THE EXECUTIVE SUMMARY

Throughout the year, the Office endeavored in various activities towards the achievement of
the Department’s five outcome areas, which the Region coined as BEST: Business Friendly and
Competitive LGUs; Environment Friendly, Climate Change Adaptive and Disaster-Resilient LGUs;
Socially Protective and Safe LGUs; and Transparent, Accountable, participative and Effective Local
Governance. More importantly, this level implemented vital capability building interventions that
further honed the skills and knowledge of personnel leading to Strengthened Internal
organizational Capacity.

The efforts and commitment carried out by our strong workforce ensured that DILG Region
03 smoothly implemented its programs and projects that actualize the Department’s goals and
objectives.

The Region remains steadfast with the vision of promoting excellence in local governance.
This is largely seen through the capacity development activities that were designed to assist LGUs
in optimizing their capabilities to better serve their constituents. Such activities aimed to foster
competitive and economically-strong LGUs, develop environmentally-adaptive and disaster
resilient communities, aid financially-challenged municipalities.

As the President called on to cut down bureaucracy and to streamline processes in the
government, the ease of doing business in the country was changed particularly in the issuance of
Business Permits and Licensing System. Hence, a new set of standards are now being implemented
to ensure that the LGUs are providing an easier, more convenient and business friendly service to
their clienteles.

DILG Region 3 firmly supported the President’s advocacy against illegal drugs, criminality,
and corruption program, and remained grounded in our mission of ensuring public safety,
promoting peace, and order and strengthening people participation. A proof to this is the newly-
launched community-based program that aims to mobilize people in order to put an end to
criminality, corruption, and illegal drugs. Through this, ordinary people were empowered to
become champions for safe, peaceful, drug-free and corruption-free communities.

This level unceasingly promoted transparency, accountability, participation and


effectiveness in local governance as observed through the LGUs compliance in the Full Disclosure
Policy (FDP), region wide assessment on the Seal of Good Local Governance (SGLG), and
implementation of Performance Challenge Funds (PCF) projects.

Serving as an incentive given to LGUs conferred with Seal of Good Local Governance (SGLG),
56 LGUs were awarded with performance Challenge Fund (PCF) for F.Y. 2017 amounting to 3
million pesos for Provincial Governments, 2.4 million pesos for Cities and 2 million pesos for
Municipalities.

Completion of programs funded through the Bottom-Up Budgeting (BuB), which ended in
2017, was keenly monitored and fast tracked. Furthermore, DILG Region 03 has provided technical
assistance to 14 Cities and 116 Municipalities to thresh out issues and concerns and help address
gaps in the performance of the LGUs commitments. Succeeding the program, the Assistance to
Disadvantaged Municipalities (ADM) also provided assistance to 116 Municipalities in the Region to
help them provide the necessities in their respective communities.
Conditional Matching Grant to Provinces (CMGP) as Konkreto at Ayos na Lansangan and
Daan Tungo sa Pangkalahatang Kaunlaran or KALSADA’s successor was introduced to the
Provincial Governments in the Region to help them improve, rehabilitate, and repair local road
networks.

Management plans, systems, and productivity improvement were continuously given


emphasis through the conduct of regular planning and program evaluation, regional conferences,
and regional summit among the regional management, technical staff, administrative staff and field
personnel.

In terms of financial position, the Management maintains a system of accounting and


reporting which provides for necessary Internal Controls to ensure that transactions are properly
authorized and recorded, assets are safeguarded against unauthorized use or disposition and
liabilities are recognized.

The Office strongly advocated its programs through intensified media interviews and
guestings, press releases and newsletter [DILG R03 Insights] features, social media posts, and
expansion of the regional website linked with 7 Provincial Office websites.

Most qualified personnel were hired through established regional screening policies and
processes, regularly undertaken to ensure the selection of the cream of the crop amongst young
breed of professionals.

Through all the painstaking work, we believe that sooner enough, our LGUs will be able to
fully achieve their potentials in order to become self-reliant and progressive, thus, achieving the
ultimate goal of being autonomous.

Evidently, the Department was able to harmonize its values and programs to the demands
of the events and situations in 2017. And all these became possible because of every men and
women faithfully working in service to Filipino people.
