NF 315.1 Half Rate

General:

The GSM full rate codec was supported up to BSS/BSC 6.0. In BSS/BSC 6.1 the half rate 
codec will be introduced. The half rate codec was defined within ETSI/GSM with the 
objective of getting a more efficient use of the radio spectrum. Using the same radio 
spectrum double the amount of traffic channels is available on the air interface as compared 
to GSM full rate. This feature requires half rate capable (dual rate) mobile stations. 

Benefit:

Since half rate functionality in a GSM mobile telephone system provides twice as much 
traffic channels as GSM full rate in the same radio spectrum, it is a possibility for an 
operator to increase network capacity. The capacity gain depends not only on introducing 
the half rate feature itself, but also on the penetration of half rate capable mobile stations.

It is easy for an operator to enhance network capacity with half rate since introducing it has 
no significant impact on the radio network. An operator only has to introduce the relevant 
hardware and software into the network and ensure a fast growing penetration of half rate 
mobile stations. In comparison, enhancing capacity by adding more radio base stations 
requires, for example, radio network tuning and frequency re­planning.

Another benefit of half rate functionality due to the presence of more traffic channels is a 
better Abis transmission and equipment utilisation in terms of subscribers per TRX.

Description:

The half rate functionality can be found in all BSS nodes, that is in the BSC, TRC and BTS. 
While the transcoder pool architecture is optional in order to prepare for a separation of the 
transcoders from the BSC, allowing for new radio network topologies, it is mandatory for 
the introduction of half rate functionality. Please refer to the feature description  "NF 311.1 
Dynamic Allocation of TRA Resources".

New software is required for RBS 2000 to support half rate, whereas new hardware and 
software is necessary for RBS 200 upgrading. The transcoder with release R4 or beyond and
the corresponding software is mandatory. Transcoders with release R4 or beyond, which are
already in place, can be re­loaded with the half rate codec.
The channel allocation scheme within the BSC will work so that physical channel 
fragmentation is avoided. Channels which are partly allocated for a half rate call will be 
selected for the next half rate call before a completely idle channel is taken. A re­packaging 
mechanism for ongoing half rate calls also has the purpose of avoiding channel 
fragmentation. Speech and data calls are supported on a half rate channel. A half rate 
channel can carry a maximum data rate of 4.8 kbit/s.
