PROGRAM AND ACTIVITY OF THE INDONESIAN COCOA BOARD

I. INTRODUCTION

The Indonesian Cocoa Board (Dewan Kakao Indonesia/Dekaindo) is established based on the mandate
of article 19 (2) of the Plantation Law no 8/2004, which has been amended by Article 52 of the Plantation
Law no. 39/2014. Dekaindo was declared in Bali on 29 June 2007 by the Indonesian Cocoa Association
(ASKINDO), Indonesian Cocoa and Chocolate Industry Association (APIKCI), Indonesian Cocoa Industry
Association (AIKI), Indonesian Cocoa Farmers Association (APKAI), and Indonesian Coffee and Cocoa
Research Institute (ICCRI).

II. DEKAINDO ACTIVITY IN YEAR 2017

A. Attend and discuss with the some Related Agencies.

1. Preparation of National Curriculum and Training Module of Sustainable Cultivation and


Postharvest of Cocoa

Development Curriculum and Training Module of Sustainable Cultivation and Postharvest of Cocoa is a
joint activity between the Ministry of Agriculture and Cocoa Sustainability Partnership where the
Indonesian Cocoa Board is directly involved with other parties who are competent in the subject.

The National Curriculum and Training Module is intended for farmers' coaches and facilitators,
government or private/NGO’s agricultural extension workers, field technical officers of cocoa industry,
and other community organizations.

Using the materials and training stages as in the curriculum and modules, it is expected that the farmers'
trainers / facilitators can provide training to farmers, change the participants' mindsets and motivate
trainees to become coaches for other farmers.

2. Discussion on Revision of Regulation of Ministry of Agriculture (Peraturan Menteri
Pertanian/Permentan) No. 67/2014 on Quality Requirements and Marketing of Cocoa
Beans.

The Permentan 67/2014 should be mandatory in May 2016. The aim of the regulation is to improve
the competitiveness and added value of cocoa beans, support industry, provide high quality and safe
cocoa beans and improve cocoa bean traceability. But in the field it is can not be implemented
because there are some constraints and lack of supporting facilities.

In principle, the revision of Permentan 67/2014 is to simplify the implementation on organizational


aspects, the requirements of the establishment of institutions/ organizational units and the readiness
of human resources in the field.

3. Cocoa Productivity Measurement Survey.

The cocoa productivity measurement survey was undertaken by Directorate General of Estate Crops
in Collaboration with the Bogor Agricultural Institute, Center of Data and information of the Ministry of
Agriculture, the Indonesian Coffee and Cocoa Research Institute and the Indonesian Cocoa Board.

The objective of the cocoa productivity measurement survey is to find out the methodology that
agreed by all cocoa stakeholders to define national cocoa production.

4. Attend Indonesian International Cocoa Symposium (INCOSY) 2017

INCOSY 2017 is hosted by the Indonesian Coffee and Cocoa Research Institute. The theme of
INCOSY 2017 is “Climate Change and Soil Degradation Impact on Cocoa Farming”.

Topics covered in INCOSY 2017 include:

• Prospect of Cocoa Development Under Climate Change


• Technology for Mitigation The Climate Change
• Global Perspectives on Climate Change Mitigation
• Impact on Climate Change on Cocoa Plantation
• Sustainable Cocoa Farming.

B. Hosting a Meeting
• Sustainable / Workshop
Cocoa Farming. / Seminar.
1. Coordination Meeting of Indonesian Cocoa Board Members.

The coordination meeting of the Indonesia Cocoa Board (Dekaindo) members in 2017 is held twice,
chaired by the Chairman of Dekaindo and attended by all administrators of Dekaindo Executive Board
and Dekaindo Permanent Members Assembly.

The aimed meetings remain to discuss national cocoa issues and the planned activities of 2017.

2. Indonesian Cocoa Day Celebration (Hari Kakao Indonesia/HKI) in 2017.
The Indonesian Cocoa Day Celebration is commemorated every year and in 2017 it is the fifth Cocoa
Day Celebration held on 5 -8 September 2017 in Jakarta.

HKI anniversary of 2017 filled with talkshow with Mr. Thierry Detourney, President Director of PT.
Anugerah Mulia Indobel (Chocolate Monggo Producers) and exhibition of cocoa and chocolate.
Exhibition of cocoa and chocolate is upstream to downstream exhibition which followed by cocoa and
chocolate processing industry both big industry and small and medium industry, research institute and
NGO. The exhibition was attended by 44 participants and exhibition of cocoa and chocolate, is an
event to show the success of Indonesia in developing cocoa and chocolate and promotion of cocoa
grinding production and chocolate and to increase domestic chocolate consumption.

3. Indonesian Cocoa Talkshow 2017

Indonesian Cocoa Talkshow 2017 is held in commemoration of Indonesian Plantation Day 2017 which
is the 60th Indonesian Plantation Day. Indonesian Cocoa Talkshow is organized by Indonesian Cocoa
Board on December 9, 2017 in Yogyakarta with Theme "Raising Cocoa Productivity Towards
Farmers' Welfare". The topics discussed in this talk show are the Cocoa Development Policy to
accelerate the increase of National Cocoa Production, Synergy among Cocoa Stakeholders to
Increase Productivity, Effective Farmers Mentoring Methods to increase productivity, The role of
Universities in accelerating the increase of cocoa production and the experience of Farmers in
managing plant cultivation to achieve high productivity.

4. Giving Award for Cocoa Farmers/Cocoa Farmer Group and Institution

In the event of the Indonesian Plantation Day of 2017, the Indonesian Cocoa Board organizes a
giving award for cocoa farmer and institution those showing a high commitment to cocoa
development in Indonesia. Evaluation of farmers/farmers' group achievement contest is based on
good cultivation condition, high productivity, good quality of cocoa (fermentation) and good and
advanced farmer organization. While the cocoa institutional assessment is based on the results of
technical and institutional guidance that has been implemented on farmer groups and the progress
of farmers / farmer groups produced

The winners of the contest are 4 (four) farmers, 1 (one) cocoa farmer cooperative, and 1 (one) NGO.

III. The Indonesian Cocoa Board Activity Plan (Dekaindo) in 2018.

The Indonesian Cocoa Board's activity plan in 2018 include:


1. Coordination Meeting of Indonesian Cocoa Board Members
2. Indonesian Cocoa Workshop 2018.
3. Celebrate Indonesia Cocoa Day 2018.
4. Competition of the best cocoa farmers group and cocoa farmers’ field competition.
