Regulation of 2012 allowed the rise of the activity


Objectives :
• Ensure safety of third parties on the ground and of other
aircraft
• Allow the development of the industry
Methodology:
■ Risk-based innovative approach
■ Strong relation with stakeholders
■ Focus on the type of operations rather than on the vehicle
■ Progressive : do not regulate to anticipate every possible
need
■ Open: allowing exemptions
■ Adaptive :

 Numerous eyewitnesses of illegal RPAS flights over cities or


restricted areas : a large number of them were wrong
testimonies
 Yet, a real issue that has to be addressed and that mobilize the
government services
 Solutions to detect and destroy RPAS in case of malicious acts
are necessary
 Devices for identification must be assessed in terms of costs
and benefits
 Involve the industry (including SME) in the process
 Promote responsible use of recreational RPAS - A pedagogic
flyer is widely distributed in retail stores
