AFFIDAVIT OF WANZHOU MENG
I, Wanzhou Meng, of Shenzhen, China, MAKE OATH AND SAY THAT:
1. Thave personal knowledge of the facts to which I depose, except where they are stated to
be on information and belief, and where so stated, I believe them to be true.
2. Tam 46 years old, I was born February 13, 1972, in Chendu, China, Iam a Chinese
citizen and do not hold citizenship in any other country. I have a Hong Kong passport. I
also have a Chinese passport. I live in Shenzhen, China.
3. Lam married. My spouse’s name is Xiaozong Liu,
ee4. Thold a master’s degree from Huazhong University of Science and Technology. In 1993
I joined Huawei. I have held the positions of Director of the International Accounting
Dept, CFO of Huawei Hong Kong, and President of the Accounting Mgmt, Dept. I
currently serve as the CFO of Huawei and Deputy Chairwomen of the Board.
5. While | am a Chinese citizen and normally reside in China, my family has extensive ties
to Canada, and Vancouver in particular. I first visited Vancouver approximately fifteen
years ago. Since then T have returned regularly, originally as a visitor but for some
period of time I was also a permanent resident of Canada — status that Ihave since
relinquished. In 2009, my husband and I bought a home at 4005 28" Street, in
Vancouver. Between my son EJ attended school in Vancouver.
HB attended Kindergarten here. My husband was residing in Vancouver at the time
ona student visa as he worked on his Masters degree. After 2012, the children no longer
resided here during the school year. However, even after the children stopped attending
school in Vancouver, my husband and my younger children spent many weeks,
sometimes months, here during the summer, Since approximately 2010, my in-laws
typically stay at our home in Vancouver for multiple months in the summer, My mother
and my older son have also visited us in Vancouver. While my work obligetions have
typically required that I travel extensively, I always try to spend at least 2-3 weeks in
Vancouver every summer. In 2016, my husband and I bought another home in
Vancouver at 1603 Matthews Street, Vancouver. Our intention was to renovate the home
for our family’s use and that process is currently underway.
6. Attached hereto as Exhibit “A” are the B.C. Assessment Form, the Land Title Search,
and the Mortgage Loan Agreement for my home at 4005 28" Street, Vancouver. It was
assessed at $5.6 Million in 2017. I have a $2.5 mortgage on this home with HSBC Bank,
Attached hereto as Exhibit “B” are the B.C. Assessment Form, the Land Title Search,and the Mortgage Loan Agreement for my home at 1603 Matthews Street, Vancouver. It
‘was assessed at $16.3 Million in 2017. Ihave a $5M mortgage on the home with HSBC
Bank.
7. Larrived in Vancouver on a flight from Hong Kong at approximately noon on Saturday,
December 1, 2018. I was detained at the Vancouver International Airport and
interrogated by Canada Border Services Agency (CBSA). As I was suffering from
severe hypertension, a condition that I have struggled with for years, I was taken to the
Richmond General Hospital to be treated. [a
RE | continue to feel unwell and I am worried about my health
deteriorating while I am incarcerated.
8. [have had numerous health problems during my life. For years I have suffered from
hypertension. I survived thyroid cancer, for which I underwent surgery in 2011. In
May of 2018 I had surgery to remedy health issues related to sleep apnea. I currently
have difficulty eating solid foods and have had to modify my diet to address those issues.
My doctor has for years provided me with daily packages of medications that I have been
prescribed to treat these ailments.
9, Ido not have a criminal record in China or anywhere. I have also never otherwise had.
any problems with law enforcement in China or abroad.
10. If this Honourable Court grants me judicial interim release, I will abide by any condition
imposed. I will surrender both of my passports. I can reside at my home at 4005 28%
Street, Vancouver. I understand that my husband and daughter, and my extended family
members would come to Vancouver and reside with me as permitted by Canada’s
immigration laws. My husband and I are willing to pledge the equity in either or both of
our homes as security, or to make a cash deposit should the Court require us to do so. 1
will scrupulously abide by any curfew or reporting requirement imposed upon me. My
father founded Huawei and I would never do anything that would cause the company
reputational damage. Ibelieve that breaching my bail conditions would cause such
damage, I maintain that I am innocent of the allegations that have been levelled at me.
