process and the same is not applicable to the employees who are recruited on contract basis
directly against the project posts and are permanent part of the projects / programs vide

issuing his LPC. His case was submitted by Section Officer Accounts, S&GAD to the
Rs.2448815/-. Finance Department has been requested to examine his case and
of the said officer, enabling this department to proceed further in the mater:-

clarification of the project.
ii. A clarification whether the appointment orders of the said officer was

Vide PUC, Chief Minister’s Office Punjab has forwarded a copy of letter
from all employees working on Project Based Posts (page-189/C) wherein it has
been stated that Government of the Singh has increased the rates of Project
Allowance vide order dated 21.09.2017 (page-191/C). It has been requested to
review the decision as the employees from BS-01 to BS-22 are facing a sense of
discrimination.
The case has been examined and it has been observed that (i) The
letter at (page-189/C) is anonymous without any postal address of the applicants. (ii)
Every Province is autonomous to increase or decrease a particular allowance to
employees working under its administrative control after the promulgation of 18 th
Amendment. Government of the Punjab is not bound to adopt a policy already
announced by any Province of Pakistan. (iii) Project Allowance is applicable only to
the civil servants already in service, who are appointed through a competitive
process and the same is not applicable to the employees who are recruited on
contract basis directly against the project posts and are permanent part of projects /
programs (page-190/C).
In view of above, it is proposed that Chief Minister’s Office may be
intimated that the application under reference is not maintainable as the same is
anonymous without any postal address of the applicants. Adoption of a particular
allowance by a Province does not make it a right of the employees of another
Province. Project Allowance in Punjab is only meant to the civil servants already in
service, who are appointed through a competitive process and the same is not
applicable to the employees who are recruited on contract basis directly against the
project posts and are permanent part of projects / programs (page-190/C). Submitted

Vide PUC, it has been stated that Mr. Kashif Shamim, Assistant
Executive Engineer (BS-17), Irrigation Department has been selected through
competitive process and has joined the post of Director Planning and Project
Development (BS-19) in Strategic Planning & Reforms Unit (SPRU) in Irrigation
Department (page-195/C). The said officer was offered the post in light of Finance
Department’s policy letter No.FD.SR-I/9-20/2006 dated 21.11.2014 (F/A). He has
approached his Administrative Department stating that the Finance Department’s
policy letter dated 21.11.2014 has been substituted vide policy letter dated
30.12.2016 (F/B), requesting therein that as opportunity to draw market based salary
as per provision of the letter ibid. An advice has been sought whether the said officer
is eligible to draw market based salary or otherwise.
Before proceeding further in the matter, it is proposed that Finance
Department may ask Administrative Department to provide the following documents
of the said officer, enabling this department to proceed further in the mater:-
