Background

•In 2006, RVS and Prince of Peace Lutheran School begin


partnership
•In 2010, a long-term agreement was reached, making Prince
of Peace Lutheran School a program of choice within RVS
• The Lutheran Church retained ownership of the school facility
• School staff members are RVS employees
Background
•Lutheran Church Canada Alberta-British Columbia District
Church Extension Fund (CEF) and District Investments Ltd. (DIL)
funded the Prince of Peace development in the 90s
•In Jan 2015 the CEF and DIL were granted protection against
bankruptcy and other proceedings
• Deloitte LLP was appointed as Monitor
• SAGE Properties Corp. was created
SAGE Properties is a private corporation based in Calgary, Alberta. SAGE serves investors by
managing marquee assets expertly, and efficiently, with a focus on value for investors and compliance.
Background
•One-year lease agreement signed with SAGE Properties, later
extended until the end of the 2018-2019 school year
•Alberta Government asked, twice, by RVS to purchase the school
but has been denied each time
•SAGE approached by RVS to extend the lease for a further two
years, but no agreement has been reached
•SAGE applying for subdivision of the lands to Rocky View
County
Background - School Closure and/or Transfer Process
•Closure of Schools Regulation (AR238/1997) and Board Policy 15 -
School Closures give guidance on how to proceed
•A Board may:
• close a school permanently or for a specified period of time,
• close entirely three or more consecutive grades in a school, or
• transfer all students from one school building to one or more other school
buildings on a permanent basis.
•Given uncertainty that RVS will have a building to house the program,
the jurisdiction has initiated a consultation process to review all options,
including the possibility of a program transfer/school closure.
Background - Current Student Demographics
•469 students attending Prince of Peace Lutheran School as of
September 30, 2018
•147 students reside in RVS boundaries
• 35 students live in East Lake’s (K-9) attendance area
• 39 students live in Chestermere Lake Middle’s (6-9) attendance area
• 43 students live in Prairie Waters’ (K-5) attendance area
• 22 students live in Rainbow Creek’s (K-5) attendance area
• 5 students live in Langdon’s attendance areas
• 3 students live in Airdrie’s attendance areas

•322 students live out of RVS boundaries – predominately Calgary

Option 1 - Lease or Purchase School
• All students stay together

Option 2 – Move Program & Resident Students to Existing RVS School


• 147 resident students move to new RVS school
• 322 non-resident students return to Calgary/other school

•Option 3 – Program and School Closure


• All students return to designated school
Option 1: Lease or Purchase School
•RVS and SAGE continue to have dialogue about the future of
the site/school. Under discussion are:
• Securing a lease beyond summer 2019
• Purchasing the school without the support of Alberta Government
• Final sale price would need to reflect that school requires extensive
upgrades
• RVS would need to secure funds for the purchase

Impact on Non-Resident Students

• Calgary Public (CBE) and Calgary Catholic (CCSD) informed of
potential school closure due to lack of a facility
• Parents could reach out to CBE and CCSD about a program of
choice
• RVS would work with the receiving schools to ensure smooth
transitions for students
Option 3: Program/School Closure
•Close the school, eliminate the program of choice and
return ALL students to their designated schools based on
residence
•Re-establish a Christian program in the area when new
schools open in the area
