A POSITION PAPER OF THE PROPOSED ORDINANCE CREATING ADDITIONAL

DIVISIONS AND POSITIONS IN THE CEBU CITY HEALTH DEPARTMENT PLANTILLA
AND APPROPRIATING FUNDS THEREOF

This office welcomes the approval of this proposed ordinance for this will help define
and delineate functions of the Department by creating additional divisions and positions
for supervisors. The City Health Department is a big department which caters to the 84
Health Centers in the 80 barangays of the entire City. Due to the increasing demands of
the services delivered to different barangays and clients, the undersigned welcomes the
additional divisions and re-alignment of some sections in the Field programs.

Sec. 5. ADDITIONAL DIVISIONS- The following divisions are hereby created to be

added to the existing Organizational Structure of the City Health Department, to wit:

a. Allied Health Services Division- which shall be headed by a Division Chief

with a position of Medical Officer IV (SG-23) and shall supervise the following
sections:
1. Social Hygiene Clinic
2. City Epidemiology Surveillance and Statistics Unit (CESSU)
3. Laboratory and Diagnostic Services Unit
4. Animal Bite and Treatment Center
5. Cadaver Services
b. Administrative Support Services Division- which shall be headed by a
Division Chief with a position of Supervising Administrative Officer (SG-22)
and shall supervise the following sections:
1. Payroll and Benefits Section
2. Procurement, Supply and Finance Section
3. Records Unit
4. Property, Transport and Maintenance Section

COMMENTS:

These divisions will be the additional divisions of the Department; they are hereby
created to provide better organizational set-up and better delivery of services. The
Allied Health Services Division composed of sections previously under the Field
Programs Division. The Field Programs Division will now focus on the services and
programs delivered in the 84 Health Centers while the Allied Health Services Division will
cater to health programs and services in the City Health Department-Main Office. The
Allied Division is created in order to make a proper workload distribution in the Field
Programs Division and so that these programs and services will be properly managed
and supervised.

The Administrative Support Services Division is hereby created to comprise of the

support services of the Department. It is especially clustered to improve workload
distribution in the administrative services and to have a proper organizational set-up of
the Administrative Support of the Department. The Administrative Support Services
Division will cater to the needs and provide services to more than three hundred
employees and more than four hundred BHWs and to the 84 Health Centers around the
City.

These newly-created divisions are headed by a Division Chiefs, a Medical Officer IV

with a Salary Grade of SG-23 and a Supervising Administrative Officer with a salary
grade of SG-22. Based on Local Budget Circular No. 2009-92, the position for a
Division Chief, Medical Officer V (SG-22) was re-allocated to Medical Officer IV (SG-
23), the circular is herein attached for perusal.

This proposed ordinance will surely help the Department in its efforts to improve work
efficiency and achieve a better, workable and efficient organizational set-up in serving
the clients and the public in the City of Cebu.
