JACOBS US EPS National Vehicle and Fuel Emissions Laboratory (NVFEL) Hazard Assessment Safety Action Plan Revision 02 02 May 2017 Approved by: D) 5 Lh bef g-30-/7 a Operations Mahager Date 4.0 INTRODUCTION This Hazard Assessment Safety Action Plan (HASAP) defines the Health, Safety, and Environmental (HSE) Program requirements for ensuring the health, safety, and environmental welfare of Jacobs personnel working at the US EPA National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan 14 HSE Objectives HSE objectives and goals are set each year at the Group, Segment, and local level. These are documented ‘on TGNet and in business plans, and employees are briefed on the objectives and goals. Objectives are aimed at helping the Technology Group instill a Beyond Zero Culture throughout the organization with the goal of achieving a culture of caring that leads to zero incidents. 1.2 Contract Description Jacobs personnel assigned to the NVFEL provide a variety of services for the US EPA. Some of the activities performed include (but are not limited to) procurement, preparation, and de-preparation of participant's vehicles, maintenance of loaner and GSA vehicles. Work is performed on the day shift under direction of Jacobs management. 2.0 CONTRACT AND REGULATORY REQUIREMENTS Jacobs employees are required to comply with applicable regulatory requirements and the requirements of the aligned EPA/NVFEL Safely, Health and Environment Management Program (SHEMP) and the Jacobs HSE Programs described in this document. The EPAINVFEL and Jacobs management have met and coordinated the HSE requirements of the facilities drawing on the EPA/NVFEL's Safety and Health Management System (SHMS) to ensure employee safety and Jacobs programs in order to provide an environment that will Keep all personnel safe as well as maximize NVFELs SHEMP strategy. 24 Regulatory Inspections Should an outside regulatory agency such as MIOSHA or DEQ request an inspection of the workplace or request interfacing with Jacobs's personnel, the Jacobs employee will immediately notify the Jacobs Site Lead and Site Safety Representative who will contact the EPAINVFEL Operations Manager, and the NVFEL Safety Office. Regulatory inspections will be handled in accordance with the EPA regulations and the Jacobs Health, Safety and Environmental Procedure, HSEP 2.4, Regulatory Inspections as applicable. The NVFEL and Jacobs management will work together to determine the best approach for dealing with the specific situation 3.0 HSE ROLES AND RESPONSIBILITIES HSE roles and responsibilities are described in the following sections. As described, HSE is the responsibility ‘of each employee, not just management or the Site HSE Lead. Working safely and environmentally sound is a requirement, not an option. 34 NVFEL Program Manager The NVFEL Program Manager is responsible for the implementation of the HSE process. Support in ensuring the program is effectively implemented and carried out is provided by the Site HSE Representative. US EPA NVFEL HASAP — Rev02 Page 1 of 9 Issued: 05/02/17 ‘The Program Managers responsibilities include the following 32 + Work with the EPA management to ensure that adequate resources are available to ensure safe execution of work at NVFEL. Ensure that all employees receive the appropriate HSE training for their jobs. Hold employees accountable for working safely and for compliance with the HSE processes. Take the appropriate action when safety observations are made by employees. Integrate HSE into the project decision-making process. Indoctrinate new personnel in the Beyond Zero Culture and ask them to make a personal ‘commitment to HSE Site HSE (Safety) Representative ‘The Jacobs Site HSE Representative responsibilities include the following: us Conduct a general HSE orientation and a site-specific orientation for each new employee Coordinate development and completion of individual safety training requirements Cover a specific HSE topic during monthly all-hands meetings Develop and maintain the facility hazard analysis and ensure that unacceptable risks are eliminated or mitigated -—Ensure that employees have the appropriate PPE to perform assigned work * Make regular shop, office and ground site tours and safety inspections to determine if safe work practices are being used; ensure unsafe conditions do not exist ‘Report incidents and conduct incident investigations in accordance with EPAs procedure OSHA & EPA 301 Report (Employee/Supervisor Injury, ness and Near Miss) Form + Assure the adequacy of site HSE procedures "Assess the work to determine compliance with HSE policies and procedures, and take immediate action on any imminent danger situations observed * Provide HSE information for the education of management, and employees concerning © Incident analysis (cause, trends, results, corrective actions) ® Analysis of inspection results and needed corrective actions ® Safe work procedures © HSE training requirements + Ensure preparation, submittal, and/or maintenance of required HSE recordkeeping documentation, ‘such as inspection reports. * Maintain and update Job Hazard Analysis (JHA's), Safe Plans of Actions (SPA's), Work Instructions, Forms and Procedures Disseminate safety information as appropriate to deploy lessons learned and/or safety alerts Document safety observations and encourage participation in safety observation process Promote a Beyond Zero Safety Culture Resolve questions, approve and/or recommend necessary corrective actions, Follow the safety and health programs and ensure safety awareness among workers through regular discussions. * Plan, coordinate, perform, or delegate all safety training and testing given to leads and employees. Review results to be sure they are satisfactory. = Personally perform safety inspections, and review safety inspection reports and unsafe conditions reported by leads, employees, or others. Make or obtain corrections as required to maintain a safe workplace and ensure compliance. * Conduct regular safety meetings with management to promote safety awareness and compliance with the Environmental, Safety and Health Policies * Investigate accidents and assist with completion of accident report forms when required. + _ Review reports of first aid incidents and reportable injuries to determine possible preventative actions.
