What is 3GPP?
The 3rd Generation Partnership Project more commonly known as 3GPP is an mobile
communications industry collaboration that organises and manages the standards and
development of mobile communications standards.
Initially 3GPP was set up to develop a specification to move on from the 2G system, Global System
for Mobile Communications, GSM.
3GPP was initially set up in 1998, to develop the third generation UMTS mobile communications
system. With that completed many years ago it manages these standards and a number of others
beside.
3GPP scope
The scope of 3GPP has considerably increased since its first inception. Now it manages the
standards for a variety of mobile communications systems. These include:
3GPP location
Although 3GPP is effectively a summation of a large number of organisations, it does have a
headquarters and some permanent staff.
The 3GPP support team which is more correctly known as the Mobile Competence Centre is
located within the offices of the European Telecommunications Standards Institute, ETSI which is
Sophia-Antipolis, near Nice in Southern France.
What is 3GPP?
The 3GPP standards are continually being improved. The 3GPP standards improvements are
incorporated into specific releases of the standards. These 3GPP Releases can then be tracked
and the various working committees work towards the next releases.
There is a schedule of when the 3GPP Releases will be firmed up and 'released.'
The first 3GPP releases were termed Phase 1 and Phase 2. After this the releases were given the
year of the anticipated releases, but after Release 99, they reverted to specific release numbers.
Release 4 was also known as 3GPP Release 2000.

It should be noted that each release updates all the 3GPP standards - even the GSM standards
are being updated in the various 3GPP Releases.
The 3GPP standards and specifications cover all aspects of the cellular / mobile communications
systems from the radio access network to the network, billing, authentication and much more.
Each 3GPP Release will update very many elements, many of which will not hit the headlines.

3GPP Specifications Groups
3GPP standards are developed and maintained by a series of
Specifications Groups organised for the different areas..
3GPP TUTORIAL INCLUDES
What is 3GPP?
The specification work within 3GPP is undertaken within a number of Technical Specification
Groups which are known as TSGs for short. Underneath these are the Working Groups, WGs.
In total there are four 3GPP Technical Specifications Groups, each of which consists of multiple
Working Groups, WGs.
TSG RAN
The RAN or Radio Access Network specifications groups are known as TSG RAN. This is split into
six working groups: RAN WG1 to RAN WG6. Often these are shortened to just RAN1 to RAN6.
The TSG RAN is responsible for the definition of the functions, requirements and interfaces
associated with the radio access network, i.e. UTRA / E-UTRA in both FDD and TDD modes.
TSG RAN encompasses both user equipment and base station functionality addressing areas
including radio performance, physical layer, layer 2 and layer 3 RR specification in UTRAN/E-
UTRAN; specification of the access network interfaces (Iu, Iub, Iur, S1 and X2); definition of the
O&M requirements in UTRAN/E-UTRAN.
TSG RAN also addresses the conformance testing of both the UE and the Base Stations to ensure
complete interoperability regardless of the manufacturer / designer of the equipment.
TSG SA
The Service and System Aspects Working Group is known as TSG SA.TSG SA is responsible for
the overall architecture and service capabilities of systems based on 3GPP specifications and, as
such, has a responsibility for cross TSG co-ordination.
There are six working groups known as SA WG1 to SA WG6. Again these are often referred to as
just SA1 to SA6.
Each working group is responsible for a different area of the services and systems: SA1 - Services;
SA2 - Architecture; SA3 - Security; SA4 - Codec; SA5 - Telecom management; and SA6 - Mission
critical applications.
TSG CT
The TSG CT is the working group that addresses the Core Network and Terminals.
In this role it is responsible for specifying terminal interfaces (logical and physical), terminal
capabilities (such as execution environments) and the Core network part of 3GPP systems.
TSG GERAN
The TSG GERAN assesses the legacy requirements for the GSM / EDGE networks that are still
active. As GSM has been particularly successful since its introduction in the early 1990s, it has
been necessary to retain the TSG GERAN.
TSG GERAN is responsible for the specification of the Radio Access part of GSM/EDGE
In early 2016 an announcement was made by 3GPP that the TSG GERAN would be incorporated
into TSG RAN, GERAN1 and GERAN2 being incorporated into RAN6 and GERAN3 into RAN5

Phases
This term has two distinct usages within the 3GPP:
in reference to GSM specifications, Phase 1, Phase 2 and Phase 2+ referred to releases of specifications (see table above);
some features within GSM/3G specifications have been enhanced over the years. For example, enhancements to the original
CAMEL functionality are referred to as CAMEL phase 2, CAMEL phase 3 and CAMEL phase 4.

Note 1: The term "Release 2000" was used only temporarily and was eventually replaced by "Release 4" and "Release 5"
(most elements originally in Release 2000 were renamed Release 4, but some were deferred until Release 5).
Note 2: A Specification with a version number of 0.x.y, 1.x.y or 2.x.y indicates that it is a new, draft, specification which has
not yet been approved. The anticipated release is normally shown on the cover of the document.
Note 2a: The start date for a Release is an indication of when the first work item for that Release was approved at TSG level.
In fact, it is somewhat approximate because often work items started in an earlier Release, but not completed, are
"promoted" to the next Release. The end date for a Release is an indication of when the detailed protocols become stable.
However, see Note 3 below.
Note 3: After "freezing", a Release can have no further additional functions added. However, detailed protocol specifications
(stage 3) may not yet be complete. "Freezing" is applied successively for each of the three stages (see below), with stage 3
normally being frozen one or two TSG meetings earlier than the "end" date. The "end" date shown on the 3GU portal is
indicative only, since for each Release, a considerable number of refinements and corrections can be expected for at least
two years following this date. In addition, OA&M specs and test specs may lag by some considerable time. A "frozen"
Technical Specification is one which can have no further category B or C (new or modified functionality) Change Requests,
other than to align earlier stages with later stages. The individual stage freeze dates can only be seen by 3GU account holders
(delegates, officials, secretariat).
Note 4: In the version number of a 3GPP TS or TR, the first field (before the first dot) indicates the Release number
according to the table below. The field "x" is incremented at each change in the spec resulting from one or more Change
Requests approved by the responsible TSG. Field "y" is incremented whenever an editorial change is made to a
specification; editorial changes are those which cannot in any way change the technical interpretation of the spec, and are
introduced at the discretion of the Support Team. Exceptionally, field "y" is incremented when a newly-provided version of a
spec is found to be flawed due to, for example, misimplementation of a newly-approved CR; however, this circumstance is
only permitted during the three-week period following the end of a TSG plenary round, during which new versions of specs
are produced. Every change of version is documented in the "change history" annex of the spec. When "x" is incremented,
field "y" is reset to zero. When the Release field (the first digit) is incremented, fields "x" and "y" are reset to zero. Version
numbering was unified from Release 4 onwards, regardless of radio access technology. This implied a renumbering of the
GSM-only specifications (see the Specification Numbering page).
