killed per million population (2014), no substantial improvement has
been achieved between 2001 and 2014. Moreover, the rate peaked to
nearly 150 in 2008.

Transport mode
At 38% in 2014, the share of pedestrian fatalities is significantly higher
than the EU average. Between 2001 and 2014 the average annual
reduction of pedestrian fatalities was only 3%.

Romania compared to the EU average.
Under-reporting of casualties

Synthesis
Safety position
- Romania is the country with the second highest fatality rate among
the European countries, roughly 80% higher than the EU average.
Scope of problem
- The highest shares of road fatalities in Romania are among the car
occupants and the pedestrians. Pedestrians are significantly over-
represented compared to the EU average.
Motorcycle and pedestrian - Moped and motorcycle fatalities have significantly increased between
safety are major issues in 2001 and 2014, and the risk of those groups is extremely high.
Romania. - Fatalities among people aged 50 to 64 years are over-represented in
Romania. More or less especially the elderly have the highest risk to
die as a result of a road crash in Romania.
- Much more fatalities in Romania occur inside built-up areas.
- The share of fatal accidents while raining is higher in Romania than
on average in EU.
- Seat-belt wearing rates are low in Romania.
