Department.

The case has been examined on the basis of record available in the file

and preceding paragraphs and it is observed that ES Wing of Finance Department

only referred the case to SR Wing without examining the case properly. The request

of the Administrative Department regarding entitlement of 100% project allowance

and 50% special allowance / honoraria is totally against the provision of rules/policy.

The attention of the Administrative Department is liable to be drawn towards Finance

Department’s letter No.FD.SR-I/9-20/2006 dated 21.11.2014 (Flag-E) which provides

that “all previous policy instructions on the subject, the competent authority has been

pleased to decide that the officer / officials so appointed / posted in project /

programmes through competitive process shall be entitled to the project allowance

as per detail given in the letter supra. However, the government officers/official

assigned special duties as ex-officio under various projects/programmes may also

be granted special allowance / honoraria @ 50% of the project allowance sanction

for the same categories”.

In view of the above, it is proposed that we may advise Agriculture

Department to provide the following documents of the above said officers/officials,

enabling this department to proceed further in the mater:-

a) Copies of transfer order.


b) Copies of appointment orders of contract basis/regular basis.
c) Copies of charge assumption/joining report.
d) Copies of approved terms and conditions of the officers/officials

Vide PUC a copy of letter from Project Director Punjab Thalassemia

Prevention Programme has been forwarded wherein Dr. Shabnam Bashir (BPS-19)

Project Director of the said programme has stated that she was assigned the special

duty of the programme in addition to her duties vide order dated 03.08.2015 (page

18/C). She has requested for grant of project allowance @ 50% of project allowance

for holding the post of Project Director BPS-20 in addition to her duties being an

officer of BPS-19.

The case has been examined. Finance Department has prescribed a

specific criteria for appointment and qualification / experience of Programme /

Project Director in light of Para-2(b&c) of Finance Department’s circular letter

No.FD.SR-I/9-20/2006 dated 21.11.2014 (F/A).

In the instant case Dr. Shabnam Bashir was assigned the additional

charge of Project Director of the said programme w.e.f. 03.08.2015 (page-18/C). The

order of the said officer were revised and she was given the ex-officio charge of

Project Director of the said programme (page-28/C). Copies of Administrative

approval of programme, charge assumption report and PC-I budgetary specification

have been provided vide pages 30/C, 31/C and 41/C respectively. It is pertinent to

mention here that a trend has been developed in different departments regarding

revision of order of the officers / officials working in different projects. Officers are

appointed in different projects on additional charge basis but after a span of period

their orders are revised on ex-officio basis, thus, demanding special allowance @

50% of project allowance in light of Para-3(a)(vii) of our policy letter dated


21.11.2014 (F/A). The same was done in the case of Ms. Kalsoom Saqib (PAS/BS-

18), Deputy Secretary (General), Health Department who was finally allowed special

allowance @ 50% of project allowance.

In view of above it is proposed that Administrative Department may be

advised to proceed further in the matter in light of Para-3(a)(vii) of Finance

Department’s circular letter No.FD.SR-I/9-20/2006 dated 21.11.2014 at its own level.

It is submitted that Section Officer (G) P&D Department has sent a

copy of an approved summary by the Chief Minister Punjab regarding

reimbursement of utilities for four Members of P&D Board appointed through transfer

amongst Govt. Officers.

In this connection it is submitted that Chief Minister has approved an

amount of Rs.30,000/- per months to these Four Members of P&D Board as

reimbursement of utility bills (Electricity, Water and Sui Gas).

It is, therefore, proposed that a circular may be issued in this regard.

DFA has been accordingly prepared and placed below for approval

please.

It is submitted that Section Officer (Cabinet), S&GAD has forwarded an

application of Secretary Ombudsman Punjab regarding provision of utilities on

government expenses. He has intimated that the facility of reimbursement of utilities

was allowed to previous Secretary Ombudsman during her posting from 06.01.2011

to 11.11.2011 amounting to Rs.30,000/- per month and after her transfer this facility

was discontinued. He has now requested that the same facility one again be allowed

to him w.e.f. his date of joining i.e. 11.11.2015.

In this connection it is submitted that previously this facility was allowed

to the then Secretary Ombudsman through approval of the Chief Minister Punjab in a

summary to Chief Minister.

It is, therefore, proposed that Administrative department may be

advised to initiate a summary in this regard.

It is a reference from Section Officer (General) Information & Culture


Department wherein he has enclosed a copy of letter received from Deputy
Secretary / Director (F&A), Bab-e-Pakistan Foundation. The Deputy Secretary /
Director (F&A), Bab-e-Pakistan Foundation has stated that on the advice of the
Secretary Finance, govt. of the Punjab, Finance Department (Page-4/C), the
Additional Chief Secretary in the capacity of Chairman, Finance Sub-Committee
Bab-e-Pakistan allowed to the staff to draw 50% of their basic pay as Project
Allowance in the annual budget meeting of Bab-e-Pakistan Project for the year 2006-
07 (Page-7/C). He has intimated that in pursuance of Finance Department’s letter
dated 02.06.2011 the same allowance was stopped (page-9-11/C). He has further
intimated that Bab-e-Pakistan Foundation is an autonomous body of Information &
Culture Department. He has further intimated that as Bab-e-Pakistan Project is still in
progress and the employees of Bab-e-Pakistan Foundation are working in Bab-e-
Pakistan Project, they may be granted Project Allowance in accordance with our
letter No.FD.SR-I/9-20/2006 dated 21.11.2014 (page-18-20/C).
In this connection it is submitted that terms and conditions of service of
the employees of autonomous bodies are governed under the provisions of the
relevant law and rules made there under.
It is, therefore, proposed that Administrative Department may be
advised to direct the Director (F&A), Bab-e-Pakistan Foundation to decide the case
at their own level according to the terms & conditions of their department.

Wherein he has stated that the Bab-e-Pakistan Foundation is an autonomous body
of information & Culture Department, Govt. of the Punjab. The Bab-e-Pakistan
Project is in progress. He has intimated that the employees of BEP Foundation were
entitled to draw Project Allowance as approved by the Finance Sub Committee of the
Bab-e-Pakistan Trust (now Foundation) on the advice of Finance Department letter
No.DS(GEN)/1/2008 dated 25.02.2008 vide page-3&4/C but the same was stopped
subsequent to implementation of Finance Department letter No.FD.SR-I/9-20/2006
02.06.2011 (Page-9&10/C). Now, Govt. of the Punjab, Finance Department has
allowed to draw Project Allowance vide Notification No.FD.SR-I/9-20/2006 dated
21.11.2014 (page-18-20/C). He has requested that Finance Department may issue
advice in this regard so that the department may proceed further in the matter.

Vide PUC it has been stated that Hafiz Abdul Majeed, Additional

Secretary (Admn), Prosecution Department has been assigned special duties of ex-

officio Project Manager in the project titled as “Digitization / computerization of Public

Prosecution Department and Development of Monitoring & Coordination System

(Phase-I)” in addition to his own duties (page-7/C). Pursuant to which he assumed

the charge of the post on 19.10.2015 (page-8/C). An advice has been sought from

Finance Department about payment of project allowance @ 50% being posted on

ex-officio basis.

In this connection it is submitted that according to 3(a)(vii) of our letter

No.FD.SR-I/9-20/2006 dated 21.11.2014 (page 3-6/C) those officers who were

assigned special duties as ex-officio under various projects may also be granted

special allowance @ 50% of the project allowance sanctioned for the same category.

Furthermore, in similar cases we have already allowed this allowance to Mst.

Kalsoom Saqib and Dr. Shabnam Bashir of Specialized Healthcare & Medical

Education Department.

It is, therefore, proposed that the Administrative Department may be

advised to proceed further in the matter in the light of 3(a)(vii) of this department’s

letter No.FD.SR-I/9-20/2006 dated 21.11.2014.

The case has been examined. Mr. Riaz-ud-Din ex-Additional Secretary

(Admn) Public Prosecution Department was assigned the special duties of ex-officio

Project Manager in the project titled Digitization / Computerization of PPD and

Development of Monitoring & Coordination System (Phase-I) vide order dated

11.03.2015 (page 320/C). Pursuant to which he assumed the charge of the post on

03.07.2014 which is quite surprising as he was posted in the project vide order dated

11.03.2015. The said officer relinquished the charge of the post after attaining the

age of superannuation on 30.07.2015 (page 322/C).

Before proceeding further in the matter, it is proposed that we may ask

Administrative Department / Public Prosecution Department to provide the following

documents, enabling this department to proceed further in the mater:-

a) A clarification why the said officer assumed the charge of the post
w.e.f. 03.07.2014 despite the fact he was posted in the project vide
order dated 11.03.2015.
b) A clarification whether the said officer was designated as Project
Manager or ex-officio basis.

With reference to Finance Department’s letter dated 28.03.2017 (page

280/C) it has been stated that total number of officers there are 02 officers on lump

sum pay package, 29 officers on transfer basis and 67 officials on initial recruitment

basis are working in the said project. Copies of the orders of all the officers / officials

alongwith their charge assumption report have been provided vide Annex-A. Terms

and conditions of the officers / officials against which project allowance was

demanded vide Annex-B.

It has been clarified that project allowance has been demanded for the

officers / officials working under Project Management Unit (PMU), Punjab Irrigated

Agriculture Productivity Improvement Project (PIPIP). The worthy Chief Minister,

Punjab approved the project allowance @ Rs.50,000/-, Rs.25,000/-, Rs.15,000/- and

Rs.10,000/- for Project Director, Deputy Project Director and other Civil Servants in

BS-18 and BS-17 respectively for the Team Management of National Program for

Improvement of Water Courses (Punjab Component) vide para-16/ante of the

summary (Annex-C). Project allowance was discontinued by the Finance

Department vide circular letter dated 02.06.2011 (Annex-D). Whereas project

allowance with rationalized rates has been continued vide circular letter dated

21.11.2014 (Annex-E).

The case has been examined. Finance Department has prescribed a

criteria for appointment of Program / Project Director vide para 3(a)&(b) of the policy

letter No.FD.SR-I/9-20/2006 dated 21.11.2014 (F/A). According to para-3(a)(i)(ii) of

the policy letter ibid officers / officials who are selected through competitive process

are entitled to grant of project allowance in addition to their salaries. Appointment of

an independent Project Director is mandatory for those project costing Rs.1000/-

million and above. Whereas officers / officials assigned special duties on ex-officio
basis under various projects are entitled to special allowance @ 50% of project

allowance as per clause-3(a) (vii) of the policy letter ibid. A case of similar nature

relating to Agency for Barani Areas Development (ABAD) was dealt vide para-186-

198/N, in which District Accounts Officer, Rawalpindi was advised that the orders

issued by the DG (ABAD) were as per Finance Department’s instructions contained

at para-3(a) (vii) of the policy letter No.FD.SR-I/9-20/2006 dated 21.11.2014 (page

210/C).

In view of above, Administrative Department may be advised to

proceed further in the mater in light of clause-2 & 3(a) (vii) of Finance Department

Coordination Officer in the later scheme. PC-I of both the schemes provides Rs.10,000/- PM

as Project Allowance for the said officers. The changes for provisions of Project Allowance to

the above named officer were submitted to the Accountant General, Punjab to returned the

same with the observation that the officer cannot drawn the Project Allowance from Grant

No.36(Development) as they are drawing salaries under PC21010(current). An advice has

been sought whether:-

i. The said officer can draw Project Allowance from the Grant No.36
(Development)

ii. Project Allowance can be drawn through manual bills.

iii. Special funds has to be arranged under PC21010(current) or the already


available amount under Grant No.36(Development)

iv. Against which head the amount of Project Allowance can be claimed.

In this regard, it is submitted that Regulations Wing, Finance Department

deals matter pertaining to the Rules and Policies of Project Allowance. Drawl of Project

Project Allowance and A.R 50% 2010 or entitle for the Project Allowance only.

The case has been examined. Special Allowance @ 50% of Project


Allowance is admissible to the Govt. officers / officials who are assigned special
duties as ex-officio under various Projects as per clause 3(a)(vii) of Finance
Department’s policy letter No.FD.SR-I/9-20/2006 dated 21.11.2014 (F/A). Thus,
every Govt. employee working on ex-officio basis in any Project is entitled to grant of
Special Allowance @ 50% of Project Allowance in light of above mentioned clause
irrespective of the fact whether he has been working before or after 2010 in the
Project. The policy letter No.FD.PC.2-2/2010 dated 18.05.2016, has been issued by
PC Wing. It would be appropriate that the said file may be forwarded to PC Wing for
obtaining precious comments regarding last Para of the PUC (page 326/C).

are based on the summary duly approved by the Chief Minister, Punjab (page 167-

178/C). The worthy Chief Minister, Punjab has only allowed the continuation with the

process of recruitment in accordance with the approved eligibility criteria vide para-
33/ante of the summary (page 178/C). Nowhere in the summary project allowance

for the regular Government employees of Irrigation Department has been approved.

Hence, their case is not covered under clause-3(a) (vii) of Finance Department’s

policy letter No.FD.SR-I/9-20/2006 dated 21.11.2014 (F/A).

In view of above, Administrative Department may be advised that the

case of the Hydraulic Structures Safety Evaluation Unit (HSSEU), Irrigation

Department is not covered under clause-3(a) (vii) of Finance Department’s policy

of project allowance in favour of Mr. Muhammad Farhan Anjum, Assistant Director (BS-17)

The case has been examined. Finance Department has prescribed a criteria
for appointment of Program / Project Director vide para 3(a)&(b) of the policy letter
No.FD.SR-I/9-20/2006 dated 21.11.2014 (F/A). According to para-3(a)(i)(ii) of the policy
letter ibid officers / officials who are selected through competitive process are entitled to
grant of project allowance in addition to their salaries. Appointment of an independent
Project Director is mandatory for those project costing Rs.1000/- million and above. Whereas
officers / officials assigned special duties on ex-officio basis under various projects are
entitled to special allowance @ 50% of project allowance as per clause-3(a) (vii) of the policy
letter ibid. Finance Department has also clarified that the policy letter at F/A is applicable
only to the civil servants already in service, who are appointed through a competitive
process and the same is not applicable to the employees who are recruited on contract basis
directly against the project posts and are permanent part of the projects / programs vide
another policy letter bearing even number dated 14.06.2017 (F/B). In the instant case the
said officer has been appointed as Assistant Director on contract basis for a period of one
year in the office of the Directorate of Power Projects, (DOPP) Energy Department (page-
50/C). Hence, he is not entitled to grant of project allowance in light of Finance Department’s
policy letter No.FD.SR-I/9-20/2006 dated 14.06.2017 (F/B).
In view of above, Administrative Department may be advised that the case of
Mr. Muhammad Farhan Anjum, Assistant Director (BS-17) office of the Directorate of Power

The file was sent to the Deputy Secretary (PC) to seek comments regarding

admissibility of Adhoc Relief Allowance 2010 to the employees appointed in the

Projects after introduction of the said allowance. As per clarification given by the

Deputy Secretary (PC) vide para-238/N, introduction of Project Allowance does not

bar the admissibility of Adhoc Relief Allowance 2010 (para-3 at page-327/C).

Whereas AFS / Director (Budget) observed vide para-240/N that the clarification at

page-327/C does not fulfill the said purpose. The said clarification is meant for those

employees who were entitled to Adhoc Relief Allowance 2010 on 01.07.2010

whereas District Accounts Officer, Chakwal is seeking advice regarding admissibility

of the said allowance to those employees who were appointed after introduction of

the said allowance. This office is of the view that such employees are entitled to

grant of Adhoc Relief Allowance 2010 and Project Allowance simultaneously.

discrimination.
The case has been examined and it has been observed that (i) The
letter at (page-189/C) is anonymous without any postal address of the applicants. (ii)
Every Province is autonomous to increase or decrease a particular allowance to
employees working under its administrative control after the promulgation of 18 th
Amendment. Government of the Punjab is not bound to adopt a policy already
announced by any Province of Pakistan. (iii) Project Allowance is applicable only to
the civil servants already in service, who are appointed through a competitive
process and the same is not applicable to the employees who are recruited on
contract basis directly against the project posts and are permanent part of projects /
programs (page-190/C).
In view of above, it is proposed that Chief Minister’s Office may be
intimated that the application under reference is not maintainable as the same is
anonymous without any postal address of the applicants. Adoption of a particular
allowance by a Province does not make it a right of the employees of another
Province. Project Allowance in Punjab is only meant to the civil servants already in
service, who are appointed through a competitive process and the same is not
applicable to the employees who are recruited on contract basis directly against the
