@mango_dolly : bhai David easton 'black box' model is beautifully summarized in IGNOU thinkers booklet, take a look from there as well especially the
flowcharts also the concept of priority setting,consultative process and ownership in policy cycle as outside influence. 
@IWRA : can the Gunar Myrdal: The Asian drama concept be related to Riggs Sala model? 
@doodlebean : u r ex­officio invited in all PA related meetings

For myrdal development is top down, technocratic approach, which saw development as an exercise in “social engineering” and a “purely technical
analysis of a social policy question.”  

he might be used as a supporter to riggs sala model and can also be termed as one of Modernization school of DA. 

and if you talk about riggsian negative light of prismatic societies then too myrdal agreed with him as he uses terms as folklore of corruption and soft state
hence similar to sala concept (formalism etc.) 

moreover unlike riggs myrdal blames colonial powers for destruction of thirld world countries traditional centres of power making them soft state hence u
could point out differences too. 
So IMHO myrdal has differences as well as similarities to Riggsian model.  

we can bring in Huntington and hayek too if time permits when comparing riggs. @doodlebean @IWRA @Nuralain @mango_dolly , kindly
correct/suggest errors/improvisations.

Yes it can be related, both are trying to explain the nature of administrative system of developing countries. Riggs sala model explains the administrative
sub­system of prismatic society which in general can be related to developing countries.On the other hand Gunar Myrdal explains relations b/w economy
and administration by comparing with different countries.(and hence it also comes under comparative public administration,CPA)

Further clarifications for Myrdal: 

Gunar Myrdal studied both developing and developed countries and tried to find out reasons for different administrative culture in different countries. In
his book Asian drama he studies the relation b/w economy and administration and argues that poor economy leads to inefficient administration.(low
salary,semi­skilled people,lack of training, tools and technologies etc,these ultimately lead to inefficiency and corruption).  

He defined these correlations by using two concepts. 
Mutually reinforcing vicious cycle: Poor economy leading to corrupt administration>>Developing countries 
Mutually reinforcing virtuous cycle: Strong economy leading to efficient administration >> Developed countries

Some background theories, Some standards lines for Pub Ad (to be used with a context): 

1. Market caters to only demands and not needs. (while bashing New right Philosophy, NPM, rolling back of state, minimum government) 

2. According to Vincent Ostrom's theory of democratic administration democracy and efficiency are virtually synonymous. 

3. Alan Chapman added three : cognitive,aesthetic, transcendence (Context: Maslow's need hierarchy theory) 

4. For PCT, these four books are important: 

Calculus of Consent: James Buchanan and GordonTullock 
The intellectual crisis in American Public administration: Vincent Ostrom 
Bureaucracy and representative government: William Niskanen 
Inside Bureaucracy: Anthony Downs 

Note: James Buchanan got Noble prize in Economics for his work on public choice theory in 1986. 

5. Conflict is inevitable but combat is optional — Max Lucade.( use while reading MPF) 

6. Dror's approach tends to be academic in perspective with poor operational utility.

Field of study of PA can be analysed from myriad perspectives 

With increased focus on empiricism, fact oriented approaches( march and simon), values had been neglected mostly. PubAd was relegated to the role of
procedural implementation of Political directives. As finer would observe PA should only be instrumental and not discretiobal. So imho Waldo seeks to
point out the neglected value aspect of PA but we can also put names of theorists who had studied PA from lens of value oriented perspective. like
friedrich in 1940s who had thought of not only process lens study but a transformative agent. rather than how PA works the focus on the public aspect or
what PA can do.

Myrdal can also be used in post modernism description, as his theory gv weightage to renewed orientation in PA, the myrdal theory have a direct linkage
to contextuality in post­modernism debate. 
also as Daya Krishna criticized Riggs model,similar counter points can be given for vicious and virtuous cycle concept. 
if i am not wrong connecting it to recent US presidential debate, at one side senator Bernie sanders on one side criticise casino trading of wall street and
advocate modern socialism in US development model while on the other side he advocate NRA and gun rights of all US citizens(Daya Krishna criticism
of diffracted model again come in picture here). 
P.S : correct me if my taking a valid line of reasoning... 
@IWRA : bhai 4 books for this topic...don u think it will b too much, yes @doodlebean explained many new things but they r all covered in previously
described book in this thread only.

Read people invoking Gunnar Myrdal(hereafter GM) in couple of posts above ..  
I have read this int'l trade theory thinker in a limited perspective only for 'Development Administration' topic of Paper I. I am in International Trade
area and hence have read this thinker in mostly 'International and Developmental' economics area and not so much in Public Administration.  

Few things where GM can be used in PA: 
> GM is classified under the 'dependency theorists' which criticised the 'Modernisation Theory' led by West !

> He gave the concept of 'soft state' and 'cumulative circular causation' 
Soft state means all bad that is there in prismatic societies of a 3rd world countries viz; overlapping, formalism, nepotism, lack of law and order and
enforcement etc. In this way the poor remains poor to become poorer, while the elite become richer, and the economy remains stagnant >> fueling
inequality.  

He was the one who viewed underdevelopment in terms of the development process and said that its a dynamic concepts as opposed to being static. He
said the reason for it being dynamic is something called 'cumulative circular causation', in terms of trade between core(developed) and
periphery(developing countries). A circular cumulative causation leads to further development and social prosperity of developed countries at expense
and backwardness of developing countries. So poverty is further perpetuated by poverty and prosperity is promoted by prosperity >> "cause becomes its
own effect" .. so a region is backward because its backward !  

What GM wanted to emphasize here is that profit making capitalist system and free forces of market tends to increase inequalities b/w regions.  

Hence GM advocated for things like:  
> Welfare state and govt. intervention  
> Import substitution  
Portal
> LDCs should bargain as a block ­ "united we stand" etc ..

I remember Ansari Sir(Lukman IAS) once asked in one of his tests about ‘Soft State’ character of the third world countries is responsible for their
underdevelopment. In that question we can use some aspects of what GM had said in his theories and perhaps quote him and his two major ideas (listed
above).  

P.S: We can link GM's ideas to what Rigss was simultaneously saying in his theories about Prismatic Societies.
