Zephirum State Law

AN ACT
PROVIDING FOR THE STATE LAW FOR THE ZEPHIRUM AND ABOLISHING
THE FILE ZERO
Be it enacted by the Upper Concilium and the Lower Concilium of the Zephirum in
Concilium assembled:
PREAMBLE
We, the Zephirum people and other inhabitants, imploring the aid of the Almighty,
aspiring to establish an enduring peace on the basis of justice, balanced society,
and asserting our right to conserve and develop our patrimony; reflective of our
system of life as prescribed by our faith, and in harmony with our customary laws,
cultures and traditions; In consonance with the Constitution and the accepted
principles of human rights, liberty, justice, democracy, and the norms and standards
of international law; Affirming our distinct historical identity and birthright to our
ancestral homeland and our right to self-determination, to chart our political future
through a democratic process that will secure our identity and prosperity, and allow
for genuine and meaningful self-governance as stipulated in the Comprehensive
Agreement on the Zephirum (ZAB); With the blessing of the Almighty, do hereby
promulgate this Zephirum State Law as the fundamental law of the Zephirum state
that establishes our asymmetrical political relationship with the Central Government
on the principles of subsidiarity and parity of esteem

Article I
Name and Purpose

Section 1. Short title. – This law shall be known and cited as the ‘Zephirum State
Law’.

Section 2. Name. – The name of the political entity under this state law is Zephirum.
Section 3. Purpose. -- The purpose of this Basic Law is to establish a political
entity, provide of the Zephirum people and their aspiration to chart their political
future through a democratic process that will secure their identity and posterity and
allow for meaningful self-governance.

Article II
Territory and Districts
Section 1. Definition of Territory. -- Territory refers to the land mass as well as the
maritime, terrestrial, fluvial and alluvial domains, and the aerial domain above it.

Section 2. 5 Districts. – The Zephirum state would be divided into five zones
namely: North, East, Central, West and South.

Article III
Zephirum Identity

Section 1. Zephirum People. – Those on North shall be called Eruditus ; East shall
be called Krauti; Centralis- Deathoria; West- Whiztoria ; South- Krypteia.

Section 2. Freedom of Choice. – Zephirum People shall have the right to choose
the district they want but they should acquire the skills needed to join that district.

Section 3. Symbol. – The Districts shall adopt their own insignia, motto and laws.

Article IV
Leadership

Section 1. Upper Concilium. – Their job is to take care of the state as a whole.
Officers shall treat all the district fair and shall not favor any of the districts.
The Upper Concilium will consist of the following position:
 a.) District Plan Implementation Committee
b.) District Magistrate
c.) Returning Officer
d.) Development Officer
e.) District Census Officer
f.) Crisis Administrator
g.) Chief Protocol Officer
h.) Registry and Interrogation Board

Section 2. Lower Concilum. – Their job is to take care and action in a specific
district and they shall not intervene with the job of the other districts.
The Lower Concilum must consist of the following position:
a.) Board of Coordinators
b.) Chief District Officer

Article V
Security

Section 1. Limitations. – Members are required to have a district of their own but
there should be only 1 district for every member.

Section 2. Espionage. – To prevent spies from other districts, dummy accounts

should be verified first by the Registry and Interrogation Board before they can join a
district.

Article VI
Activities

Section 1. Visitation. – Districts should conduct visitation so the people in their

respective district can socialize with the people from other districts.

Section 2. Activities. – Members shall participate in District or State activities.

- Monday : Lectures ,Tutorial and Sharing Session. Scheduled Debates.
- Tuesday :
- Wednesday : Open Forum and Proposals. #CreativeWednesday (Sharing of
Artworks -Music, Literature, Visual Arts)
- Thursday : Zonal Clash (Monthly -1st week-East Vs West / 2ndweek- East vs
North /3rd week -North vs West
- Friday : :Zonal Clash (Monthly -1st week- North Vs South / 2nd week -West
vs South
- Saturday : :Zonal Clash (Monthly -1st week- North Vs South / 2nd week -West
vs South
- Sunday : Free Day
