Re: THE CONSTITUTION (AMENDMENT) BILL (No. XXII of 2018)

After several days of debate on the aforementioned bill, the Honourable Prime Minister has
on the 11 of December 2018, made a motion pursuant to Standing order 55(2) of the
th

Standing Orders of the National assembly that the committee stage of The Constitution
(Amendment) Bill (No. XXII of 2018) be taken at a later sitting.

The process is therefore still live. I am of the view that it is in the national interest for all
Honourable Members of Parliament to be in presence of all relevant information before the
aforementioned bill is called again for the committee stage for a vote.

In light of recent developments at the House of Commons where;

(a) advice tendered by the Attorney General of the Government of the United Kingdom was
made public following a motion in the House, and

(b) the government was held to be in contempt for not disclosing the advice in full;

I would be grateful if you could have the following motion inserted in my name;

“That the comments of the Electoral Commissioner and that of the Electoral
Supervisory Commissioner in line with Section 41 (3) of the Constitution in
relation to The Constitution (Amendment) Bill (No. XXII of 2018) be laid
before Parliament.”

I hope that this motion will be placed on the agenda of the National Assembly as a
matter of priority as per parliamentary custom and practice. I humbly request you Madam
Speaker to take note of the recent events at the House of Commons in relation to the Brexit
matter where Priority was given to a similar motion.
