TIMELINE OF SPEACIAL EDUCATION

• Ronald Mcdonald, opened a school for deaf people


1831 in Champlain Quebac.
• It was first special education project.

• Ontario institution for Education and instruction of


1870 deaf and dumb at Belleville.

• Ontario Institution for Eduction and instruction for


1872 the blind at Brantford.

• Hope Commission recommended expansion of


1950 programs of Special education in order to meet the
needs of learning disabled students.

• Civil rights movement in the US maintained that all


1960s people, regardless of race, creed or colour, should be
treated equally.

1962 • First Human Rights Commission established by


Ontario.

• Ontario provinicial education committee published


1968 Hall-Dennis Report titled by Living and
Learning.
• It was based aims and objectives of education.

• The minister of Education made two announcements


regarding special education.
• 1. Guide school boards about need of an Early Identification
1978 Program to assess need of students.
• 2. Issue memorandum that guide school boards about
provision of education programs to learning disable
students.

• Bill 82, the education Amendment Act enacted in Ontario.


• It made special education as a normal part and functional
part of Ontario's education system
1980 • Establishment of Individual Placement and review
Committee, mandatory special education for school boards
and involvement of parents or guardian are the aspects of
Bill 82.

• Canadian Charter of Rights and Freedom


• Section 15- Every individual is equal before and under the
law and has the right to the equal protection and equal
1982 benefit of the law without discrimination and, in particular,
without discrimination based on race, national or ethnic
origin, colour, religion, sex, age or mental or physical
disability

• MACSE
• Establishment of Minister's Advisory Council on Special
1986 Eduaction.
• Main advisory committee that give advice to the Education
Minister regarding speacial education program and services.

• Ontario Human Rights Code

1989 • This code published guidelines to protect people with


disabilities , from discrimination and assess accommodation
requirement.

• The Education Minister made annoucement that special


1991 students are to be included in regular classrooms with the
permission of parents or guardian.

• Report of royal commission

1995 • It recommended integration of special students


into regular classrooms with support for
example educational assistant.

• Speacial Education Plan

2000 • The Ministry of Education issued a policy


document which set standard for special
education plan.

• Voluntary Template

2002 • The Ministry issued theoretical ideal format for


boards and schools so that they can compare
their own and review.

• High Cost Education Program

2002 • This Program covers the cost of services of


special education for first nation students with
moderte to profound needs.

• Ontario ranked highest among other provinces


2003 in North America for reported incidence of
special need students.

• Individual Educational Plan Resource

2004 Document (IEPRD)


• Educational Assistants role was described by the
Ministry of Education in IEPRD

• Education for all


• The report panel on literacy and numeracy Instruction
2005 for Students with special needs Kindergarten to Grade
6.
• It recommand research based practices that guide
teachers in teaching methods for special need children.

• Accessibility for Ontarians with Disabilities Act,

• It is enacted by government of Ontario for improving
the accessibility standards for special persons.

• Special Education Transformation


• The Ontario Ministry of Education issued this report
2006 wthich ststes that regular classroom would be consider
as first placement, that would be duration specific,
focused on intervention and according to regular
reviews.

2005- • Special education funding increased by 6.8 percent.

• Extended Teacher Education Program

2012 • The Ministry of Ontario announced its support for


program by extending time for educating future
teachers upto one year.

• At present, special education become a normal, integral
