1.0 Scope / Objectives

This method statement describes the line survey for the sake of consistency in performance of the

process. It is by necessity an iterative process that requires continuous feedback on actual ground
conditions to EDRC and the EC.

3.0 Responsibilities

3.1 The L&T Site Manager has the overall responsibility for the implementation of this method
statement and ensures that team members and Subcontractors are well aware of the
requirements of the Method Statement. Team members and Sub contractors are to be trained on
method statement and records to be kept on file.
3.2 The L&T Site Manager will ensure that the internal resources are available to carry out the works
as scheduled. The L&T surveyor is responsible for the preliminary tower spotting and feedback
through the Site Manager to EDRC for finalizing route plan and tower placement.
3.3 The L&T team members is also responsible for monitoring the Subcontractor activities and
checking the setting out the area, tower spotting, measuring, monitoring and controlling the lines
and levels.
3.4 The Surveying Contractor shall be responsible for ensuring his people are issued with PPE and
complies with this working to this method statement.

3.5 The L&T Safety Officer/supervisor is responsible to check that the L&T personnel as well as the
Subcontractor have all safety precautions are in place and that the personnel on site possess the
necessary and essential PPE (Compliance as per SHE plans).

4.0 Resources

4.1 Tools & Equipment


The following equipment shall be used during the survey exercise:
• DGPS with valid calibration Certificate
• Non Prism/prism Total Station with accessories and valid Calibration certificate
• Hand held GPS with three meter accuracy and valid Calibration Certificate
• Other necessary hand tools
• Steel Pegs
• Suitable Hammer
• Electric Drill for pegs on Rock
• Luminous paint
• Cloth flags to mark trees (NOT PLASTIC)

4.2 Manpower (For each Survey Team)

• 1 Professional Land Surveyor or registered Survey


• 3 Assistant Surveyors
• 3 helpers (For minor bush clearing and porter work)

5.0 PROCEDURE / METHOD

5.1 Initial Field Work


5.1.1 The L&T Surveyor and/or site engineer shall do a preliminary walk over of the site using
a handheld GPS to roughly check the pegging of the BEND POINTS as per the contract
data provided by BPC/EC/PMO.

5.1.2 The Contract datum is the coordinate system (UTM 35 South projection Hartbeeshoek
94 – WGS 84 Datum and EGM 2008 geoidal modal)

5.1.3 The L&T survey team shall give a detailed report to the Site Manager that enables him
to enable the L&T Project Office to make EDRC (L&T Engineering, Design and
Research Centre) and the EC aware of features that affects the choices for positioning
towers. The coordinates provided by the Handheld GPS is sufficient for this process.

5.1.4 The L&T operational team (surveyor) shall note all structures, landscape features,
archeological, botanical and habitation issues that may require repositioning of the
towers or moving the bend points.

5.1.5 The Project Office will address these issues in consultation with the EC and upon
reaching a conclusion issue the information to EDRC for adding to the line profile.

5.1.6 EDRC shall use all this information as well as tower design Parameters to issue
Profiles to the EC for approval.

5.1.7 This document is referred to in 2.3 above as a primary reference. It is by nature a


controlled document and the L&T project team shall ensure that there are NO
superseded copies on site. This is of critical importance!

5.2 Surveying

5.2.1 The survey and pegging of bend points, bisectors, tower positions and setting out of
self-supporting stubs and guy anchor links for 3SG towers, shall be carried out by
professional land surveyors or registered surveyors.

5.2.2 The first part of the survey exercise will be to establish Control Points around the site
and use to set and verify the equipment accuracy. This will be checked by the L&T
Surveyor and signed off for each and every bend point.

5.2.3 Using this Equipment, the Surveyor will find the exact bend point as specified in the
Approved Line Profile.

5.2.4 The Surveyor will drive a 16mm steel center peg at each bend or terminal point.
These pegs shall be 500mm long or as stipulated by the contract; and shall be driven
into the ground so that no more than 50mm protrude from the ground (or up to
refusal). The peg will be concreted in place immediately after placement. A 1.2m
wooden stake shall be placed at each tower center position for easy location.

5.2.5 Suitable In-line reference pegs will be placed at approximately 1000m along the
straights, and will preferably be inter-visible. At the same time the bush clearing
extremities will be marked by using a suitable support such as a tree or a wooden
pole with bright coloured cloth flags. No plastic to be used for marking!

5.2.6 The original steel pegs indicating the center line of the transmission line route at
bend positions shall not be disturbed or removed unless it is being replaced with the
high accuracy pegs defined by the surveyor. Any discrepancies between the original
peg position and the new peg position shall be noted in the daily report to the site
engineer.

5.2.7 Any discrepancy, errors or new features (e.g. roads, pipe lines, telephone or power
lines) between the landscape shown on the profiles and the actual ground shall be
recorded in the surveyors daily report that is to be reviewed by the L&T Site Manager
and taken further to the Project office etc. as necessary for profile adjustments to be
made if required.

5.2.8 Likewise any unsuitability of tower position or type of tower indicated on profile shall
be reported immediately to the L&T Site Manager and taken further to the Project
office etc. as necessary for profile adjustments to be made if required
5.3 Pegging
5.3.1 General
5.3.1.1 Every tower center position is to be marked with 500mm long steel peg and shall
be driven into the ground so that no more than 50mm protrude from the ground and
painted white. The center pegs are to carry a tag showing the tower number.

5.3.1.2 Except for Centre Pegs the steel may be 12mm diameter and 500mm long.

5.3.1.3 Where rocky conditions do not allow pegs to be driven in, a handheld portable
electric drill with a masonry drill bit shall be used to drill a hole in the substrate and a
peg driven as securely as possible.

5.3.2 Guyed Towers


5.3.2.1 The center point together with 02 line pegs, 02 Transverse pegs and 04 guy anchor
pegs for all guyed towers shall be installed on the ground at every tower location. (Refer
to Figure 1). The drawing for the 3SG towers shall be used to establish the correct
positions.

5.3.2.2 The Guy attachment Peg will be placed by the Civils Team to indicate where the
attachment points to the tower will be projected to ground level when the tower is
perpendicular.

5.3.2.3 The guy anchor peg shall be further away from the tower attachment peg than the
actual foundation is expected to be. This will enable the civil contractor to position
the excavation as required by tower height and slope.

5.3.2.4 The transverse peg shall be placed directly beneath the tower attachment point on the
tower transvers center line.

5.3.3 Setting out of Self Supporting towers including strain Towers


5.3.3.1 Self-supporting (4 legged) towers may be used in line or at positions where the line direction
changes. The tower type and height will be indicated on the line profile.
5.3.3.2 The process commences with determining the center point and, if it is an in-line tower, the line
pegs and transverse pegs are still installed in the same way as for the Guyed Towers.
5.3.3.3 If the tower is at a bend point, the tower is positioned on the bisector of the angle formed in
the line. This means that the internal angle formed by the line is halved so that the tower
center line is the same in relation to the center lines of the line sections.

5.3.3.4 At the Angle Towers the setting out is as per Figure 3.


5.3.3.5 The foundation positions will be somewhere on the diagonals set out in relation to the bisector
Lines and the tower plan outline. In figure 3, the tower outline straddles the Bisector lines and
assuming that the land is flat, the plan view is square.
5.3.3.6 Diagonal lines going through the corners of the imaginary square and the 01 center point is
pegged and it is then a matter of calculating the diagonal distance from the center peg to the
foundation center. This allows foundation positioning even where elevation differences
require leg extensions.

6.0 RECORDS

6.1 Daily Progress Reports – Noting all and any obstructions. Where obstacles must be crossed,
the height of the obstacle at the crossing point will be measured and reported.

6.2 Pre-work Photographs – 1 towards next peg and 1 towards preceding peg. Peg point and
direction will be indicated on the photo

6.3 Calibration and verification Records available on site at all times.

6.4 Marked up Copies of the profiles and staking tables.


6.5 All documents requesting and granting changes to the line profile.

7.0 RISK ASSESSMENT

7.1 Health and Safety

7.1.1 Health and Safety Risk assessments and plans have been created and must be implemented
on site at all times.

7.1.2 All people in the field shall do a risk assessment on the date and place of operations and note
any risks that have not been identified by the base line risk assessment. The site management
shall take action to mitigate the risk.

7.2 Environmental Risks

7.2.1 Environmental Impact assessments and plans have been created and must be implemented
on site at all times.

7.2.2 There is a risk of encountering archaeological significant sites and no work shall be done at that
position until the indications have been considered and the instruction is given to proceed. The
L&T site management shall be informed immediately in such events.

7.2.3 If there is any indication that we are working outside the servitude, work must stop until the
instruction is given to proceed

7.3 Commercial Risk

7.3.1 Failure to provide the positioning and orientation of the towers poses a massive risk on the
operational and commercial risk of the project. The tenet of measuring 3 times and pegging
one is strongly advised.

7.3.2 Failure to report as required in this document shall be construed as work not being done and
will carry the risk of invoices to be rejected.

8.0 Site Clean-up


Proper housekeeping shall be maintained at site as per the BPC specification meant for this
project. Removal of all site related products and by-products shall be ensured at regular
intervals. The site must always be organized and kept neat and clean.
