on and off the football field. This is absolutely a fitting
tribute for a christina and Delaware legend.

Re: RFI - Middle School Honors Academy – Traffic Control

A member of the Board of Education requested information on traffic control to the entrances and exits
of the Christiana Middle School Honors Academy (CMSHA). Apparently, it was reported that staff might
have been stopping and directing traffic in and out of the side parking lot. Additional information was
requested due to the possible traffic concerns with the growth of the CMSHA.

The CMSHA is located on Salem Church Road, which is a two-lane roadway with unimproved shoulders
and has two traffic lights near the school. Currently, Christiana High School has six crossing guards and
every year the district, transportation and the Crossing Guard Unit reviews concerns to make the entire
area safe for pedestrian and vehicular traffic.

On Monday, September 17, I responded to the CMSHA and met with an administrator regarding this
issue. The administrator advised me that they had tried on a few occasions to assist parents into the side
parking lot. As of this communication, that practice has stopped.

On Monday, September 17, I contacted and spoke with one of the New Castle County Crossing Guard Unit
Supervisors to request an additional crossing guard in this area to the CMSHA as well to review the area
for present and future requests. The request at this time is being evaluated and the NCC Crossing Guard
Unit Supervisor stated they would provide a response by Friday.

On Thursday, September 20, the NCC Crossing Guard Unit Supervisor advised the district that she did
respond to the CMSHA and spoke with an administrator, a staff person and her crossing guards. After a
request from the district and a review of this area, the NCC Crossing Guard Unit Supervisor reported that
an additional crossing guard will be placed at the furthest entrance to the CMSHA. The NCC Crossing
Guard Unit Supervisor also advised that it will take appropriately one week for the placement to occur
and the crossing guard should be in place by Monday, October 1.

As for the growth of the CMSHA , the district, transportation and the NCC Crossing Guard Unit will be in
discussions as far as the best deployment of resources to make pedestrian and vehicular traffic safe in this
area.

Also attached to this RFI are locations for our Christina Schools that fall under the NCC Crossing Guard
Unit. This information is reviewed every November and placed into the New Castle County Government
budget.

The below information is in response to the RFI – follow up on technology in secondary schools - email received,
Wednesday, September 12, 2018. Please understand that the actions outlined within this document are aligned
with expected expansion of the 1:1 iPad initiative launched by the district in 2015. The utilization of federal funding
allowed for expansion without the need to utilize local funds or await a referendum.

The request to not take liberties when referencing the Strategic Plan has been noted and documentation from this
date forth will be extracted exactly from the approved plan.

 What work transpired over the last 5 days to turn this endeavor from tentative in nature to a situation where
staff is communicating to families that this is definitely happening and soon?
o From the date in which the original information was requested to the time in which Mrs. Paige
attended the Kirk open house, the district received information that the request to repurpose
federal funding had been approved. This has not been formally announced to Middle School
principals. To date the district has only committed to the previously stated plan to provide each
middle school with technology for 6th and 7th grade students. With the notification of the approved
repurposed funds, the district in now in a position to provide devices to 6 th, 7th and 8th grade
students.

 What PD has staff been provided on the use of the Chromebook? What PD has staff been provided on how
to implement 1:1 technology in the classroom?
o As a proactive measure, the Department of Curriculum, Instruction and Assessment has allocated
two positions that will focus on educational technology enhancement and professional
development for instructors and building leaders. These two positions are supported through the
Consolidated Grant.

 What is the plan for ongoing PD in support on this effort?


o Dr. Moody will work closely with the Technology Specialist and Instructional Coach to cultivate a 2
year PD plan that will ensure that administrators, Specialists, Instructional Coaches as well as
School–based technology leaders are engaged in learning opportunities that align with specified
educational enhancement and enrichment opportunities that support the district’s approved
curriculum.
o Additionally, Dr. Moody will be working with the Technology Department, New Teacher Coach (es)
and building leaders to assure onboarding of new staff.

 What community input has been sought on this effort?


o The conversation to explore Chromebooks/laptops was initiated as a response to comments made
at Public Forums and Strategic Plan Development Committees. No formal parent forums were
held regarding this isolated action item.

 What is the communication plan for families surrounding this initiative?


o The Department of Curriculum, Instruction and Assessment is working collaboratively with the
Department of Technology and the Department of Marketing to secure appropriate and accurate
information that outlines the alignment of the device with traditional curriculum materials, and a
family friendly guide outlining the safe guards to protect the device. We will utilize documentation
that was crafted by the district during the IPad mini distribution.

 Cost for initial implementation:


2016 1:1 iPad pilot for 5th.
 Winter of 2015: Phil Keefer requested a meeting with Technology, Instruction and
Building Principals to discuss the use of Title funds. Through various conversations,
several ideas emerged around 1:1 technology for CSD students. Upon reviewing the
funding allocation and parameters associated with implementation, it was decided by
these individuals that the district would pilot the concept of 1:1 technology through the
utilization of IPad with 5th grade students.
 The projected was initiated and rolled out in Fall 2016.
 Purchased: 1500 IPad mini’s along with cases, carts, and apple TV’s to support the
instruction in each class.
 50 Smart panels were also purchased with the program.
 Printers for each classroom were also ordered to facilitate the program.
 Funding was solely through Title I
 Total cost of the project was approximately $475,000

2017 Laptop initiative 6th grade.


 Fall of 2016: Phil Keefer indicated Title I funds were again going to be available to assist
with CSD student body devices, but the funds were limited and would not be enough to
continue the previous year’s iPad initiative. Through various conversations with Senior
Directors, a decision was made to provide our middle schools with technology for 6th
grade students. Funding allowed for the ability of each core content teacher to have a
laptop cart so that when student were in their classrooms, each student would have the
ability to access a laptop in order to enhance the educational setting as prescribed by the
instructor.
 The project was initiated in late 2016 with an early 2017 rollout
 Purchased: 1100 Dell Latitudes, with carts.
 Funding was solely through Tile I
 Total cost of the project was $355,000

2018 Chromebook Initiative 7th and 8th grade.


 June of 2018: It was determined that the available Title I funding for the coming year
would be significantly greater than normal. Conversations with Instructional leadership,
building principals, and technology began taking shape around building on the success

of the 2015 IPad 1:1 initiative but aligning ourselves more with student needs and
industry and state standards. Having the funds to accomplish a more robust 1:1, all
parties were in agreement that Chromebooks would be the device of choice.
 The team solidified the concept to Purchase 2600 Chromebooks, and charging carts that
would align with 7th grade teaching and learning needs; while purchasing additional Dell
Latitudes laptops to support a comprehensive 1:1 plan at the 6 th grade level.
 HP G5 14 is the device being considered.
 All funding is through Title I
 Total cost of the project is estimated at this time at around $700,000
 September 2018: An internal audit of Title I funding was completed and additional
resources were located. Through conversations with Technology, Teaching and Learning
and building leaders, a decision was made to request a repurpose of Title I funds
(748,042.00) in order to accelerate the technology enhancement initiative by one year.
If funding was approved the district would be in a position to facilitate the following:
o Grade 5 = iPad mini
o Grade 6= Chromebook
o Grade 7 = Chromebook
o Grade 8 = Laptops

 What is the cost to maintain and sustain over the next 3 years? Five years?
o Chromebooks have few moving parts, and generate little heat. Life expectancy of five years is not
unrealistic; as long as they are treated appropriately. Once it is determined whether we will make
the units available for home use, families will be required to participate in a Chromebook
Protection Plan. The plan will likely have a non-refundable fee of $20 (similar to Red Clay). The
fee will cover accidental damages, theft or loss due to an act of nature. The plan will have
deductible (based on # of claims per student). The fees generated will be utilized to support the
program.

 What are the plans beyond chrome books for grades 6, 7 and laptops for grades 8?
o The Department of Curriculum, Instruction and Assessment will continue to collaborate with
technology and school leaders to explore the districts capacity to expand the current technology
plan in order to provide technology enhancement opportunities for students at the high school
level as well as investigating the appropriate device and utilization for students in 3rd and 4th grade.

 The differentiation of devices between middle school grades


o The differentiation of the devices is being cultivated by the districts recent exploration of the
utilization of the Chromebook and the feasibility of its capability within the CSD infrastructure. To
date, the Department of Technology supports the utilization of the Chromebooks; therefore, from
this point forward Chromebooks will be the primary device for all middle school students. The
district, in its exploration to determine options for our high school students, will identify a device
that is in alignment with the instructional sophistication of the high school curriculum.

 What is the specific source of funds?


o Federal Funds: Title I

 Is this happening at all 4 middle schools or just Kirk?


o All five middle schools programs are a part of the initiative.

 What plans or tentative plans are in place for the high schools?
o As previously noted, The Department of Curriculum, Instruction and Assessment will continue to
collaborate with technology and school leaders to explore the districts capacity to expand the
current technology plan in order to provide technology enhancement opportunities for students
at the high school level.

 What analysis and input has been received from our technology department?
o The Department of Curriculum, Instruction and Assessment has counseled with and relied on the
expertise of the CSD technology department in all technology matters.

 What technology infrastructure upgrades are required to ensure that device usage in the buildings will be
supported?
o No upgrades are required to support; however, technology is in the process of upgrading the entire
district Wi-Fi network with a projected completion date prior to the Chromebook initiatives launch.

 Who is responsible for any damage to devices? Parents? Students? Staff?


o The devices come with a 1 year factory warranty, along with the idea that we would implement an
insurance policy that would cover all other damages beyond the normal warranty coverage.

o Repair and replacement will be covered by the insurance policy, along with spares the technology
department will provide when the device is out for repair or replacement.

o Additional staff members are not required to support this project, but as the fastest growing
technology area in Education, the need for additional support will be necessary

 What is being done to ensure equal access to learning for students who will not have access to ebooks at
home?
o Students will have access in our schools. There are numerous wireless “Hot Spots” such as public
libraries, McDonalds, and other vendors. Locations can be found at http://openwifispots.com/.
o Students will be able to view Google documents, spreadsheets, presentations, and drawing
without an internet connection. (Edit capability as well).

 Given all day access to screens and screen time often being required to complete homework, what
consideration has been given to medical guidance for less time screen time and not more?
o As a part of the district professional development plan as well as communication with school
leaders, emphasis will be placed on the fundamental belief that technology is a supplemental
instructional tool and should never replace the critical value of the instructor therefore should
never encompass the entirety of an instructional setting. Guidance, similar to what is provided
now, will be provided in terms of the rationale and utilization of homework understanding that
access is a critical component when assigning external aspects to the lesson. This philosophy
should be in place regardless of this initiative. Several members of the department did question
the time in which students are accessing a technology platform and reviewed documentation from
the American Academy of Pediatrics.

 What consideration has been given to evidence that reading retention is proven to be better when
consuming content from printed material vs. digital material?
o The introduction of the technology in the classroom is not to replace the approved printed
curriculum materials or the critical component of the interaction between adult and student,
student and student or student to printed material. This initiative is an opportunity to provide
avenues for students to interact, engage and view concepts, ideas, and locations in a more
diversified manner. The district does not advacate the abandonment of the traditional reader,
novel or the utilization of paper and pencil. We, as leaders in the district, understand that learning
is dimensional and that all domains must be present in the classroom for all to have equal access
and the opportunity to grow within the educational construct.

 What safe guards are being put in place to ensure that all content accessed is safe and appropriate?
o We will utilize the existing safe guard we use every day, and have been in place for the last 20
years; technology managed firewall, state content filtering along with safe search and the state
firewall. An agreement will be required, executed by Student and Parent/Guardian. This
agreement will contain language recognizing that the district makes reasonable attempts to
provide a safe computing environment for students within the district’s network at school, or
accessing the district’s network from outside of school. The agreement will further state that is
impossible to guarantee students will not gain access to information and communications that
they and/or parents/guardians may find inappropriate, offensive, objectionable or controversial.
Parents/ Guardian will acknowledge their responsibility to review materials provided by the school
to ensure they understand the responsibility of the school, the student, and the
Parent/Guardian. The Parent/Guardian agrees to discuss at home the acceptable and
unacceptable uses of the device in accordance with district policies.

 Are curricula for advanced programs (e.g. Cambridge) supported with the shift to 1:1 technology?
o Yes, all academic programming is valued; therefore, all programs within the district have been
considered.

 How will special education students and IEPs by this move?

Re: Disaster Relief for Homeless Children and Youth

The District received a grant (Disaster Relief for Homeless Children and Youth) from the Department of
Education in the amount of $58,500. The time available for use of the funding is limited (End date 12/31),
providing vendors and the State 60 days to process all outstanding invoices. The grant application
provides ~50% for Mentoring, Counseling and Tutoring.

To maximize the amount of time available to provide these services, we felt it necessary to authorize a
contract, with Duffy’s Hope, Inc., prior to the October Board meeting. The contract amount is $25,000.
We will bring the contract to the Board for confirmation in October.
