SAILING INSTRUCTIONS

1 RULES
1.1 The regatta will be governed by the rules as defined in World Sailing
Racing Rules of Sailing (WS RR 2017-2020), the rules of the classes and
the present sailing instructions.
1.2 Class rules, the present sailing instructions the verbal instructions during
skippers meeting, and the notices on the official notice board will apply.
1.3 If there is a conflict between languages the English text will take
precedence.

2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board(s)
located at the race area and in the central place of Ormos Panagias.

3 CHANGES TO SAILING INSTRUCTIONS


3.1 Any change to the sailing instructions will be posted before 10, 00 on
the day it will take effect.
3.2 Changes in the race programme will posted until 21,00 of the previous
day

4 SIGNALS MADE ASHORE


4.1 Signals made ashore will be displayed at a pole in the race area
4.2 When flag AP is displayed ashore means “course will postponed, the
warning signal and class flag will not be raised earlier than 10 minutes
after his lowering”

5 SCHEDULE OF RACES

5.2 No more than 4 races per day will be sailed
5.3 On the last day of the regatta no warning signal will be made after 17,00
pm
5.4 The blue flag in the race committee boat which defines the starting line
will be raised with an audio signal at least 4 minutes before the warning
signal.

6 CLASS FLAGS
Class flags will be:
Optimist class

Laser class

Windsurf div2 and open class

Catamaran class:
Pennant No 6
Open class
Pennant No5
Hansa
Pennant No 7

8 THE COURSES
8.1 The diagrams in Attachment A show the courses, including the
approximate angles between legs, the order in which marks are to be
passed, and the side on which each mark is to be left.

9 MARKS
9.1 Marks 1, 2, 3 will be orange or yellow buoys.
9.2 A race committee boat signalling a change of a leg of the course is a mark
as provided in instruction 12.2.

10 THE START
10.1 Races will be started as follows: warning signal 5 minutes 1 sound signal
class flag , preparatory signal flag P 4 minutes 1 sound signal, start long
sound signal lowering of all signals. If rules 30.1,30.2,30.3 will apply the
corresponding signal will be raised simultaneously with the preparatory
signal.
10.2 The starting line will be blue flag in the race committee boat at the
starboard end and the buoy no3 at the port end.
10.3 Boats whose warning signal has not been made shall avoid the starting
area during the starting sequence for other races.
10.4 Starting schedule will be as follow: 1 Windsurfing , starting signal of
wind surfing will be warning signal for catamaran class, starting of
catamarans will be warning signal for laser class, starting signal of laser
class will be the warning signal of the optimist class.

11 CHANGE OF THE NEXT LEG OF THE COURSE


11.1 To change the next leg of the course, the race committee will move the
original mark (or the finishing line) to a new position and will notify the
participants with the speaker

12 THE FINISH

The finishing line will be blue flag in the comity boat at the starboard end
and the buoy no1 at the port end. .

13 PENALTY SYSTEM
13.1 The penalty for breaking of class rules or sailing instructions may be less
than boat disqualifiquation .This will be decided by the protest committee.

14 PROTESTS AND REQUESTS FOR REDRESS


14.1 Protest forms are available at the race office located in the area of the
hotel. Protests and requests for redress or reopening shall be delivered
there within the appropriate time limit.
14.2 For each class, the protest time limit is 30 minutes after the last boat has
finished the last race of the day.
14.3 Notices will be posted no later than 30 minutes after the protest time limit
to inform competitors of hearings in which they are parties or named as
witnesses. Hearings will be held in the protest room.
14.4 Notices of protests by the race committee or protest committee will be
posted to inform boats under rule 61.1(b).
14.5 A list of boats that, under instruction 14.3, have been penalized for
breaking rule 42 will be posted.
14.9 Decisions of the protest committee will be final as provided in rule 70.5.

15 SCORING
15.1 The Low Point System will apply.
15.2 1 races are required to be completed to constitute a series.
15.3 (a) When fewer than 5 races have been completed, a boat’s series score
will be the total of her race scores.
(b) When 5-8 races have been completed, a boat’s series score will be
the total of her race scores excluding her worst score.

16 SAFETY REGULATIONS
16.1 Check-Out and Check-In will apply: Competitor intended to enter in the
water for race shall notify the race comity. Competitor reaching the land
after the race shall notify the race comity as soon as possible.
16.2 A boat that retires from a race shall notify the race committee as soon as
possible.

17 REPLACEMENT OF CREW OR EQUIPMENT


17.1 Substitution of damaged or lost equipment will not be allowed unless
authorized by the race committee. Requests for substitution shall be made
to the committee at the first reasonable opportunity.

18 EQUIPMENT AND MEASUREMENT CHECKS


A boat or equipment may be inspected at any time for compliance with
the class rules and sailing instructions. On the water, a boat can be
instructed by a race committee equipment inspector or measurer to
proceed immediately to a designated area for inspection.

19 OFFICIAL BOATS

Official boats will carry the following flags

Race Committee boat will carry white flag with signal RC

Jury boat will carry flag yellow flag with signal J

20 TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support
and race committee boats.

21 PRIZES
Prizes will be awarded to the 3 winners in each category

22 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4,
Decision to Race. The organizing authority will not accept any liability
for material damage or personal injury or death sustained in conjunction
with or prior to, during, or after the regatta.

Options for this course include


(1) increasing or decreasing the number of laps,
(2) deleting the last windward leg,
(3) varying the interior angles of the triangle (45°–90°–45° and 60°–
60°–60° are common),
(4) using a gate instead of a leeward mark for downwind legs,
(5) using an offset mark at the beginning of downwind legs, and
(6) using the leeward and windward marks as starting and finis

1. MATCH RACE PAIRS SELECTION PROCEDURE

1a. To the Division 2 Match Race will compete 4 pairs (8 boards) which will
be selected by a qualification windward- leeward regatta to be held prior
of the main race.
1b. The pairs will be selected by the ranking in the qualification regatta i.e.
1st- 8th, 2nd- 7th, 3rd-6th, 4th-5th
1c. From the four winners of the first round two pairs will be selected by draw
in order to compete in the second round for 1st-4th places (1st group) and
from the four losers of first round two pairs will be selected also by draw in
order to compete in the second round for the 5th-8th places (second group)
1d. The two winners of the first group in the second round will compete in the
final race in order to determine first and second winner of the race. The two
losers of the first group in the second round will compete in the small final
race in order to determine 3rd and 4th place.
1e. The two winners of the second group in the second round will compete in
order to determine 5th an 6th places and the two losers of the second group in
the second round will compete in order to determine 7th and 8th places.
1f. If less than 8 competitors are registered to the race a qualification race will
be held from whom the first 6 places will separate in two groups: group 1 the
places 1-4 and group 2 places 5 and 6. The competitors of group 1 will
compete in the way of the previous case (8 competitors) for the places 1-4
and the pair of group 2 will race for the places 5-6.

2. MATCH RACE STARTING PROCEDURE


2a. Starting line for the Division 2 Match Race will be between green flag in
race committee boat at the starboard end and an orange buoy at the port
end.

2b.Racing boards will enter to the start area (the “box”, defined as a H made
by the starting line and the 2 above marks) not earlier than the preparatory
signal (4 minutes signal) and not later than 2 minutes after preparatory
signal as is shown in the addendum 2. Before 4 minutes signal sailors
must stay away from H inside zone . A Board that has not crossed the
starting line 2minutes before start get a penalty. The selection of the
competitor who enters from each side (right-left) will be done by draw.
The board entering the port end of starting line is given a blue bib that it
must display on its back while the board entering the starboard end is
assigned a Yellow bib, also being wore on the back

2c.Times, flags and sound signals for the starting procedure will be as follows:
10 minutes: Attention signal up ( F flag)
6 Minutes: Attention signal down no sound signal
5 minutes: Warning signal, pennant flags will raise, one sound signal
Within a flight numeral pennant 1 means Match 1, pennant 2 means
Match 2 etc.
4 minutes: Preparatory signal (Class flag P) is raised. One sound signal
Competitors can enter in the starting area
2 minutes: competitors must have crossed starting line, one sound signal
Blue or yellow flag or both will be displayed if one or both competitors
fail to cross the starting line, penalties will be given by the umpires as soon
as possible.
1 minute: flag P will drop down, one long sound signal Sailors cannot
longer cross above starting line for dial up.
Start: class flag and pennant 1will drop down, one sound signal.
2d.If more than one match will be sailed (in a Flight), the starting signal for
match shall be warning signal for the next match.
2e.If both of the competitors are starting premature the general recall flag will be
raised with two sound signals and the starting procedure will be repeated.
2f. In the race signal AP the last sentence is changed to: The attention signal will
be made 1 minute after removal unless at that time the race is postponed
again or abandoned.
In the Race signal N the last sentence is changed to: The attention signal will
be made 1 minute after removal unless at that time the race is postponed again
or abandoned.

3. THE COURSE FOR THE DIVISION 2 MACH RACE


3a. The course will be in windward-leeward form as is shown in the addendum
A
3b.The marks will be left on the right (starboard)
3c.The course may be sailed once or twice depending of race committee
decision. In the case that will be sailed twice competitors shall turn from
downwind to windward leg by passing the gate defined by marks R2 and L2
as illustrated in addendum A and letting either mark R2 to left or mark L2 to
right.

4.FINISH LINE
4a. The finishing line will be green flag in the comity boat at the starboard
end and the buoy no1 at the port end

5.PENALTIES
5a.Competitor receiving a penalty by the umpires for breaking racing rules is
obligated to execute a 360 turn, by gybing first when he is in upwind leg
or tacking first when he is in downwind leg, in any moment before
finishing. However no part of a penalty may be taken inside the zone of a
rounding mark.
5b.Competitor receiving notice for premature start, or being in front of
starting line and his extensions the last minute before starting signal must
return, cross below starting line and restart properly in order to avoid
disqualification.
5c.Umpires will notify port end entered competitor for a penalty by raising
blue flag and one long sound signal and starboard end entered competitor
by raising yellow flag and one long sound signal. One short sound means”
A penalty is now completed” and the blue or yellow flag will be dropped
down. Short repeated sounds and blue or yellow flag remaining raised
means the penalty has not been taken by the competitor and the penalty
remains.
5d.Umpires will notify port end entered competitor for a premature start by
raising blue flag and a sound signal immediately after the start signal. The
blue flag will remain raised until the competitor restarts properly or two
minutes after start, which of them happens first.
5e.Umpires will notify starboard end entered competitor for a premature start
by raising yellow flag and a sound signal immediately after the start
signal. The yellow flag will remain raised until the competitor restarts
properly or two minutes after start, which of them happens first.
5f. A red flag with or soon after a blue or yellow flag with one long sound
means
“The indentified boat shall take a penalty as soon as reasonably possible,
but not before starting.
5g. Black flag with a green or red flag and long sound signal means
disqualification and the match will be awarded to the opponent.
5h. If a boat has more than two outstanding penalties, the umpires shall signal
her disqualification by raising black and blue flag for the port tack entered
competitor and black and yellow for the starboard tack entered
competitor. In that case the match is terminated and it is awarded to the
opponent.
5i.There will be no request for redress or an appeal from a decision of
umpires or decisions of protest judgement.
5j. If a boat has one or two outstanding penalties and the other boat in her
match is penalized, one penalty for each boat shall be cancelled except
that a red-flag penalty shall not cancel or be cancelled by another penalty.

6. PROTESTS AND REQUEST FOR REDRESS BY BOATS


6a. A boat may not protest another boat under rule 31 or 42
6b. Competitor who has the intention to protest against another boat shall declare
it verbally to the umpires the soon possible but no later than two minutes
after finishing or retiring.

6c. Competitor who looses the judgment of protest made from another boat is
disqualified and the match is awarded to the opponent.
