Message from Chairman
The State Capital Investment Corporation (SCIC) represents a new model of using a special economic entity to
manage and invest State capital in various types of enterprises in Vietnam. Despite its short history of over two years
in operations, initial and positive results indicate that SCIC is the right choice for promoting State-owned enterprise
(SOE) reform in the country.

In fulfilling its mission, SCIC is making significant contributions to the success of the on-going SOE reform in Viet-
nam. SCIC has restructured the State capital invested in these companies; reduced the number of SOEs that are no
longer required to be retained by the State; accumulated capital to invest in key sectors/industries directed by the
State; and hence, helped to revamp the entire public sector.

SCIC’s establishment clearly exemplifies the transformation from the old system of capital grants into capital invest-
ments subject to market rules. In addition, SCIC is also regarded as an important instrument of the State to under-
take certain specific missions under special circumstances. Moreover, acting as a strategic shareholder, SCIC has
been actively advising the business community on a wide variety of issues that are pertaining to the companies’
survival and growth.

In the coming time, continuing efforts to consolidate and strengthen SCIC will become a crucial task to ensure a
successful implementation of the country’s economic and SOE reform. On its way to become a leading business
entity in Vietnam, SCIC will give a greater focus on its capacity building in order to successfully fulfill its missions of
being an active shareholder, a strong investment arm of the Government and a reliable consultant to the business
community.

Message from CEO
The State Capital Investment Corporation (SCIC) was established under Decision No. 151/2005/QD-TTg dated 20
June 2005 of the Prime Minister and officially started its operation on 1 August 2006.

SCIC is determined to become a strategic investment arm of the Government of Vietnam, whose objectives are to
maximize investment returns, introduce international best practices of corporate governance, and help to enhance
the competitiveness of the national economy.

SCIC has been playing as an active shareholder, representing State interests in various businesses, and concurrently
a professional financial advisor of the Government.

Between now and 2012, SCIC is scheduled to take over State shareholdings in a large number of state invested
enterprises with an estimated book value of VND 82,000 billion (or approximately US$ 4 billion).

Along with taking over State capital interests in various enterprises, SCIC will also undertake restructuring of its
portfolio in order to make it more efficient. Especially, SCIC plans to divest part of its current holdings equivalent to
21% of the total state capital transferred to SCIC. It is intended that by 2020, SCIC will only maintain between 100
and 150 companies in its portfolio, most of which will be encouraged to go listing on the stock exchanges.

SCIC will at the same time expand green field investments as well as restructure its current portfolio so as to in-
crease the market value of the combined portfolio to nearly US$ 20 billion by 2020.

SCIC will keep accelerating the taking over of State holdings in enterprises, streamlining and restructuring its port-
folio, and speeding up the divestment process. At the same time, we plan also to further consolidate the network
of enterprises’ nominees, as well as improve management capability so as to meet the international standards. In
addition, SCIC will start looking at investment opportunities in infrastructure projects such as airports, seaports,
etc.

During 2010 to 2015, SCIC will considerably reduce the number of its portfolio companies and build up an efficient
and flexible investment portfolio. Concurrently, SCIC will invest in key infrastructure projects, using diversified forms
and vehicles of investment to attract both public and private, domestic and foreign partners. In this stage, SCIC will
promote the introduction of international best practices of corporate governance to its member companies.

From 2015 to 2020, SCIC will strive to fully meet international best practices of corporate governance and look for
overseas investment opportunities.

As a strategic investment arm of the Government of Vietnam, SCIC will always open its door of opportunities and
partnerships to all investors for the country’s wealth and sustainable development.

About us
The State Capital Investment Corporation (SCIC) was incorporated under Decisions No. 151/2005/QD-TTg of the
Prime Minister dated 20 June 2005.

With its board mandate, SCIC’s creation is seen as a bold measure of the Government during the height of the
economic and SOE reforms that are aimed at enhancing the efficiency of state capital utilisation. SCIC’s primary
objectives are to represent the state capital interests in enterprises and invest in key sectors and essential indus-
tries with a view to strengthening the dominant role of the state sector while respecting market rules.

Commencing its operations since August 2006, SCIC is currently managing a large portfolio of over 600 enter-
prises that are operating in various sectors, such as financial services, energy, manufacturing, telecommunica-
tions, transportation, consumer products, health care, and information technology...
