As per directions of Government of Uttar Pradesh vide Order No. 12/71-4-2018 2018-15/18 dated 08
March 2018 the National Informatics Center, Lucknow has been authorized to conduct online
counseling for the candidates selected through NEET PG 2018 and online registered with NIC, for
admission to the State quota seats of Post Graduate M.D./M.S./M.D.S./ P.G. Diploma Courses in
various Govt. & Private Medical/Dental

Important Information:
1. Only online registration will be done as per the schedule.

ELIGIBILITY FOR ADMISSION:

1. Candidates who have passed MBBS/BDS course from the State Medical Colleges of Agra, Allahabad,
Gorakhpur, Jhansi, Kanpur, Meerut, Ambedkar Nagar, Kannauj, U.P. University of Medical Sciences,
Saifai, Etawah, Medical/Dental Faculty of K.G. Medical University, Lucknow and recognized Private
Medical/ Dental Colleges of U.P. are eligible for online registration of NEET-UP
UP PG
PG-2018/NEET-MDS-
2018.

 2. Candidates who have completed one year of Compulsory Rotatory Internship/likely to complete on or
before by 31st March 2018 and has qualified NEET-PG
NEET 2018, NEET MDS 2018.
3. A candidate who has already taken admission on the basis of earlier U.P.P.G.M.E.E/A.I.P.G.M.E.E. is
not eligible for the seats of Govt. Medical Colleges/State Universities until he/she completes and passes
the course where he/she is presently admitted. However, such a candidate shall be eligible if he/she has
resigned from the said course before NEET PG 2018 notification dt. 17.10.2017,, his/her resignation has
been accepted by the competent authority of the Medical/Dental college or the Vice Chancellor of state
universities and he/she has refunded the salary/stipend received by him/her during the said course along
with the fulfillment of the terms and condition laid down in the format of the Bond of Rs 5 Lacs at the
time of admission.
4. All such candidates who have passed pa MBBS/BDS from outside of Uttar Pradesh are eligible for
admissions only in private Medical/Dental
Medic colleges/Institutes, Universities.
5. Only those NEET qualified and online registered PMHS candidates,
candidates, who have been given NOC under
the policy framed by Medical & Health department, U.P. and whose names are included in the state
merit list preparedd after giving due weight age as per norms will bee eligible for the NEET PG 2018 U.P
counseling.

APPLYING:

Step-1:- Online Registration

Candidates can apply online by visiting the website https://upneet.gov.in

1. For registration candidate will

NEET roll no. and email ID (that was used for registration
in AI-NEET-PG)PG) and follow instructions on screen.
2. Thereafter the candidate's AI-NEET
NEET-PG registration details will be displayed.
3. The candidate
ate will make an online payment of Rs. 2,000/-

will be sent to his/her registered mobile no (that was used for AI-NEET-PG

choice filling.
4. After successful payment candidate will get Transaction no. and Registration no. on his/her registered
mobile number.

Step-2:- Online Security Money Payment

1. Only those candidates are eligible for choice filling who shall make successful online payment of Rs.
30,000/- (Rs. Thirty Thousand Only) for Government seats & Rs. 2,00,000/- (Rs. Two Lakh Only) for
Private seats as security money..
2. After paying of security money and after state merit list has been declared, online seat choice filling
option will be available as per the schedule notified earlier.
3. Candidate would be able to take a print out of his/her
hi online payment receipt.
Step-3:- Merit Declaration

1. For Inter-se

Step-4:- Online Choice filling

1. Visit website https://upneet.gov.in

2. Click on choice filling.
3. Choice Filling Procedure:
a. Login for choice
hoice filing by using your NEET roll number and password created at the time of
registration.

 b. Choice filing can be done on several sessions but remember to save and continue otherwise
you’ll lose your work.
c. Choice filing will not be complete till you finally submit and lock. No changes will be
possible after locking the choice.
4. After last date of choice filing is over, seat allotment list will be declared online.
Step-5:- Seat Allotment:
1. Login to website. Your seat allotment status will be displayed.
2. If you accept the allotment letter:-
i. But do not join or resign after joining even then you’re eligible for second counseling but will
forfeit your security deposit.
ii. Join the college you’ll remain eligible for second counseling to upgrade your seat without losing
your seat. If your seat is upgraded then previous allotment will be automatically cancelled and it
would be mandatory to join the up graded seat.
iii. The seat allotment will be done by the online process on merit cum option basis.
3. Physically handicapped category candidates are essentially required to be physically present before
medical board constituted by Director General, Medical Education and Training, UP. dates will be
available on www.updgme.in website.
4. Candidate eligible for the reserved category will be given admission as per rules of the state government,
applicable on the date of counseling.
5. OBC candidates covered by the provisions of the creamy layer will not be entitled for the benefits of
OBC category.
6. Candidates who fail to produce required original documents at the time of admission or if any,
concealment or falsification of facts comes in to the light at the time of admission and thereafter during
the course of study will not be entitled to any benefit of having appeared in the entrance examination
and/or any benefit of acquiring a seat subsequently. Legal action would be taken against such
candidates.
7. Candidates will be checked for their identity at the time of admission. If it does not match it will be
counted as unfair means and their candidature will be cancelled. Additional legal action would be taken
against such candidates.
8. If candidate does not participate in online counseling or does not join the allotted seat by the due date
he/she shall forfeit any right of admission on the basis of said counseling/allotment.
9. The option once exercised by the candidate in the online counseling cannot be altered under any
circumstances.
10. No request for re-allotment of seats already allotted in the first and second round will be entertained.

….For future admissions in subsequent academic sessions, we direct that after the first and second round
of counseling, a window should be opened for the candidates who had taken admission to upgrade their stream and
thereafter allow the remaining seats to be filled up in the mop up round. By this procedure allowing the candidates to
upgrade their seats would not amount to third round of counseling. Further, the up gradation of seats of the preferred
choice of the candidate would ensure fairness in the admission process and allow the meritorious candidates to take
admission not only in the preferred choice of seats but also in better streams and, thus, by doing so, discipline would be
maintained.
MOP UP Round

a. If seats are left un-allotted at the end of the second round of online counseling, then a ''mop-up" round of
allotment will be organized at a notified date, after due publicity. The purpose of the mop up round of
seat allotment will be to ensure that there is no loss of PG seats in the current academic year. Seats will
be offered to eligible candidates strictly according to their position in the NEET PG 2018/NEET UPPG
2018 merit list as applicable.
b. The terms and conditions for participation by candidates in this mop up round will be as follows:-
1. Candidates who are admitted/allotted but not joined/resigned any seat in UP will not be eligible
for participation.

 2. Any candidate who has taken admission in any PG course in any medical college in India also
will not bee eligible for participation.
3. Candidates will have to produce certificates in original as well as two self attested photocopies of
all the documents.
ADMISSION
1. Admission of the candidate to various P.G. Degree/ Diploma course will be given by the Principal/Dean/
Director of the respective Medical Colleges/
College Institutes/Universities or Medical/Dental faculty of K.G.
Medical University, Lucknow as the case may be as per the NEET UPPG 2018 201 merit.
2. A candidate who has been allotted a P.G. Degree/Diploma course in a particular Government
Medical/Dental College shall have to complete all the admission formalities including depositing the
prescribed fees, by the date notified for this purpose to the respective Principal/Dean/Director of Medical
College/ Institute
itute or K.G. Medical University, Lucknow as the case may be. Those who fail to do so will
lose their claim for admission.
3. A candidate who has been allotted a P.G. Degree/Diploma
Degree/Diploma course in a particular Priva
Private Medical/Dental
College shall have to complete all the admission formalities including depositing the prescribed fees, by
the date notified for this purpose at Nodal Center. See the list of Nodal Centers as annexure
annexure-1. Those
who fail to do so will lose their

4. Admission shall be given only after the candidate produces

c. MBBS/BDS passing out certificate or degree.
d. Compulsory Rotatory Internship

e. Permanent Registration Certificate (U.P. State/MCI/DCI).
f. Employers relieving certificate, if employed.
g. S.C./S.T./O.B.C./Physically handicapped certificate, if applicable.

5. It will be mandatory for candidate to furnish, at the time of admission in the concerned Government
Colleges a bond, on Rs. 100/- stamp paper. The undertaking/bond is to ensure that in case the student
leaves the seat after the 2nd/final counseling, or at any time during the course of study, leading to a loss
of the seat, then the candidate will deposit an amount of Rs 5,00,000/-.

Hereinafter referred to as ("FIRST PARTY") of the one part
AND
Governor of Uttar Pradesh ( here in after referred to as "Government") of the Second Part.
WHEAREAS FIRST PARTY has applied for admission to ------------------ course and FIRST PARTY
has been selected to the said course. As per the Prospectus, the FIRST PARTY has agreed to serve the
Government for a period not less than two year after successful completion of the ------------------course.
If the FIRST PARTY fails to serve the government for a period of two year the FIRST PARTY shall
forthwith pay a sum of Rs. 40 Lacs for Degree and 20 Lacs for Diploma, MDS to Government at the
specified Government Treasury. During the above period the FIRST PARTY shall be paid Stipend and
the Government will request their services within a period of three months from the date of successful
completion of the --------------- course. In case the Government does not provide services in mentioned
period, the BOND shall be released; AND WHEREAS the FIRST PARTY has also agreed that on
successful completion of the ------------- course his/her certificates relating to ------------------- course
will not be given to the FIRST PARTY unless the FIRST PARTY successfully Serves the Government
for a period of two year or pay to the Government on demand the sum of Rs.---------------- (Rupees -----
-------------------------------) only.
If the FIRST PARTY fails to deposit the aforesaid amount in specified period, FIRST PARTY shall be
liable to pay interest at the rates specified by the Government as per applicable law during the period 'of
delay: AND WHEREAS the Government have, at the request of the FIRST PARTY --------------------
employed as ----------------- granted stipend to him/her for a period of 24 months effect from -------------
in order to enable his/her to study at --------------------------------------- college.
AND WHERE AS if the FIRST PLARTY --------------------------------------------------------------------

MBBS/BDS course, the proportionate amount will be treated as stipend and the FIRST PARTY ---------

to the Government. This bond shall in all respects be governed by the Laws of India, for the time being
in force, and the rights and liabilities shall, where necessary, be accordingly determined by the
appropriate courts in India.

NOW THIS DEED OF AGREEMENT BOND WITNESSES AS FOLLWOS: -

1. The FIRST PARTY has agreed to serve the Government for a period of two year on successful
completion of the --------------------- Super specialty course DM/MCH/Post Graduate Degree
MD/MS/Diploma/MDS/Graduate Degree MBBS/BDS course. If the FIRST PARTY fails to

 serve the Government for a period of two year, FIRST PARTY shall pay forthwith a sum of Rs.

Government Treasury.
2. The FIRST PARTY Agrees that till the successful completion of the period of two year service
to the Government or till the payment of Rs. -------------------------- (Rupees -------------------------
----- ) only is paid the certificates relating to ------------------- Super specialty course DM/MCH/-
---------------Post Degree MD/MS/Diploma/MDS/ Graduate Degree MBBS/BDS course shall be
in the custody of the Concerned Institution/University/College and the Government has a First
lien over all the certificates gained by the candidates at the time of admission.
3. The FIRST PARTY authorizes the Concerned Institution/University/College for retention of the
certificates till the lien of Government is cleared/discharged.
4. This BOND shall in all respect be governed by the Laws of India, for the time being in force,
and the rights and liabilities shall, where necessary, be accordingly determined by the
appropriate courts in India.
5. If the FIRST PARTY fails to deposit the aforesaid amount in specified period, FIRST PARTY
shall be liable to pay interest at the rate specified by the Government as per applicable law
during the period of delay, failing which Government shall have right to recover the aforesaid
amount together with interest as arrear of land revenue.
6. The FIRST PARTY shall borne the Stamp duty chargeable on this BOND IN WITNESS
WHEREOF parties to this Deed have signed this BOND on the date first above mentioned.
