MANILA - Tropical depression Usman may intensify before it makes a direct hit on the central
islands this week, the state weather bureau said Wednesday.

Usman was 795 kilometers east of Hinatuan, Surigao Del Sur at 5 a.m., packing top maximum
sustained winds of 45 kilometers per hour and 60 kph gusts, said PAGASA weather specialist Ezra
Bulquerin.

It may strengthen into a tropical storm before making landfall in eastern Samar on December 28,
Friday. It will then plow through Cebu, Leyte, Panay island and head to the Sulu Sea and Palawan,
he told radio DZMM.

The storm's trough or extension on Wednesday will start bringing rains over Eastern Visayas,
Dinagat island, Surigao provinces, he said.

The weather disturbance will leave the Philippine area of responsibility on December 31, New Year's
Eve, he said.

Meanwhile, the amihan or northeast monsoon will bring light rains over Batanes and Babuyan
islands, and Ilocos region, said the weather specialist.

Metro Manila and the rest of the country will experience fair weather that may be marred by isolated
rains in the afternoon or evening, he said.

The head of the Department of Education is calling for a review of the laws on school bullying,
including the sanctions that schools can impose on erring students.

Education Secretary Leonor Briones was reacting to the decision of the Ateneo de Manila University
to "dismiss" a student who was caught on video while bullying a schoolmate.

Ateneo president Jose Ramon Villarin said the child's dismissal meant that he can no longer study in
Ateneo.

"Dismissal is a solution for the school dahil wala na sa kanilang teritoryo. Pero it's not a solution for
the children and it's not a solution for the problem of bullying in itself," Briones said in an interview
on DZMM Teleradyo.
She said that victims may still bear trauma from the incident, while the bully could remain
unchanged in his ways.

Briones added that the current law allows schools to expel an erring student. She said this
punishment may be extreme as it means the said student can no longer be admitted to any school.

"We have to review the law. Kailangan mag-harmonize ang dalawa, 'yung law natin at tsaka 'yung
policy namin na child protection," she said.
