New CPS Health Insurance Estimates Added to
Featured items SHADAC's Data Center
SHADAC's Data Center SHADAC has released an update of its Data Center, an online
Updated table and chart generator for state-level estimates of uninsurance

Issue Brief on Exchange and key demographic characteristics. These updates include the
Implementation Released addition of the recent Current Population Survey (CPS) estimates

Report on Variation in Kids' for calendar year 2009, plus new age and poverty level filters to

The IPUMS-CPS project has added the new Current Population

resource offers free and easy access to public use data, variables
that are harmonized over time, and excellent supporting
documentation. This is also the only source for SHADAC's
Enhanced CPS estimates that adjust for methodological changes
over time, providing comparable trend estimates for state health
policy analysts.
Publications
New SHADAC Issue Brief on Health Insurance
Exchange Implementation
SHADAC released the issue brief, "Health Insurance Exchanges:
Implementation and Data Considerations for States," including
key implementation and data considerations for states as they
contemplate the creation and role of health insurance exchanges.
This brief also profiles four state health insurance exchanges:
Massachusetts Health Connector; Utah Health Exchange;
Connecticut Business and Industry Association (CBIA) Health
Connections; and the recently enacted Washington Health
Insurance Partnership (HIP).

Report on Variation in Kids' Coverage Released


SHADAC has released a new report, "State-Level Variation in
Children’s Health Insurance: A Deeper Look." This report uses
data from the 2008 American Community Survey to showcase
significant gaps in health insurance coverage by state within sub-
populations of age, race/ethnicity and family income.

Enrollment Systems Webinar
SHADAC's webinar on Wisconsin’s Eligibility and Enrollment
Systems, held on October 13, 2010, is now available for viewing.
The webinar included an in-depth presentation and virtual tour of
Wisconsin's eligibility and enrollment system by program
personnel at Wisconsin's Department of Health Services and
Deloitte Consulting, with whom Wisconsin contracted to develop
its system.
Chart Book Released on the Health of Minnesota’s
Children
Children’s Hospitals and Clinics of Minnesota released the chart
book, "The Health of Minnesota’s Children." This chart book
highlights how Minnesota is doing on a number of key indicators
of child health. The chart book was compiled by SHADAC and is a
good example of the technical resources that SHADAC can provide
for health insurance access and coverage data to inform policy.

Preliminary Estimates of Undocumented


Immigrants by State
Lynn Blewett, Ph.D., Director of SHADAC, presented, "Left
Behind: Undocumented Immigrants under Health Reform," at
NASHP's Annual State Health Policy Conference on October 5 in
New Orleans. This work includes preliminary estimates of the
number of low-income non-elderly adults who will be excluded
from Medicaid because of their immigration status and describes
characteristics of these excluded immigrant adults.

Medicaid/CHIP Participation Rates Mapped
An interactive map of Medicaid/Children's Health Insurance
Program (CHIP) participation rates by state is available from the
Insure Kids Now program at the Department of Health and
Human Services. The map allows users to see rates of eligible
children participating in Medicaid/CHIP for each state, including an
indicator to show when states vary significantly from national rate
of 81.8%.
