Senate Proposal
Resolved by the U.S. Senate of the United States of America, that the following article is
proposed as federal law under the jurisdiction of the United States of America, enforceable by
Executive action.
"Be it enacted by the Senate and House of Representatives of the United States of America in
Congress assembled, that:"
Section 1: All schools should incorporate educational video games into their classrooms.
Section 2: All schools should provide education related to video games to all students.
Section 3: All schools should provide competitive eSports leagues and Gamer Clubs for students.
Section 4: Children under the age of 10 will be restricted from playing violent video games.
Section 5: Schools will provide mental health care services for students negatively affected by video games.

The Committee on Principled Video Game Use.
Senate Proposal
Resolved by the U.S. Senate of the United States of America, that the following article is
proposed as federal law under the jurisdiction of the United States of America, enforceable by
Executive action.
"Be it enacted by the Senate and House of Representatives of the United States of America in
Congress assembled, that:"
Section 1: Persons under the age of 15 are banned from playing violent video games.
Section 2: Persons over the age of 15 must be evaluated and licensed to play violent video games.
Section 3: Parents and Guardians are responsible for screening games for violence for all children.
Section 4: Children under 15 who commit “video games related” crimes will go to jail.
Section 5: Parents of anyone convicted of “video game related” crimes will also go to jail.

In regards to The Video Game Integrity Act, I have decided to VETO this bill for the following reasons:
1. Each section in this bill defines a limit or restriction for people under the age of 15. However, it does not
address acceptable practices for children under 15 who want to play video games.
2. Sections 1, 2, & 3 refer to “violent” video games. What is considered “violent”? For example, would a
13 old child be banned from playing a game like Madden Football? Since there is physical contact like
tackling in in football, would this make Madden off limits to those under 15?
3. What could be done to prepare children under the age of 15 for exposure to violence contained in video
