Replacement Proposal
Current Fire Engines

• Engine 5 - 1990 Piece Dash – Refurb -2004, new pump in 2008


• Engine 6 – 1996 Central States Engine Tanker – Refurb later this year
• Engine 4 – 1999 Pierce Saber
• Engine 1 – 2002 E-One Typhoon - Used from MFA purc. Jan 2017

• Average age of BFD fire Engines 21.5 years old


• NFPA Recommend age for Front Line apparatus – 15 years
• NFPA Recommends all apparatus over 25 years old be replaced
• Every Barre Fire Engine has unique job and is designed differently
Engine 4 Description

• 1999 Pierce Saber • Seating for 6

• 1000 gallons of Water • Responds to all calls in Station 1

• 1500gpm pump district

• Foam • Responds to all fire calls in Town

• Jaws of Life • Most used piece of fire apparatus.

• Responded to over 275 incidents


since 1 Jan 2017
Known Problems

• Frame Rot – failed inspection in May. DPW mechanic made temporary


fix to get sticker – most likely will fail this coming May

• Compartment lights do not work

• Heat control broken, heat always on in cab

• Front intake does not function consistently

• Passenger rear window does not work – permanently up


Known Problems

• Severe corrosion on all compartment doors

• Rot holes in compartment – road debris and water get inside


compartments damaging expensive equipment

• Multiple valves in fire pump leak by, charging un-used hose lines

• Main pump packing leaks severely while engaged

• Severe corrosion on fire pump piping


Known Problems

• Some drain valves on pump do not work

• Many pump lines already replaced due to corrosion

• Multiple air leaks in brake system – takes time to build pressure


before truck can respond to a call

• Pump handles and hand wheels damaged due to corrosion and use
Failures

• Truck failed during 4 emergencies in 2018 failing to respond to


call.

• Been out of service a total of 7 days in 2018

• Truck failed on scene of a house fire and shut off. On the spot
correction fixed the problem resulting in minimal time loss

• Parts are becoming increasingly harder to get and more expensive

Temporary Repairs

Part of sub frame repair made by town Temporary repair of air leak. Cannot track
mechanic to get truck to pass inspection down check valve that is broken. Air leaks
out faster than compressor can refill the air

Maintenance

• Maintenance costs lower than they should be only due to hard


work and skill of DPW mechanic

• Would be much more costly if the truck had to be sent out to


dealer

• Compartment Doors replaced by Pierce in 2005


Refurbishment

• Received a verbal quote from Bulldog fire apparatus last Jan. of


250K without taking anything apart or going through the pump

• Not cost effective to spend more that 50% of the replacement cost
to refurbish a 20 year old truck

• Most companies will not refurbish if refurb cost is more than 50%
of a new truck
New Engine - Requirements

• Similar Specs as current Engine 4

• Fully customized due to station restrictions

• Must be no longer that 30’

• Must be no taller than 9’6”

• Built specifically for the needs of Barre


New Engine Requirements

• 1000 gallon water tank • Internal intake valves

• 1500 gallon per minute pump • Seating for at least 5

• Front intake • Scene Lighting

• Capable of carrying 2000’ of supply • Pump heater

New Engine - Desire

• Stainless Steel Truck. 8-10K increase for Stainless

• Vastly increased warranties on paint, body, and corrosion

• Increase service life of truck. 20-25 year truck

• State bid list purchase – exactly what the department wants – Purchase
direct from manufacture
New Engine - Current Status

• Met with 3 manufactures of Stainless Steel Fire apparatus

• 2 of 3 around $475K. 1 $525K for stock truck not customized

• State Bid purchase – Saves time (currently 300+ days from contract until
delivery)

• Price increase around 3% every year industry wide. April is next price
increase

• Lease Purchase options from manufactures


Financing

• 10 Year Bond Anticipation Note (BAN) at approx 3% int.


• Diminishing interest payments over term of the loan
• Year 1 Total Payment - $66,250
• Year 10 Total Payment - $52,750
• Funded within 2 ½ levy limit
• Average Single Family Tax Impact - $27.32
