(1) Keep custody of all records of the Sangguniang Barangay and the Barangay
Assembly meetings;
Barangay Treasurer
The Barangay Treasurer is also appointed by the Punong Barangay with the
concurrence of the majoriy of the Sangguniang Barangay members.
Based on the rating as reflected in the organization rating matrix given by the
constituents as to the performance of the barangay officials as well as the appointed
officials, some of the barangay officials, members of the council and appointed
officials were not able to function their respective roles and responsibilities.

Obviously, the barangay has low income in terms of locally generated revenues,
BLGU depends on IRA for most of their income.
The barangay estimated IRA revenues for the past 5 years has an
average of __% or an equivalent of P_____. Thus, income of Barangay Poblacion
relies more on Internal Revenue Allotment (IRA).

Expenditures
Personal services such as honorarium and cash gifts are the major expenditures of
the barangay with an average of ___ % for the last 3 years. MOOE expenses
incurred only an average of ___% while the non-office expenditures has an average
of ___%.
Average estimated expenditures for the past years were ____ pesos.
The total income of the BLGU is insufficient to cover the development plans as
envisioned by the BLGU. There s a need to increase the revenue thru the
introduction of fiscal measures and other revenue generation efforts.
The Lupong Tagapamayapa was created in the barangay composed of the Punong Barangay as
Chairman and ten (10) members with the representation of women’s president, farmers’ association
president, religious sector, tribal leader, etc. they have an honorarium of P 100 per month.
The barangay has organized a Civilian Volunteer Organization or Barangay Tanod composed of
20 appointed trained, able-bodied me from the barangay having a monthly honorarium of P500.00.
They were trained by the PNP of Marihatag and the army. The barangay has no Tanod outpost.
The CVO assist, help and support the Punong Barangay in the maintenance of public order and
the protection of life and property in the barangay.
Disaster Preparedness
There is an existing Barangay Disaster Coordinating Council in the barangay. It was created
and organized last ____. It ever there is an occurrence of disaster and natural calamities, the MDRRMC
and BDRRMC are vigilant and ready to help when these incidents happen.
The community had just conducted the Community-based Monitoring System (CBMS) in the
barangay last 2015. This activity is spearheaded by the Municipal Government. The Barangay Health
Workers (BHW) and BNS gathered the data as input for the survey. CBMS is a tool to locate poorest
citizens in the barangay through baseline data established.
There is not existing Barangay Information Center. The BLGU plans to establish an Information
Center for the citizens in the community be up-dated for any development the are aand other current
information outside.
One management strategy is the application of organic matter. Studies shows that
application of organic matter such as compost and manure graeatly improves the
physical and chemical properties of the soil. Compost and manure are also good
suctitute for commercial fertilizers since it supplies the essential elements eeded for
plant growth.
Because of inadequate knwoledeg of our farmers, organic farming has not yet been
adopted. Amo re agrresive education and promotional campaign is needed so that
farmers become aware of the practice and will accept it.
Mostly of the farmers tilled land less than 1 hectares hence this contribute to low
Production due to lack of land to till in the barangay . Most of the land are occupied
By few members of the community and some of them are not residents of the
Barangay .

Labor Requirements
High labor requirement is experienced in the mnths where land preparation and
harvesting is undertaken. These are the months of December-February and June-July
during land preparation and early April and October during harvesting of rice and corn
as shown in Figure 2. Some farmers are hiring additional manpower outside the
family to perform farm activities especially during planting period.
During the period of care and maintenance, labor is minimal because the individual
farmers with his family takes care of the labor for his farm. On the other hand, labor is
low in the months of May and November.
Data reveaed there are many months of the year where farmers have no definite
source of income. With this, farmers resort to avail loans payable during harvest from
traders just to support their daily needs.

Goat production is not so prominent in the barangay. There is a lower number of said
anmals as shown in Tabe 26. On the other hand, only 3 households are raising cattle.
This is because it requires enough area for forage development.
Despite the availbale and potential castal/marine resources, only few households
were enage in fishing. In fact, only ___% households ndertake fishing activities as
shown in Table 28. These households are located at all puroks. Catch fishes onlu for
home consumption.
Households engage in fishing were still practicing traditional means of fishing using
line and hook. Some also catches fish using fishnet as their tools. These methods are
considered safe to the fishes and to the natural habitat for fish production.
However, actual interviews revealed that some farmers experienced food insufficiency.
This is becasuse their production is already loaned out during production time. They
owe money with interest from traders for farm financing.
4.2.1.10Agricultural Facilities
The inventory of farm tools and equipment by purok is shown in Table 31. Data results
that there is a limited number of pre and post harvest facilities n the barangay.

Production Support
Every cropping season, the government had allocated funds for production inputs
especially rice seeds. During the last few years, these are in the form subsidies either
plant now pay later or 50-50 schemes. At present, the subsidy of th government is
higher but only the farmers’counterpart is in cash basis. Sseds distribute are mostly
hgh yielding varieties (hybrid). But because of the slow adaptability of the farmers in
the use of hybrid seed only few farmers availed the program. Other inputs like
fertilizers and pesticideds are taken from private suppliers.
Also, production support for livestock like artificial insemination is extended by the
Municipal Agriculture Office but still few availed the program. They preferred the
natural breeding system of livestock.
It is very clear that farmers at barangay Poblacion still needs to be educated in the use
of new sustainbale technologies.
Market Development
Farmers at Barangay Poblacion well their products to private businessmen. They sell
their products within the level of current buying price whether higher or lower. Only
these farmers who financed themselves during the production activities can refer
buyers offering higher price. But usually at the peak f the harvest season, process are
low that sometimes will not meet the profitable level of the agricultural products.
On the other hand, these farmers who had loaned out money are forced to sell their
products to the business whom they owed money even the price is very low.
The situation revealed that process of agricultural products are under control of the
businessmen.

This situation means that farmers are tied to usurers who are
at their reach anytime and willing to provide their needs even in bigger amount.
Irrigation water is one of the most important factors that affect the
ield especially in rice. The barangay has no irrigation facilities and dependent solely
on rainfall supply.
The availability of this post harvest facilities greatly affects the quality
of agricultural products produced by the farmers. With no available or limited post
harvest facilities, farmers cannot produce good quality products that will have higher
price.
Income
The barangay has moderate poverty incidence, i.e., only ___%
of the total population experiinec income below poverty
threshold of P____ per month per family standard minimum
income set by the DSWD (See Table 35). While ___% of the
population suffered below food threshold (See Table 36).
Employment
The barangay has 100% members of the labor force employed
as shown in Table 37 and majority of the employed members
of the barangay are employed in agriculture as shown in Table
38 that represent __% of the labor force. These households
are employed for different jobs on day to day or week to week
basis. The data revealed the fact that the majority of the
employed labor force are farm workers that have no security
of labor and eventually, no specific livelihood income to
support the daily needs of his family.

The data showed that there is a need for more teachers and classrooms in the
elementary school considering the lower ratio of teachers and classroom to
number of pupils.
The barangay has __% population growth and it goes hand in hand with the
increase of 6-12 population in school. An additional of 3 teachers and 3
classrooms are need to comfortably accommodate the future number of
pupils.

Disaster Preparedness
Sea transport can be only accessed through motorized boats and there is no
specific seaport or fish landing build in the barangay.
However, farm to market road connecting the center of the barangay to the
upland portion is present and needs constant maintenance activities to
maintain its viability. Limited funds of the barangay for maintenance brought
the said FMR to be passable only by single motorcycle and four wheel vehicle
can access the area only after every maintenance routine.
