goal of the competition is to have your car stopped as close as to the
designated finish line (without passing the boundaries). (See the track
image at figure 1)

Figure 1. Race Track

7
b) Each car will be given two attempts to traverse a designated distance
while carrying the specified load. There will be a 30-minute break before
the second attempt begins. The specified load and the designated
distance will be announced to the teams one-hour prior to the start of the
car racing. The distance will be between 14-and 24 m ± 0.005 m and the
load will be about 250-750 ml of water. Each team has to provide their
own container(s).
c) The ICECC technical team will announce each team just prior to the start
of their run. Each team then has :
a) 3 minutes maximum on the preparation table
b) 3 minutes maximum counted from touch starting line, travel the
distance, stop the car
d) At the starting line, one of the team members must explain the car in
general (power source, stopping mechanism, and how to make a goal).
The first two team will be called for entering the waiting area. The first
team will move to the preparation table meanwhile the second team still
wait in the waiting area. After the first team reaches starting line, the
second team is allowed moving to preparation table and the third team
will be called to waiting room. After the measuring activity by technical
team is finished for the first team, the second team is allowed to enter
starting line even though they still have a time in preparation table. The
sequence will be iterated for all participant. If time exceeds the limit on
each point will be given penalty for each point.
e) The only energy source for the propulsion of the car is chemical reaction.
The distance travelled by the car must be controlled by a chemical
reaction and no other means.
f) The teams must use common protective safety tools during the
preparation and the car race. The PPE or Personal Protective Equipment
(Lab coats, gloves, masks and goggles) are organized by the teams.
Technical team has the right to postpone the start of any team race due
to safety doubts at any time. Any team member which is not using the

chemical reaction or to stop the car directly. There can be no mechanical
or electronic timing device(s) to stop the chemical reaction or stop the
car. In addition, electronic devices detecting line, distance, or another
object is not allowed. For example, a constant or draining liquid feed to a
sensing cell that employs an instantaneous reaction (acid base or
precipitation) would not be allowed. Another example would be a liquid
draining out of a vessel to serve as a stop switch. This would be
considered a mechanical timing device and would not be allowed.
XVI. Radioactive classified materials are not permitted.

4.3.3 Penalty
I. The car that goes outside the side boundary will have its distance
measured to where it went out of bounds, and a penalty of 1.0 meters (-
1.0 meters if the car stopped before the target line and +1.0 meters if
the car stopped after the target line) will be added to the measured
distance.
II. If the car goes outside the maximum travel line (26 meters), it will be
disqualified from that round of the competition.
III. All chemical pouring or mixing at the start line area must be done without
spills. Any liquid discharge or drop along from the start line area to the
target line must be prevented. The car that drop liquid (chemicals, oil,
etc.) will be disqualified.
IV. Penalty in each station
a) At the preparation table

8th Indonesia Chem-E-Car Competition Safety Rules 2019

1. SCOPE
This is a safety rule for 8th Indonesia Chem-E-Car Competition 2019
(ICECC). These pages consist of what participant will be supposed to do during
ICECC related with car’s safety operation and safety behavior. Also, in ICECC
2019 will be held a safety inspection and chemical preparation before car
performance competition. Make sure you read this rule carefully to understand
all activities during ICECC 2019.

2. PHYSICAL INSPECTION
During this inspection, an audit team will inspect each car to insure that
all of the safety requirements have been met and that the car will operate
without risk to the operators, contest staff, and spectators. If the audit team
deems the car safe to operate, then the car will be given permission to
compete. On the day of the competition, the safety audit team will be checking
for the following:
a) All hydrogen used on the cars (for instance with fuel cells) must be
generated on-site or on the car keeping the pressure below 5 psig (0.345
bar).
b) Illegal Chemical Storage
Chemicals must not be stored in hotel rooms or other facilities not rated for
chemical storage. The exception to this rule is common house hold items
including baking soda, salt, etc.
c) Illegal Testing of Cars
Testing of cars must only be done in a laboratory or other facility with
chemical handling capability. Testing in hotel or dorm hallways, warehouses,
or other facilities that are not designed for chemical handling is not allowed.
No mixing of chemicals, including common household chemicals, for the
purposes of testing, is allowed in the hotel or in dorm hallways.
d) Flames / Smoke / NoSise

24
All cars are restricted from having any open flames or emitting any smoke.
Cars shall not have internal flames. It is not allowed to have visible smoke
production during the run. Succinct safety procedures for the maintenance
and operation of this engine must be demonstrated by the team.
e) Liquid / Vapor/ Odor Discharge
No liquid discharge is allowed. No obnoxious odor discharge is allowed. As
a reaction byproduct, all liquid products of reaction should be properly
collected and contained within the car, and properly disposed of (example,
use of a scrubber/ holding tank). Discharge should only occur during
emergency relief situations to protect the equipment from rupture /
explosion.
As an exception to the 'no gas discharge' rule, a small amount of hydrogen
discharge is allowed. A 'small amount' is considered a gas discharge below
the LFL/LEL of hydrogen for the given volume of the reactor or fuel cell in
which hydrogen is stored. Students should conduct calculations as part of
the EDP to prove to the reviewer that any discharged hydrogen is well
below the LFL/LEL.
Although pressure relief devices are required as a means of protection, the
release of pressurized gas (greater than 1 psig) is not allowed. If a PRV
functions during a run for any reason (accidental, incorrect setting, or as
intended to protect the buildup of pressure) that run will be disqualified.
Unpressurized, untreated gas discharge as a reaction by product is allowed
to be discharged without filtration for gases containing an NFPA rating of 3
or less (example - water vapor, CO2 are ok, H2S is not ok).
f) Open and/or Improperly Secured Containers
All containers on the car containing chemicals with an NFPA rating of 2 or
greater must be securely attached to the car to prevent the container from
tipping over during the competition. The lid to this container must also be
securely attached to the container and must be capable to preventing
escape of the chemical during any phase of the competition, including an
accident involving tipping over of the car.
g) No Open Containers or Chemical Pouring at the Starting Line

25
No open containers or pouring of chemicals with an NFPA rating of 2 or
more is permitted at the starting line. For mixing chemicals to start a
reaction, it is suggested that a small holding tank with a valve or a syringe
be provided on your car to add the chemical at the starting line. Note that
NO detached syringes are allowed at the starting line. If you elect to use a
syringe to start your reaction, it must be securely fixed to the car and
properly covered when carried to the starting line. Students will not be
allowed to carry a syringe with chemicals in it detached from the car to the
starting line. The chemical is added either by pushing on the syringe, or by
gravity flow through the valve. All containers, syringes, packets, etc.
brought to the starting line must be properly labeled. All containers must
have a secure lid and must be properly managed to prevent spillage. h) No
Highly Reactive / Unstable Chemicals
Any chemical, raw material, intermediate or product with an NFPA reactivity
/ instability rating of 4 is not allowed. According to www.nfpa.org, this
represents “those materials that, in themselves, are readily capable of
detonation, explosive decomposition, or explosive reaction at normal
temperatures and pressures.” This includes: acetyl peroxide, 3-
bromopropyne, cumene hydroperoxide, di-tert-butyl-peroxide,
diethylperoxide, diisopropylperoxydicarbonate, 0-dinitrobenzene, divinyl
acetylene, ethyl nitrite, nitroglycerin, nitromethane, paracetic acid, and some
high explosives.
h) No Liquid Hydrogen Peroxide Concentrations Greater than 30%
Liquid hydrogen peroxide is very unstable and difficult to handle at
concentrations greater than 30%.
i) The maximum pressure for generate the car (except hydrogen gas) is 20
bar.
j) The maximum concentration for strong acid, strong base, or another
chemical is 3 M.
k) Electrical Hazards
l) All wiring and exposed electrical components must be electrically insulated
or covered to prevent the possibility of electrical shock or ignition of any

26
component of a car. Alligator clips and twisted wires represent both an
electrical shock hazard and an ignition source for flammable vapors / liquids
and are not allowed. Use more robust electrical connectors such as banana
plugs or binding posts.
m) Mechanical Hazards
All mechanical devices in example gear, piston, valve, tube, dynamo should
be installed based on car’s operation. In example the using of tube. If
participant uses certain pressure in car, the tube should be designed above
pressure needed.
n) Biohazards
o) If any biological organisms are used during any phase of the design,
development, operation, competition and preparation of your Chem-E-Car,
these biological hazards must be no more than biological hazard level 1
(also called bio safety level 1). This would include any bacterial, fungal,
viral, or yeast organisms. Additional details on bio safety can be found at:
http://www.cdc.gov/od/ohs/biosfty/bmbl4/bmbl4toc.htm

3. ELECTRICAL INSPECTION
Electrical inspection will be done in the Race Section. This section is
aimed to your electrical instrument in your car. Whether it’s already been
qualified or not.

4. CHEMICAL PREPARATION
This section will be done before Race Section in different places. This will
be done in the morning for about 2 hours in laboratory. There will be three
laboratories for participants, so in that day, all group will be divided into three.
While doing chemical preparation, this section should be done in safety
behavior, for example: to react some solutions, do not use the volumetric
glass, etc. Before use every lab tools, please check its condition, such as its
electricity, accuracy, etc. if you find any instrument defect, please tell
committees so that we will try to give you better instrument.

27
5. COMPETITION DAY RULES FOR THE PREPARATION AREA
Each team must use appropriate safety procedures and equipment in the
chemical preparation area to insure against chemical exposures, spills, and
mis-identification or mixing of chemicals. The following rules apply:
a) Each team must provide the appropriate personal protective equipment for
use in the chemical prep area, as identified in their JSA, and must use them
properly. This includes lab coats, safety glasses, gloves, face shields, and
hearing protection.
b) The personal protective equipment must be used appropriately by all team
members depending upon the hazards encountered during the chemical
preparation.
c) All containers with chemicals, including bottles, beakers, syringes and plastic
bags must be properly labeled. This includes containers holding reactants,
intermediates, products or mixtures. The label must minimally include the
identity of the chemical(s), and the identity of the Chem-E-Car team, in
clear English. Labels must be provided by the Chem-E-Car team.
d) All chemical pouring or mixing in the preparation area must be done with
spill containment. A large tray, compatible with your chemicals, with a
volume large enough to hold your chemical quantities, is required.
e) In order to facilitate the safe use of chemicals at the competition site, a
designated area will be identified where teams must mix or prepare their
chemicals (unless the material was shipped pre-mixed). All chemicals will be
made available to the teams in the chemical preparation area at least 1 hour
prior to the performance competition. Unfortunately, due to
hotel/convention center safety regulations it is not possible to allow teams
to do "trial runs". Teams that violate these safety rules jeopardize the
continued operation of the Chem-E-Car Competition® and may be
disqualified by the judges.
