WHAT IS OUR MOVEMENT...

Our Movement DOES NOT HAVE LEADERS – PRESIDENTS – VICE-CHAIRMEN – SECRETARIES – CEOS – POLITICIANS –
MEMBERS OF THE PARLIAMENT.

Our movement consists of Hellenes and is addressed to Hellenes and all Nations living on the planet.
Our thoughts have one, unique centre called HELLENE – HELLAS – HELLENISM.
Only for the Hellenes in origin and in race.
Our proposal, of course, can be copied and used by any other nation for as it sees fit for it’s benefits.

We have decided to remain anonymous until national elections are held in Hellas.
Our movement has to do with ideas rather than faces.
Our idea is based on Hellenic values and the democratic way of government.
We have taken elements of governance that are currently active around the globe and we are trying to adopt them
to our own society (Switzerland: Constitution & Governance, Sweden: Education, Oman: Foreign Nationals, etc.).
We have also studied the founding law of Hellas, which is the Constitution and all current laws, codes, and
regulations that are in accordance with it.

With our movement, we seek to promote benefits and not to cause harm.
We are not a political party because a party does not belong to democracy and to democratic ideals.
We are the bearers of an idea.

This is the sole reason THAT THERE IS NOONE WHICH REPRESENTS US.

WE DO NOT HAVE A LEADER, EXECUTIVES, SECRETARIES OR ANY MEMBERS OF THE PARLIAMENT OR

REPRESENTATIVES.

Know that if anyone appears, HE DOES NOT REPRESENT US.

We do not have offices.
We do not have a phone.
We do not have email.

WE ARE NOBODY, BECAUSE OUR IDEAS DO NOT HAVE A FACE AND DO NOT BELONG TO ANYONE.
IDEAS AND KNOWLEDGE BELONG TO ALL.
WE DO NOT WANT MEMBERS, OR FOLLOWERS.
WE DO NOT REQUESTING SUBSCRIPTION.
WE DO NOT ACCEPT DONATIONS OR FINANCING.
We have decided not to appear until the political system declares national elections.

THEN AND ONLY THEN, through democratic procedures, will be asked from all of us/you, following this idea, to
nominate your regional representative or representatives, who will participate in elections as candidate/candidates
AND ONLY FOR THE SOLE PURPOSE OF OUR DECLARATION.

Then those who are candidates, will have to take an oath.

This is the way the system works at this time and we cannot change that! We do not want to have riots, or some sort
of revolution, but we want to modify the system, within the way the system works.
Only to get represented in the parliament, to change the way of governance and to move smoothly to what is
defined in our declaration.

We all know and understand what’s good.

We all know and understand that our well being, is also good for each of our fellow humans and that whatever is
good for everybody is also good for our society, and nation.
We will translate our declaration and our idea into as many languages as we can, to make it known to all nations
across the globe.
 OATH

As a Hellene I take an oath in front of Hellenism, Hellenic nation and fellows and partners, and I pledge myself to
everything that follows:

My sole purpose is the restoration, establishment and preservation of the values and principles governing Hellenism,
justice, freedom, equality, and parity by the measure of virtue.

I am Hellene in origin and in gene.

I dont belong or participate in any religion, team, (freemason) hall, political movement, party or anything else that is
opposite with the principals of Hellas and Hellenism.

To defend what’s just, to preserve the laws and the parity that are agreed upon with the constitution of Hellas and I
will not allow anyone to abuse the right or the rights of my fellow citizens.

To preserve the constitution, the rights and the liberties that are defined by it, mostly for the equality of humans and
to take care of its exact enforcement and improvement.

To protect everything mentionted above, as the principles of Hellenes and Hellenism, through life and to impart
them to my fellows and all the people, especially to the young. To always explain the way of correct admnistration
that results from them.

Never to serve selfish interests, nor to accept or give in to pressure from anywhere and any sector they might come
from and to only serve the benefits of the Hellenes, Hellas and Hellenism.

To defend even with my own life, if it’s necessary, the National independence, the unity, and the integrity of my
country and nation, and against everyone that is a national threat.

The current oath after it was read aloud and understood by the oath taker and the witnesses that attended its
reading, was signed and fingerprinted by the oath taker.

END OF NATIONAL PARLIAMENTARY ELECTIONS

IMMEDIATE GOVERMENT THROUGH REFERENDUMS.

Right now we have 325 municipalities that are going to stay the way they are.

ADMINISTRATION METHOD AND REGULATIONS – ROLE OF REPRESENTATIVES / MINISTERS

Every two years (or even sooner if needed) local elections at municipal level.

Elections will bring out two bodies: legislative and administrative.

Legislative Body
The legislative for 10 people out of which 2 will have the role of the member (representative) of the parliament to
impose the will of the citizens (which came through referendums) into the central government in order to be
implemented or into the parliament to enact law. (at every meeting one of the two must be present)

REPRESENTATIVES WILL HAVE NO RIGHT TO VOTE IN THE PARLIAMENT

But they will have the right of the appeal a decision of other municipalty that is against the benefits of their own
municipality.

The legislative body will not get paid. But their travel expenses from and to their region will be covered by the
ministry of transportation.

Administrative Body
The administrative will be composed of 20 people that must have completed at least tertiary education.

8 of them will be in the disposal of central government and the other 12 will remain in the municipality.
 From the remaining 12 in the municipality will be voted, through refenderum on a regional level where their
municipality belongs to, the regional-governor and the vice regional-governor.

The 8, which will be in the disposal of government, will be voted though a national refenderum this time, will be
defined the 8+1 Ministers and the remaining 8 which will be deputy ministers.

The ministers will alternate as prime ministers every three months.

No one will have the right to a second service as prime minister, within two years.

The 12 remaining in the municipality will rotate to the position of mayor every two months each.

No one will have the right to a second service as mayor, within two years.

The maximum one can belong to the Administrative Body is 4 years without having the right again.

However, he would be allowed to remain as a simple employee (without the right to occupy an administration
position) to the government after the end of his service (For perhaps being extraordinary).

The administrative body will be remunerated.

EVERYBODY COULD BE REVOCED IMMEDIATELY

IF THE REVOCATION IS ABOUT A SUBJECT OF CORRUPTION OR A PUBLIC WEALTH WASTE, THE FORTUNE OF THIS
PERSON WILL GET CONFISCATED (Details can be found in the declaration)

RAISING REFERENDUM TOPICS – METHOD AND REGULATIONS

OF REFERENDUM
A subject can be in a public consultation and in referendum as:

A village with up to 500 population, minimum from 15 residents.

A village from 500 up to 1000 population, minimum from 30 residents.

A village with from 1000 and above, minimum from 50 residents.

A municipality minimum from 150 residents.

A region minimum fron 500 residents.

On every subject the municipality or the region are obligated, for finding of a solution, to use people from the
administrative body, which will study the subject and offer at least 2 solutions, which will be presented to every
citizen through media, in order for the citizen to find out which solution is the best through referendum.

In any matter of territory the way will be the same.

Way of referendum – Ministry of Internal Affairs

Code of municipalities and communities 3463 article 216.

Every Hellen will be able to vote in any appropriate manner he/she thinks fit, from anywhere in the world.

Using only their social security number, (which is unique for everybody).
 With 3 ways:

At the website of the Ministry of Internal Affairs.

Through telephone in a phone service (automated) from the ministry that will exist for that purpose.
In any public office
Abolition of municipal districts called “municipal units” or “communities”.

These regions will be divided into:

THRACE – MACEDONIA – EPIRUS – THESSALY – EVIA – EAST STEREA – WESTERN STEREA – PELOPONESE – IONIAN –
NORTH AEGEAN – SOUTH AEGEAN – CRETE

MUNICIPALITIES AND REGIONS WILL BECOME AGAIN SELF-GOVERNED

ΤΟTAL PERIOD OF IMPLEMENTATION FROM ELECTION DAY

AND PRACTICE OF GOVERNANCE: 2 YEARS
MINISTRY OF INTERNAL AFFAIRS
DEPARTMENT OF JUCTICE

Creation of a body of judges and prosecutors within the police stations.

Any litigation will be checked and resolved at that time.

Any lawsuit/indictment the same as well.

In case of any UNREASONABLE litigation or indictment, the indicter will be imprisoned by the process of flagrant for
10 days.

Under no circumstances should any trial’s length exceed the limitation of the two-month period.

Full independence of the judiciary, cessation of all political heads in the judiciary body, and cessation of the
appointment of senior judges by the political leadership.

Top-level judges will be appointed by the judges, but their appointment for the position they have proposed should
be voted on, through a referendum, in which 90% of voters should have taken part.

Voters on this issue will be strictly and only those who are related to it. (prosecutors – judges – lawyers –
messengers – workers in the judiciary).

Penalties and imprisonments will be executed in full when they are related to crimes against life, human, state
(without any exit permits, any penalty reductions, any grace, any penalty reduction for previous honest livelihood).

Prisoners of simple criminal law will be compulsorily employed in education and training and, after that, may be
released from prison.

All foreign aliens or criminals will go to special prisons and after their sentence they will be promoted to their
country of origin.
 STAFF EVALUATION
Immediate evaluation of public sector personnel.

In the case of inadequate training, the official is obliged to re-educate himself / herself or with his / her consent, to
change his / her placement in another job according to his or her abilities.

If (s)he gets evaluated as unfit for any job (s)he will be compensated and will leave his/her job.

PREVIOUS YEARS CHECK – HOLDING POLITICIANS RESPONSIBLE

Immediate cessation of parliamentary or any other immunity for all.

Control of past political leaderships and governments over 120 years.

Control of corruption cases at a depth of 60 years.

Control of State Officers (Deputy Chiefs – Service Chiefs) at a depth of 60 years.

Control of electors (mayors – deputy mayors – prefectures – provinces) at a depth of 60 years.

In case of guilt, the property of the person and his / her immediate family (Spouse – children) will be immediately
seized in Hellas and abroad.

Immediate cessation of work without compensation.

Living expenses will now be covered by the state until the defendant’s case is finalized.

Lawyers and court costs will be fully covered by the state.

Attorney will be appointed by random draw (From the list of lawyers appointed by the judiciary) and in no case will
be defined by the accused.

The attorney’s fee will be the maximum that the state has set.

If the innocence of the accused get proved, all seized property and wealth will be reimbursed and returned.

If his guilt is established, his property (Property and real estate) will be completely confiscated, (s)he will be expelled
from his / her political right along with his/her immediate family, and will not be able to occupy any position in
public services.

They will also cease to receive the dividend from government stocks and they will have to live through their work
which, of course, will be tax free as for all other Hellenes.

ALIENS / FOREIGNERS
Every foreigner will be welcomed to the country if and only if:

He/she speaks the Hellenic language

 He/She is fluent in the Hellenic language at a satisfactory level (he/she will also be examined and if he/she fails at
speaking and writing, he/she will be obliged to enroll in an integration course funded by themselves).

Provide a financial guarantee in favor of the Hellenic state of the amount of 250,000 euros (2018 price).

He/She is not prosecuted in his country.

He/She brings the fund to establish a business.

He/She will be obligated to co-operate with only one native Hellene in origin and race (Hellene 51% – Foreigner 49%)
and returns each month the percentage to the Hellene who is not obliged to work in the company.

Obligations and rights of foreigners:

He/She has no political right in Hellas.

He/She has no right of ownership.

Tax free work.

He/She can transfer his/her money to Hellas and abroad for free.

Everyone living in Hellas since before 2000 are not required to pay the guarantee of 250.000, but they are obligated
to cooperate with a Hellene.

Anyone who is married with a Hellene, have to transfer to their husband/wife or their children their real estate
property.

Families made up only from foreigners who own property in Hellas may not transfer, sell or inherit to any other than
Hellene to their origin and race, any or all of their property.

FOREIGN SCIENTISTS
Free stay in Hellas up to 5 years.

Work is allowed only at university or other educational institutions.

If they want to stay in Hellas for more than 5 years, they must have demonstrated their line work through their
specialty, which should have helped Hellenism and Hellas in general.

FOREIGN WORKERS
Only under a transnational agreement.

Maximum stay of 2 years.

Obligated for the accommodation – sustenance – insurance – healthcare, is their employer.

Salary payment in their own countries.

Accommodation and living only in places made available by the employer.

 DOMESTIC AND FOREIGN BUSINESS
The types of businesses that will have the right to own, use and acquire land and buildings are only the:

Individual enterprise – general partnership – limited partnership, only if they belong to Hellenes in origin and race
who are exclusively residents of Hellas.

In case of a foreigner only renting is allowed.

Limited liability companies and limited companies will only be entitled to ownership of the building and not of the
land, and only if 51% belongs to Hellenes in origin and race.

Companies that belongs to foreigners, have no right of ownership, but only renting.

Purely foreign owned companies ready to be activated or already activated in Hellas, 100% of their employees
should be Hellenes in origin and race from Hellas or abroad (Hellenes who had moved to another country for any
reason and of any age).

Helenes will be forbidden to engage in manual work unless they agree with the nature of the work.

MINISTRY OF CULTURE
Free healthcare for all Hellenes.

Free education for all Hellenes. (Constitution article 16)

Change of learning system and from a “training” system will be transformed to an educational system (focused on
skills and competences, without limitations) and a lifelong learning system.

Removal of insurance funds, direct transfer of their wealth (real estate and chattel property) to the state.

Return-refund of all deductions-contributions from all years of work directly to the beneficiary’s account.

Immediate listing of all Hellenic antiquities around the world wherever they are kept or displayed.

Termination of licenses for the possession or collection of antiquities and return them to the state.

Tracking foreign auctions selling Hellenic antiquities and launching global judicials to stop the auction and return the
item(s) to Hellas.

Demanding of countries that have and exhibit in their museums ancient Hellenic objects to make copies and return
the originals.

Direct appointment of teachers to their place of origin.

Direct appointment of doctors and nurses to their place of origin.

Return of properties and real estate to this ministry as will be explained in the next topic.
 RELIGIONS – SECTS – GROUPS – HALLS – ASSOCIATIONS
(which operate with hierarchy degrees)
On the basis of human freedom, everyone is and will be free and unrestricted to follow what he believes and where
he thinks he wants to be. (Constitution Article 13)

Any real estate and chattel property of them will fall under state’s possession.

60% will be attributed to the Ministry of Culture.

20% will be assigned to the Ministry of National Defense.

And 20% will be assigned to the Ministry of Finance.

The state will not have the right to change the use of temples or places of worship, and it should be given the right to
be used indefinitely and unhesitatingly.

This can only be changed if the space is shut down and the user accepts that it no longer needs it.

Any donation of land or real estate from third parties to them will be given to the state on condition that it is to be
used (and not acquired) by them and will be attributed directly.

Immediate cessation of funding, subsidies and payment of workers to all of these organisations.

Any act, gathering, operation or worship will only take place in these places and will be prohibited in any other public
space or other public spaces unless it is rented or assigned for that purpose and only with the consent of the
Ministry of Culture.

In any case, there should be no nuisance to the surrounding area or residents.

Obligatory all of them will receive a tax identification number and should pay 50% of their gross revenue to the
state.

EXCEPTION
This excludes Mount Athos, which is Hellenic territory but is self-governed (and will remain self-governed) with its
own institutions.

But it will have to give up its real estate and chattel property beyond its borders, which have been clearly defined for
centuries.

The real estate properties of the monasteries within the boundaries of Mount Athos will remain as they are.

However, any other wealth within the boundaries of Mount Athos must be attributed to the state by 50%.
 MINISTRY OF FINANCE

CURRENCY
Two parallel currencies, national and international..

Within the country, transactions will take place only in national currency.

National currency will exist alongside Euro.

International transactions with other countries, will take place in Euro.

Transactions of foreigners (tourists – visitors – businessmen) will take place in either of them.

INTERESTS – DEPOSITS
Cessation and prohibition of interest on money and wealth.

Free and tax free deposits.

One unique account for every citizen.

The companies / businesses will have just one account, the number will be the same as the business registration
number.

CHANGES
Immediate state debt zeroing for every Hellene.

Tax id number removal.

Immediate withdrawal of all licenses of banking institutions (including the Bank of Hellas).

Transfer of their real estate and chattel property to the state.

Immediate re-opening/re-founding of a single bank under the name of Hellenic National Bank.

Every Hellene through his/her unique number of social security AMKA will obtain a new account and all of his/her
money will be transferred to it.

This bank will have one sole shareholder, the Hellenic State.

In this bank and in the single account of every Hellene will be deposited the money from his state shares.

Immediate bank debt zeroing for every Hellene in origin and gender.

Immediate restoration, restitution, payment or compensation for everything that has been confiscated the last 18
years from the banks against Hellenes in origin and gender.

The tax return system will also take place to this bank and the Ministry of Finance’s account.

Immediate abolition of all tax offices.

 Only the tax offices which are also custom offices will remain and tax collectors will be customs – border guards.
(They will belong to two ministries, the Ministry of Finance and the Ministry of National Defense.)

Immediate registration in the state budget and demand from countries-borrowers, the Hellenic gold and wealth, as
well as their repatriation, as well as loans and war compensations.

TAXES – TAXATION
Pause for every immediate and intermediate tax.

Tax free of all real estate and chattel property.

Only one initial transaction tax (to the importer – manufacturer – producer) 15% for fuels, drinks, cigarettes,
cosmetics.

This tax will be paid in real time through the Hellenic National Bank.

Work will be tax free

Housing, construction and the possession of real estate and chattel property will be tax free.

Every Hellenic product, (except drinks, cigarettes, fuels and cosmetics) will have no tax at any level of their
production.

Imported materials and raw materials, for the manufacturing of products to be exported, will remain tax-free for a
period of 6 months, enough time for their conversion, retrofitting, manufacturing for export. Otherwise, the
importer will be charged and the money will be disbursed directly from his account without having the right to
object.

PARTICIPATION AND STAKEHOLDING OF STATE SHARES

Constitution Article 21 – (Protection of family, marriage, motherhood and childhood, rights of persons with
disabilities and special needs).

Every Hellene in origin and gender, permanent resident of Hellas on the first day of his life will obtain two shares,
that will be nominal and non – transferable and will remain in his possession until the end of his life.

One share from the Ministry of Shipping & Seas and one from the Ministry of Lands

From one day old until the age of eighteen, parents will have the administration of shares.

When the citizen is an adult, an account at the bank will be created and he will obtain his shares.

Each quarter, (s)he will be credited his dividends to his/her account (in the one sole bank working) and receive an
equivalent to the total amount / percentage that will come from state profits and will be 50% of them.

The other 50% will remain with the state for development.
 MINISTRY OF LANDS, ON-LAND & UNDERGROUND WEALTH
Direct recording of land, buildings and state holdings.

Immediate recording of land, buildings and possessions belonging to churches, doctrines, sects, and in their
foundations.

Immediate creation of land registry.

REVISION – IMPROVEMENT OF THE HELLENIC CONSTITUTION

Study undertaking by constitutionalists, scholars of various sciences, as well as distinguished Hellenes in their fields.

Immediate start of consultation of the nation of the Hellenes.

Unique change of each article and not all together.

Presentation at national level through every communication means available of the proposed changes.

Each article will be presented as unique, combined though with everything else, and should be voted on by a
minimum of 75% of the Hellenic people through a referendum.

The revision-improvement of the constitution should take place around a single center point, Hellas.

After the conclusion of this procedure, on each article, all laws, provisions, non-compliant ministerial decisions will
be abolished.
