for empaneling agencies as service
providers in order to provi'de services and devices
in Solid waste (Bio degradable and Non Bio
degradable) management sector and for exploring
new Technologies / Devices in solid waste
management sector.

Interested agencies/ NGos / manufactures/ companies

are requested to submit application
with detailed technical proposal consisting of detailed rate
and material specifications, as the
case may be, along with details of e.rpertise
of the agency in this field, details of work so far
done in the area etc' with credentials and testimonials.
Applications may be addressed to

EMPANELING AGENCIES
AS SERVICE PROVIDERS AND FoR ExPLoRTNG
NEw TECHNoLocTES/ DEvrcES
IN SOLD WASTE MANAGEMENT SECTOR

Suchitwa Mission is the nodal agency of the Government

of Kerala under the Department of Local
Self Government for SLWM, constituted with the mandates
of empaneling agencies and Service
Providers andto provide technical and financial assistance to the LSGIs in
sanitation and waste
management sector utilizing assistance from Central
and State Govemments.

As it is now compulsory to earmarkl0 -15 %o of Local self Government Institutions, plan fund for
waste management activities, number of project proposals
on waste management have increased. Hence it
has been decided to invite EoI for empaneling more
agencies as service providers in the area of
Solid
waste Management and to explore the chances of getting
new technologies in,waste management sector.

Scope

The main scope of this process is to identiff and promote

appropriate and cost effective waste
management systems and thereby ensure safe and better
hygiene and reduce the environmental pollution
in Kerala' Accordingly this EoI is invited for empanelling agencies
und n.Jtechnologies/devices in
SWM section.

i' For new technology/ Device approval, a detailed not'e on proposed

technology, proper back-up
data (test reports and other testimonials) should be attached
with the ietailed technical
proposal. I

ii' For new device approval, detailed note on technologies used,

details on materials components
used specification/merit and demerits/details of guarantee/warrantees
provided for each
components and rate split-up for each components included
in the package test reports etc.

 iii. A technical presentation will be conducted to evaluate the proposed technology, test report.
specifications. material, technical knowledge/ viability/ competence of the service provicleri
etc. as the case may be.

iv. At the time of technical presentation a promo/ proto type of nerv cleyice. material samples.
samples and product, lile cycle analysis etc. shall be presented befbre the committee.
v. Copies of all certifications/ appreciations received so far for tl-re proposecl technology/ Der,'ice
may also be enclosed along with the application.

Eligibilitv Criteria

1. The interested entities such as NGOs/ Agencies shall essentially rneet the fbllowing eligibilit,v

criteria:
a. The agency must possess experience, expertise and manpo\ver in the appliecl field (Service
provider/technology/ device).
b. The agency must possess minimum 2 year experience in solirl w'aste management f-ield as
proven by correspondin-e balance sheet and annual report submitted u,ith registration authorit;-
(local community group rvill be exempted trom anv such scrutinv and n.ill be directly
inducted).

c. While selecting the agency, r,r,eightage shall be t-ixed for government re-qistrations, techr-rical
knowledge. Certifications received for proposed technologies experiencecl man porver etc.
d. The agency must comply with all the guidelines anc'l strategies published by Suchitw,a Mission
and Government of Kerala related to solid waste management.

2' The required documents explicitly supporting the past experience (completion/ satisfaction
certificates and work order/ work agreement), clear details ancl specifications on flew technologies
and devices, list of existing and past clients. details of similar projects ,r..rit..l r.vith copies of
agreements/work order / cor-npletion / satisfactory certif-rcates. CVs of ke1, personnel's and other
related details to verifl, all eligibility criteria must accompany the Eol.

3. The detailed proposal for empanelment/ approval of new Technology/ Device in separate
sealed covers should be submitted within the tin-re periocl. dddressed to the Executive Director.

Preparation for suFmission of EoI

a) The entity /bidder shall ensure that it fulfills the eligibility criteria and other essential conditions.
b) The EoI application, complete in all respects must be submitted together with requisite
information and Annexure(s). The EoI should be free from ambiguity, change or interlineations.
Incomplete EoI will not be considered and is liable to be rejected without making any further
reference to the entity.

c) The EoI shall be duly signed on each pagq by an authorized person. Documents authorizing such
person must accompany the EoI. Suchitwa Mission reserves the right to reject outright any EoI

unsupporled by proof of the signatory's authority.

d) The Annexure(s) I, II, ilI & IV shall also be attached along with the detailed.proposal for
furnishing details to evaluate the Agency's competency in the field.
e) Audited Balance sheet for the last two year shall be included.
