I believe there is probable cause to charge the defendant with these charges because:
On 11/23/2018 while on routine patrol I was dispatched to the area of 3 individuals looking into vehicle. I arrived
and found a female party walking away from the dispatched area with multiple layers of clothing and a back
pack. This female party matched the description one the individuals who were said to be looking in vehicles.
I began asking the female party what her purpose was for being in the area and she was unable to even identify
what city she was in. I detained the female and returned to the location of where the complaint was originally
dispatched. Once arrived, Sgt. Passmore stated he had detailed a male matching the description and he had
items not belonging to him on his person and in her back pack. I opted to inventory the back pack the female
party had on her person at which I found two wallets with government issued ID’s to other individuals as well as
financial cards. The more I inventories the items the more they seemed consistent with items people would have
in their vehicle such as charging cords for vehicle power, gps and cell phone mounts, cigarettes, and a back
pack with school work to another female.
The female party I had detained identified herself as Skyla Rhorer. The 20 financial cards, 2 driver’s licenses,
and one check book did not belong to or have any information indicating she should be in the possession of
these items. Skyla was read her Miranda rights and on video she stated she had taken the items from the
vehicles in the area of the dispatched address. We informed Skyla she would be transported to the Davis County
Jail and charged as such.
