Training Modules of SMC

Background:
Every School Management Committee, as per subsection (i) of section 21, prepared a School
Development Plan1 as prescribed. The SMCs act as a support system to ensure that provisions
pertaining to duties of the teachers as well as prohibition of ban on private tuition are fulfilled.
Planning and implementation on School Development through SMC in all schools are closely
monitored by the community.
Sarva Shiksha Abhiyan, or SSA, is an Indian Government programme aimed at the
universalisation of elementary education “in a time bound manner”, as mandated by the 86th
Amendment to the Constitution of India making free and compulsory education to children
between the ages of 6 to 14 as a fundamental right.
Going few steps beyond community participation as done under the SSA, the RTE Act emphasises
on the need for reconstructing and strengthening SMC at school level.

Development of Training Modules:


The training manual is aimed at providing a basic guide for the training of School Management
Committees (SMC). The manual is, therefore, focus on the practical reality that the SMCs are
faced with in executing their roles and responsibilities as is expected by law.

Objectives of Training Modules:


1. Equip SMC with skills to perform their roles and responsibilities effectively.
2. Stress the importance of good leadership as a catalyst for good school governance.

to improve school management; enhance the participation of parents in the management of
community schools; improve access, retention and school attendance; build trust in the
community; utilize participatory planning as well as mobilise resources and monitor school
finances, etc.
4. Enhance the capabilities and competencies of SMC members in record keeping,
bookkeeping, planning, implementation, and monitoring of school programmes.
5. Outline the approaches that SMCs could adopt to improve the quality of teaching and
learning in basic schools.
6. Promote basic understanding of child labour and needed interventions to address the
problem of child labour in their communities.

SDP is a strategic plan document covering all the activities of the school based on its status to achieve
the targeted objectives in targeted timeframe with appropriate strategies and plan of action and
encompasses development in all aspects of the school including infrastructure, a playground, playing
materials, a beautiful garden, a conducive learning environment in school, Mid-day Meal, library etc.
7. Equip SMCs to improve pupil’s access to and participation in education delivery.

Assistance and Evaluations:


MHRD’s national survey undertaken through the National University of Educational Planning and
Administration (NUEPA) in 14 states, to make an “assessment” of the functioning of these
Committees in school management and training of the members of the committee, indicates that
for enhancing the committee participation, committees such as Village Education Committees
(VECs), School Development and Monitoring Committees (SDMCs), Parent Teacher Association
(PTA), etc. have been set up in every state.
Efforts are made for the involvement of these committees in the management and supervision of
elementary education under SSA. SSA provides for capacity building of the committee members
to an extent.
The said study attempted to reflect the following aspects of community mobilization2 under SSA.
1) To study policies and procedures regarding formation and composition of the committees.
2) To examine the expected and actual roles and functions of the committees.
3) To study initiatives towards capacity building of the committee members.
4) To suggest measures for effective functioning of the committees

Community mobilization is the action of bringing resources into use for a purpose.
Forms of Training Modules:

1. System Administration and Management Module


The school administration is most important part of the school. To manage school day to day
activities is very difficult for the school administration department. This system administration
software enables administrators to manage user information along with their privileges and
access rights. Administrators can further manage records, configure rules, generate reports, and
synchronize and administer databases with this system school administration system. Another

2. Records and Profiles Management Module

3. Timetable Generation and Updates Module

creates one with its timetable generation tool. It also considers the availability of teachers and
other resources while creating timetable. Moreover, changes can be easily made in the
timetable as and when necessary depending on the availability of teachers, substitutes, students,
technicians, classrooms and lessons.

4. Substitute Management Module

As is the case with all professionals, teachers also take a few days off due to several reasons.
Substitute teachers take their classes on such days. This activity, however, requires prior
knowledge of teachers going to take leave as well as information on the substitutes available
on those days. Substitute management can effectively take care of all such information. This
substitute management system will incorporate these information in the existing timetable to
quickly generate a new one.

5. Fee Management Module


Fee collection and management is one of the critical processes of a school. School fee
management software stores all fee-related information along with the frequency at which it is
collected. Students, parents and teachers have restricted access to this fee management portal.
Students and parents can view only information related to their own fee.
Administrators can easily use this school fee management module to create dynamic fee
structures defining the type of fee to be collected from a specific grade and the time of
collection. It also generates a complete summary of payable fees and collected amount. In
addition, with this school fee management module, daily fee collection reports can be made
available to the concerned staff.

6. Attendance Management

With Attendance Management Software, student and teacher attendance becomes very easy to

this module. This module also takes into account those practical exams that have to be lined at
the end of the examination schedule. It also gives the option to define whether the exam results
will be shown as marks or grades.

8. Grades Management Module


After the exams are over and after the teachers have corrected the copies, they can simply log
on to the grade management system and upload each student's scores. Exam results also appear
in the form of charts with the option of viewing it as vertical bar chart, horizontal bar chart or
pie chart. Students, parents and administrative staff can view the scores on this grades
management portal.

9. Library Management Module


School library management is a labour-intensive and time-consuming activity. School

catalogue books and maintain records of issued, reissued and overdue books. It also enables to
capture date of issue and return.
