PREAMBLE

We the members of ORGANIZATION in order to imbue a perfect union of artist adhering to

the ideals and principle of justice, equality and respect for all, merits of education, charity

and on rendering good deeds, the belief in a SUPREME being, and in order to instill leadership

traits and foster cooperation, teamwork and camaraderie among its member; do ordain and

promulgate this constitution.


ARTICLE I
THE MEMBERS

SECTION 1. The membership herein granted shall be vested to any male/female students of this
institution who fulfill the following:

1. He/she must be affiliated or enrolled in this institution; wherein entering members


are subject to the following requirements:

a. The applicant must have filed an application form before being recognized as
aspirants of the Organization.
b. The applicant had no failing grades during the proceeding semester.
c. The applicant must pass the requirements accorded by the body.
2. He/she must be at least a second year college student of the said institution
3. He/she must have an artistic talent and skills.
4. He/she acquired membership into the Organization in his own volition.

SECTION 2. All members are held responsible to pay all financial obligations, as well as the fines
and dues mandated by the body.

SECTION 3. Members shall classified into three(3) categories:

1. ACTIVE MEMBERS:

a. Presently enrolled in this institution/college and actively participating in the


activities and functioning of the organization, as well as paying all fines and dues
of the organization.
b. Alumnus; out of school members, Faculty/Staff of this institution, provided they
are actively participating in the endeavors of the organization and are adhering
to the organization’s constitution and by-laws.

2. INACTIVE MEMBERS:

Members not complying to ARTICLE 1, Section 3. (a and b)


3. HONORARY MEMBERS:

Refer to Article VII. Section 2.


ARTICLE II
DUTIES AND OBLIGATION

SECTION 1. All members shall be obligated to abide the rules and regulation of this constitution
and by-laws.

SECTION 2. To uphold the constitution and by-laws which way from time to time be
promulgated and adopted for general observation.

ARTICLE III
THE QUALIFICATION AND FUNCTIONS OF THE OFFICERS

SECTION 1. The officers herein shall be divided into two(2) categories:

A. THE ALUMNI
B. RESIDENT

The officers under THE ALUMNI category shall be elected by all members of the
organization and those who belong to THE RESIDENT category shall be elected
separately by the members of the Residents.

SECTION 2. The following are the officers of ARTIZAN ARTIST ORGANIZATION:

1. THE ALUMNI CATEGORY

a. CHAIRMAN
b. VICE CHAIRMAN
c. SECRETARY
d. TREASURER
e. AUDITOR
f. PUBLIC RELATION OFFICER
2. THE RESIDENT CATEGORY

a. CHAIRMAN
b. VICE CHAIRMAN
c. SECRETARY
d. TREASURER
e. AUDITOR
f. PUBLIC RELATION OFFICER

SECTION 3. Any active member (Resident) with no failing grades in the preceding semester
with two(2) years residence in the organization shall qualify to hold executive positions,
namely: Chairman.

SECTION 5. THE ALUMNI Category shall be governed by any Alumni who is willing to bare the
obligation and responsibilities for the organization sake any time.

SECTION 6. Any member who has one residence or more in the organization is qualified to hold
any offices in The Resident Category.

ARTICLE IV
POWERS AND DUTIES OF OFFICERS

SECTION 1. THE ALUMNI CATEGORY

1. CHAIRMAN

a. Bears the position as the highest head of the organization.


b. Presides over all meetings of the organization
c. Approves and signs all disbursement and vouchers of the organization and
such other documents and papers executive by in behalf of the organization.
d. He shall represent the organization in any social, cultural or gathering with
the consent of the body.
e. He will be one of the signatures of the money deposited in the bank.
f. Exercise other duties and powers which by their nature pertains to the
welfare of the organization.

2. VICE CHAIRMAN

a. Assists the function of the CHAIRMAN in all activities.


b. Acts for in the absence of the CHAIRMAN and in the case of permanent
vacancy shall assume the highest position.

3. SECRETARY

a. Keeps and preserves all official records pertaining to the organization.


b. Checks the attendance of all members during meeting and do other duties as
directed by the CHAIRMAN.
c. Takes charge of all correspondence of the organization.

4. TREASURER

a. Have full custody of all money acquired by the organization.


b. Prepares and submits a financial standing of the organization yearly as need
arises.
c. Shall in any activities prepare and submits a pre-audit to the Organization a
week before the activity respectively as the need arises.

5. AUDITOR

a. Audit all receipts and the disbursement of the organization.


b. Be responsible in checking the expenditures and shall see to it that all
expenses are duly authorized and reasonable.

6. PUBLIC RELATION OFFICER

a. Should know the history of the organization and acts as the official
spokesman of the organization.
b. Be responsible in publishing matters which are of general or public interest,
provided it will not contradict the ARTIZAN constitution.
c. Record all important events of the organization during his/her term in the
coordination with the SECRETARY.
SECTION 2. THE RESIDENT CATEGORY

1. CHAIRMAN
a. Presides all over meeting of the Resident only
b. Assists the Chairman (Alumni Category) in performing his duties and
functions.

2. VICE CHAIRMAN
a. Assists the function of the Chairman.
b. Becomes the Chairman in the case of death, resignation or removal of the
Chairman.
c. Presides all regular meeting of the organization in the absence of the
Chairman.

3. SECRETARY
a. Records all pertinent matters and check attendance during organization
meeting.
b. Submits all records to the body.

4. TREASURER
a. Responsible for collecting all fees from the members of the Resident and
present it to the members.

5. AUDITOR
a. Audit all receipts and the disbursement of the organization in Resident only.
b. Be responsible in checking the expenditures and shall see to it that all
expenses are duly authorized and reasonable in Resident only.

6. PUBLIC RELATION OFFICER


a. Acts as the official spokesman of the resident.
b. Bears a position corresponding to the reporter.
c. Responsible in publishing matters pertaining the organization which are
general or public interest provided it will not contradict the ARTIZAN
constitution.
ARTICLE V
THE WORKING COMMITEES OF THE ORGANIZATION

SECTION 1. The organization shall create a different committees as mentioned below:

a. Screening and Recruitment committee


b. Rites and membership committee
c. Legislative committee
d. Judiciary committee
e. Social and Cultural Affair committee

SECTION 2. The committee must composed of the Chairman and Co-Chairman and the
members of which is determined by the Chairman.

SECTION 3. A member can only be a chairman one committee, however, he can be member of
not more than three committee.

SECTION 4. Officers of the organization are disqualified to become chairman of any committee.

ARTICLE VI
THE CHAIRMAN AND FUNCTION OF THE COMMITTEE

SECTION 1. SCREENING AND RECRUITMENT COMMITTEE

1. QUALIFICATION:
a. At least one year residence of the organization.
b. Active with public relation.

2. FUNCTION:
a. To gather information especially of the scholastic standing, character
trais and moral records of the prospective members.
b. To prepare hand-outs and necessary supplies for recruitments.
c. To approved disapproved student who seek membership during
screening.
SECTION 2. RITES AND MEMBERSHIP COMMITTEE

1. QUALIFICATION:
a. At least two(2) year residence of the organization.
b. Has attended constitutional convention and conferences.

2. FUNCTIONS:
a. There shall be two(2) members of the rites and membership committee.
(One male and one female).
b. The two shall bear the position as social managers.
c. They shall be responsible for all social and cultural activities of the
organization subject to the rules and policies of the University.
d. Shall maintain peace and order in all aspects such as meeting and other
affairs of the organization.

SECTION 3. THE LEGISLATIVE COMMITTEE

1. QUALIFICATION:
a. At least two(2) years active Alumni member of the organization.
b. An ex-officers of the organization.
c. Has attended Constitutional Conventions and conferences.

2. FUNCTIONS:
a. To submit proposed amendments of the constitution and by-laws at the end
of the year.
b. To study and submit report regarding problems referred to the committee.
c. Responsible for drafting rules, laws and regulation.
d. To answer all question raise by the member regarding the constitution,
standing rules, law and regulation.
e. To orient bonafide members and in general regarding proposed amendments
and interpretation of the constitution, standing rules, laws and regulations.
SECTION 4. THE JUDICIARY COMMITTEE

1. QUALIFICATION:
a. Must have at least two(2) years active as Alumni member of the
organization.
b. Members under this committee shall be preferably coming from the different
offices of the organization.

2. FUNCTION:
a. To act as judge and prosecutors in all cases and conflict in the organization.
b. To act as agent in the organization for any delinquent and suspected
members and has accurate records for any secret information acquired.
c. Take charge of collecting and keeping evidence of the agreed parties.
d. The decision shall be final unless it is appealed from and on 2/3 votes of the
members can alter the decision.

SECTION 5. THE SOCIAL AND CULTURAL AFFAIRS COMMITTEE

1. QUALIFIACTION:
a. Any bonafide members of the organization.

2. FUNCTIONS:
a. To submit a plan regarding the nature of the cultural affairs to be considered
(sponsored).
b. Suggest sources of expences.
c. Estimate the expenses.
d. Proposed a mean of recreation for members.

ARTICLE VII
QUALIFICATION AND FUNCTION OF THE ADVISERS AND HONORARY MEMBERS

SECTION 1. THE ADVISERS

1. QUALIFICATION:
a. He/She must be a member of any college and staff.
b. At least not a member or advisers of any non-academic organization of the
University.
c. Must be an outstanding member of the community.
d. Preferably a member from the organization.

2. FUNCTIONS:
a. Bears the name corresponding to an advisers.
b. Entitled to discharge fair advises in whatever activities of the organization.
c. Be responsible in individual or group guidance and that he/she shall render a
report of activities made by the organization and of the semester and submit
to the duly constitution authority.

SECTION 2. HONORARY MEMBERS:

1. QUALIFICATIONS:
a. Had rendered a good services to the organization.
b. A non-bonafide member of the organization but had been to hold advisory
office of the organization.

ARTICLE VIII
ELECTION OF OFFICERS

SECTION 1. The election of officers shall be held annually during the first week in the last month
of the school year.

SECTION 2. Only active members that are present during the specified time of the said activity
will be able to nominate and be nominated.

SECTION 3. Election of officers is done by secret balloting.

SECTION 4. Election of officers shall be done by position chronologically.

SECTION 5. Only active members that are present during the specified time of the said activity
will be able to cast their vote.
SECTION 6. The term of office of the newly elected officers shall begin before the end of the
school year so that he/she can prepare his programs for the next school year and he/she shall
not be entitled for reelection for the same position.

ARTICLE IX
PLEDGE OF LOYALTY

WE DO SWEAR THAT WE WILL FAITHFULLY AND CONSCIENTIOUSLY FULFILL OUR DUTIES AS A

MEMBER OF THE ORGANIZATION, PRESERVE AND DEPEND THE HONOR, LIVE UP THE IDEALS

AND UPHOLD THE PRINCIPLE, DO JUSTICE TO EVERY MEMBERS, AND CONSECRATE OURSELVES

TO THE SERVICE OF THE ORGANIZATION. GUIDE AND HELP US GOD.

ARTICLE X
ORDER OF MEETING

SECTION 1. The organization shall hold a regular joint meeting every


_________________________________. The Chairman (Alumni Category) may call special
meeting whenever a need arises.

SECTION 2. The Chairman (Resident Category) shall have the right to call for a meeting within
their respective jurisdiction.

SECTION 3. Punctuality during meeting shall be strictly observed.

SECTION 4. A quorum shall consist of fifty percent (50%) plus one (1) of all active members in
the organization.
ARTICLE XI
NAME AND DOMICILE

SECTION 1. The name of the organization shall be ARTIZAN

SECTION 2. The members shall be known as _______________

SECTION 3. The nature of the organization shall be to promote and enhance talents of the
Students in Central Mindanao University. Especially in visual arts such as painting – painting in
canvas, watercolor, charcoal, pastel painting and etc.

ARTICLE XII
COLOR, MOTTO, SEAL

SECTION 1.

SECTION 2. The organization shall uphold the motto known as “Once an artist, always an artist.”

SECTION 3.

ARTICLE XIII
BILL OF RIGHTS

SECTION 1. Every members of the ARTIZAN shall have equal rights and privileges pertinent to
the organization subject before the law provided in the Philippine Constitution.

SECTION 2. No member shall be deprive of his/her right to equal protection of the law.

SECTION 3. Every member shall be entitled for freedom of speech, press and other related
rights provided, however, it will not contradict to the constitution and by-laws of the
organization.

SECTION 4. No member shall be expelled from the organization without due process of law.

SECTION 5.

ARTICLE XIV
DECLARATION OF PRINCIPLES

SECTION 1. The organization shall be governed in democratic way and shall adhere to all tenets
and principles under the Constitution of the Philippines, and the rules and promulgation of the
Organization.

SECTION 2. The organization shall be non-sectarian, non-stock, non-profit, non-political and not
be biased to race ethnic background or religion.

SECTION 3. A love for the attainment of higher education shall be fostered among its members.

SECTION 4. Leadership, academic excellence and integrity shall be its ideals.


ARTICLE XV
OBJECTIVES AND PRINCIPLES

SECTION 1. OBJECTIVES

In accordance with the school thrust, ARTIZAN shall strive to achieve the following
objectives:
A. To tap students within Central Mindanao University who are artistically
inclined and organize them under its objectives and principles.
B. To support and cooperate with other student organizations within Central
Mindanao University based on the principles of the Organization.
C. To promote art awareness to its members and strive in reaching art to other
students towards achieving the same goal.

SECTION 2. PRINCIPLES

1. Enable us to use all facets of arts, education to attain good value judgement.
2. To develop keen interest and united thinking and action on matters concerning arts,
social and cultural promotion and general welfare as model citizens.
3. To promote symbiotic and closer relationship, molded by good moral discipline and
arts among its members.
4. To develop in each members the artistic sensibility, respect in our democratic way of
life.
5. To introduce projects that would be both beneficial for the welfare and artistic
growth of each members and the organization.
ARTICLE XVI
FINANCES

SECTION 1. The financial support of ARTIZAN shall be from

1. Monthly dues of 5.00 php must be collected from all active members of the
organization (Art. I; Sec. 3).
2. Emergency fee of any account as agreed by the body, in any cases of accident,
sickness, and cases which needs immediate attention.
3. Grants, request, loans, subsidies, aids and donations.

SECTION 2. An amount of 25.00 php shall be collected as membership fee from each members.

ARTICLE XVII
PENAL PROVISION

SECTION 1. IMPEACHMENT

1. Active officers shall be impeach from the organization if found abusive in his office
with at least 2/3 votes of the members
2. Any members and officers accused to any offenses shall be tried in accordance with
the due process of law.

SECTION 2. FINES

1. Any members who shall be absent during the social and cultural activities shall be
fined in accordance with the approval fine.
2. Any member who shall be absent during the regular and other activities other than
specified above shall be fined in accordance with the approve fine.
3. All fines collected shall go to standing fund.
SECTION 3. SUSPENSION

1. Creating immorality, vandalism, and trouble in campus. Any member caught and
observed committing immorality and vandalism within the campus shall be a ground
for suspension and to be determined by the judiciary committee.
2. Three successive absences during the regular meeting without valid reason. Any
member who made three absences during the regular meeting shall be suspended
to be determined by the judiciary committee.
3. Malversation of fund any member who malversed the fund of the organization shall
be suspended to be determined by judiciary committee.

SECTION 4. EXPULSION

1. Any student member who will be found inactive for at least one year or more
without valid reason shall be expelled to be determined by the judiciary committee.

SECTION 5. Registration may be granted and be determined by judiciary committee.

SECTION 6. Any member who will violates the rules and regulation of ARTIZAN will be subjected
to disciplinary action to be determined by the judiciary committee.

ARTICLE XVIII
AMENDMENTS AND RATIFICATION

SECTION 1. The constitution and by – laws may be amended in whole or in part for the
following reasons:

1. Proposed changes must have the endorsement by the organization members during
the regular Constitutional Convention.
2. Discussion of the change shall be an order of the business in meeting however,
important issues will have always the priority consideration.
3. A vote of 2/3 of the members present are entitled to amend this constitution and by
– laws.

SECTION 2. Amendments shall take effect up its approval.

SECTION 3. A Constitutional Convention shall be held every two years.
