TECHNICAL BID
Tender fee will be accepted by CASH (at G.S.E.C.L, TPS, CASH Counter) or by Demand
draft drawn in favour of Gujarat State Electricity Corporation Limited payable at
Gandhinagar on any Schedule / Nationalized Bank or any of the all Public Sector Banks,
IDBI, AXIS, HDFC, ICICI & the Kalupur Commercial Cooperative Bank Ltd. will be
acceptable. The Tender Fee & EMD in any other form and favor shall not be accepted.
(Cheque is not accepted).
Payment of Tender Fee and EMD is compulsory for work tender. Otherwise Tender /
offer shall be ignored/ rejected. Tenders submitted without tender fee and EMD will
not be accepted. Tender fee & E.M.D. both should be paid by separate D.D. in case of
payment of the same by D.D. Interest is not payable on the EMD.

Tenderer should quote the reference of payment of EMD & Tender Fee i.e. DD No. &
Date for EMD PAID &.Money receipt no. / DD No. & Date FOR Tender Fee on cover
page of technical Bid otherwise Bid will not be considered for opening. Tenderer
should also certify as "unconditional tender" on tender cover itself.

The tender received after time and date specified in the tender notice will not
be accepted. Once the offer Submitted by the Contractor before due date of
submission, the Contractor will not be allowed to submit revised/
additional/Modified/other after opening of bid. Any alterations/ modification to the
bids received after submission of offer shall not be considered unless carried for by
the Corporation in negotiation.

GENERAL CONDITONS
1.2) The Technical Bid shall be opened at 3=30 PM (15.30 Hrs) on Due date (If
possible), in the presence of those tenderers who wish to be present. If the
Authorized Representative is likely to be present then he must submit the
authorization letter of the representing company at the time of opening of
Bids and this is compulsory. Only One Authorized Representative shall
be allowed. Please note that the required documents should be invariably
submitted with tender copy. And tender without documents is liable to be
ignored.
1.3) Contractor has to submit all required documentary evidences there of to qualify
for acceptance of their technical bid. The acquisition of the tender documents
by any party will not automatically qualify the party as to its capability to
execute such or similar orders. The Corporation shall assess the capability of
the party at the time of evaluation of the technical bids.

1.4) The submission of the offer by any contractor does not mean that the bidder is
qualified for execution of the works. After opening of the technical bids, the
competent authority will evaluate on the basis of technical qualification criteria.
If contractor’s bid does not meet the technical qualification criteria, then his
technical bid will be ignored. Decision taken by the CE(G),GTPS will be
binding to all in this regard.
2. PRICE BID:
2.1) The price bid comprises Schedule-B, in which the tenderer has to offer their
rates in accordance with the technical specification specified in technical bid with
all commercial terms and condition. The Price Bid must be submitted strictly as
per Schedule-B and shall be submitted in the separate envelope (dully sealed)
super scribed ‘PRICE BID’ with subject and shall be submitted simultaneously
with the Technical Bid.
2.2) Price bids of technically acceptable tenders shall open in the presence of
technically qualified parties only. The time and date of opening of the price bids
shall be decided by the Corporation after analyzed & scrutiny of the technical
bids and the intimation will be given only to the technically accepted/qualified
tenderers / parties.
2.3) The ‘TECHNICAL” and ‘PRICE” Bids shall contain adequate cross-reference
wherever necessary to ensure clear and proper co-relation of the two bids
without ambiguities whatsoever. Any technical questions information and
clarifications that may be required pertaining to this Tender should be referred
to the Chief Engineer (Gen), Gandhinagar, TPS-382041 reserves the right to
reject any OR all tenders without assigning any reasons thereof.
2.4) Bidders have to quote their rates GSECL’s given format of price bid.
a.) For Works Portion Only: As per Schedule B, for service tax etc.
b.) For Supply Portion Only:- Party shall have to quote their rates in Schedule “B”
of price bid only along with commercial terms and conditions. The details of
applicable taxes/duties, service charges, packing & forwarding charges, freight,
insurance, F.O.R. etc. with or without taxes or duties shall be indicated clearly if
applicable otherwise it will be considered as “inclusive all taxes / duties and
service charges on FOR GTPS basis”.

1. Contractor shall indemnify GSECL against for any injury and/or damage that may
be caused in his man or material. Moreover, the contractor shall be fully
responsible for any damage caused to the Corporation’s properties done by his
man/materials while executing the work. The Corporation will be entitled to
recover the damage from the party’s bill.
2. At any time if GSECL feels that progress of work is unsatisfactory and work force
of contractor is inadequate, other agencies/ departmental personnel will be put in
parallel for expediting the work. Amount so incurred will be recovered from the
contractor’s bill. In this case decision of the Engineer-in-charge shall be final and
binding to the contractor.
3. At any stage of the contract period, if the contractor fails to complete the job or
his work is not found satisfactory the same will be got done at his cost and risk
and additional expenditure incurred by the Corporation will be recovered from
him by giving one week's notice.
4. Subletting the contract to other agency is not permitted unless and otherwise
approved by the competent authority.
5. Conditional tender will not be accepted. Withdrawal of condition
unilaterally before or after opening of tender will not be permitted.
6. The contractor has to carry out the required work strictly according to guidance
given by the Corporation's responsible officer.
7. The Corporation reserves the right whether the materials to be accepted, or not.
Only specified and scheduled materials are to be examined by Corporation's
officer and then if suitable will be accepted by the Corporation.
8. The contractor shall submit his bill in triplicate to the CE(G), GSECL, TPS,
Gandhinagar which will be paid after the certificate regarding correct receipt of the
materials in good condition.
9. The rates should be quoted without any condition. The rates be written in words
and figures legibly.
10. The contractor shall have to execute an agreement with the Corporation on a non
judicial stamp paper, the cost of which will have to be borne by the contractor and
will have to sign the contract and tender booklet of the Corporation.
11. The contractor has to pay security deposit of 5 % of the contract value, before
commencing the actual work.
12. If successful contractor fails to pay the required security deposit and does not
come forward to execute the work, the full value of EMD will be forfeited by the
Corporation.
13. Any terms and conditions mutually agreed to writing shall be for a part of the
contract.
14. The authorized officer/person of the Corporation will have the liberty to check the
material and work etc.
15. Regarding the quality and acceptance of the jobs the authorized officer's decision
will be binding and final and no dispute on this account will be entertained.
16. General terms and conditions of the Corporation for works contract will be made
applicable for this work also. The booklet is attached herewith.

17. No material for the said work will be supplied by the Corpn. except specified in
schedule thereof.
18. If the work is not done as per specification given by the Corporation in stipulated
time in all respects, the penalty will be levied as per Corporation's rules.
Any delay that may take place in supply and / or erection, testing and
commissioning activities beyond contractual cut off date / stipulated period in the
order shall be subjected to penalty (not liquidated damages) at the rate ½ % of the
contract price / order price per week or part thereof subjected to a maximum of
10% of the total contract value/ order value (i.e. End cost including taxes & duties)
19. Tenders will be accepted only on or before due date and time of opening.
20. The contractor will be responsible and liable for any damage to man and materials
during his work.
21. While execution of this job our plant and auxiliaries will be in running conditions.
Hence contractor has to take all precautions for safety etc. Safety belts etc. also
to be used wherever necessary while working.
22. Corporation reserve the right to terminate the contract if quantity shown in
Schedule-B is executed earlier.
23. All the terms and conditions specified in Industrial & safety laws are binding on
the contract.
24. Registration certificate under labor contract act will have to be obtained before
execution of contract.
25. The laborers shall be supplied for 8 hours a day, so contractors shall arrange
accordingly.

Name of Work: Work of Thermal Insulation for Turbines & Various Auxiliaries
of 210 MW Units 3, 4 & 5 of GTPS on As & When Required
Basis.
SCOPE OF WORK:-
The Party has to remove the Old Insulation, sprayed Insulation, Sheeting
Materials, hard setting cement, Hooks, Insulation Retainers, Lacing Wire,
Mattresses Fixing Plates, Self Tapping Sheet Metal Screws etc. from HPT-IPT
Casings, Various Pipes, Valves, Fittings, etc. of any Locations and of any
Thickness of Turbine & their Various Auxiliaries; Stacking of Removed Old
Insulation Materials from the Work Area; Cleaning of Surrounding Working Area
during Execution of Works and to be disposed at the shown Location as per
instructions of Engineer in Charge.
(2) SUPPLY AND APPLICATION OF 50 / 100 / 150 / 200 MM THICK FRESH LRB
MINERAL/ROCK WOOL MATTRESSES OF DENSITY 150 KG/M3 WITH
HOOKS, INSULATION RETAINERS, LACING WIRE ETC.

All Surfaces are to be cleaned and dried for All Foreign Materials such as
Scales, Dirt, Rusts and Paints etc. by using Steel Wire Brushes and Steel
Scrappers before the Application of Insulations. The Applications of the various
Supplied Required Insulation Materials for the Work of Thermal Insulation for
Turbines & their Various Auxiliaries like Various Pipes, Valves, Fittings, etc. as
per instruction of Engineer in Charge shall be carried out as per IS 14164 /
1994: Code of Practice for Application and the Finishing of Thermal Insulating
Material at Temperature 40°C to 700°C. The Insulations are to be applied
starting from Bottom to Top with Edges pulled together tightly at the
Longitudinal Joints and secured by Lacing Wire. The Insulations are to be
turned to bring the Joints to the Lower Side Adjacent Length shall be butted
closely and laced together with Lacing Wire. The Single Layer of Insulation shall
not be more than 50 mm Thick. For Insulation Thickness more than 50 mm, the
Application will be in two or more Layers and Each Layer of Mattresses shall be
backed up with 20 SWG Galvanized Steel Wire and having 25 mm Size
Hexagonal Opening. The Ends of all Wire Loops shall be firmly twisted together
with Pliers, bent over and carefully pressed into the Surface of the Insulation.
Required Suitable Clamped Supports are to be provided to prevent the
collapsing of Insulations due to its Own Weight. Any Welding required are to be
done by the Contractor with the Prior Permission of the Engineer in Charge and
only under their Direct Supervision where Welding is not permitted. The Scraps
of Insulation Materials are to be stacked separately and to be disposed at the
shown Locations as per instructions of Engineer in Charge. The Measurements
and Conversion Factors for Bends, Fittings, and Valves etc. for Measurements
are to be considered & taken as per IS 14164 / 1994: Measurements and
Conversion Factors for Bends, Fittings, and Valves etc. for Measurements.

1994: Code of Practice for Application and the Finishing of Thermal Insulating
Material at Temperature 40°C to 700°C. The Lugs are to be spaced at
approximately 300 mm Centres with Zigzag Arrangement Spacer right at 1000
mm for fixing the Sheets. All Vertical and Horizontal Sheets are to be overlayed
a minimum of 75 mm. All Insulations are to be protected by an Outer covering
of Aluminium Sheet. The Sheathing Joints are to be sealed and made
effectively Weather and Water Proof. All Flat Surfaces shall be adequately
slopped to Prevent Pools of Water Collection. The Sheathings are to be
protected internally with 2 Coats of Bituminous Paint. All Insulation Joints and
Any Cavities between Joints are to be fully staggered and to be filled with
Sealant. The Longitudinal Lapped Joints of adjoining Sections of Sheets are to
be secured with Zinc-Plated Screws. The Scraps of 0.71 mm Thick New
Aluminium Sheet, Mattresses Fixing Plates, Sealant, Insulating Cement,
Bituminous Paints, Self Tapping Sheet Metal Screws, Any Other Materials
required to complete the Works etc. are to be stacked separately and to be
disposed at the shown Locations as per instructions of Engineer in Charge. The
Measurements and Conversion Factors for Bends, Fittings, and Valves etc. for
Measurements are to be considered & taken as per IS 14164 / 1994:

(1) This is a Rate Contract for O/H Works and / or on as and when required Basis.
The GSECL reserves Right to extend This Contract for Further Period as
deemed Suitable with the Same Rates, Terms And Conditions.
(2) The Scope of Works with Each Major Jobs to be carried out are given with
Special Conditions of Contract shall be read in Conjunction with the General
Conditions of Contract, Specifications of Works, Drawings and any Other
Documents forming Part of this Contract wherever the Contract so requires,
Separate Section or Part of Each Works shall be deemed to be Supplementary
to Complementary to every Other Part and shall be read with and in to the
Contract so far as it may be Practicable to do so.
(3) All the Works / Jobs should be carried out as per the Instructions and Specified
Scopes under Direct Supervision and Entire Satisfaction to Engineer in Charge.
All the Materials Account should be maintained Works wise so that Payment
can be made accordingly and strictly as per Actual Work done.
(4) Electrical Connection and Energy Consumption will be given Free of Charges.
The lighting is to be arranged by the Party. The GSECL shall make
Arrangement for providing Power Supply to the Contractor for working their
Equipments, Tools etc. as and when required as decided Locations / Points by
Engineer in Charge. ICTP Switches and ELCBs may be arranged by the
Contractor. Further Distributions shall be at the Cost of Contractor. Floods for
Lighting will be arranged by GSECL as and where required. However
Contractor shall arrange 100 Watts / 24 Watts Bulbs at their Cost.
(5) The Scope of Works includes Carting of Materials form the GSECL Main Store /
Sub Store as the case may be if applicable and as directed by GSECL Engineer
for which no Extra Payment shall be made for Transportation.
(6) The Contractor shall have to arrange to remove the Day-to-Day Scrap Materials
from Site and credit to GSECL Main Store / Site Store as per instruction of
Engineer in Charge. The Site must have to be cleared before Starting /
Commissioning of Equipments / Unit; otherwise the Amount of Expenditures
actually incurred will be recovered from Contractor’s Bill without assigning any
Reason in the event of Non-Removal of Scraps.

(7) The Contractor shall maintain the Tools / Tackles such as Chain Pulley Blocks,
Welding Generator Sets, Hook-Chooks, Wire Slings, Spanners, Gas Cutting
Sets, Welding Accessories, Grinding Machines etc., Equipments and Machines
required for handling this Contract in working Conditions at their Cost in such a
way that All Works should be completed within Stipulated Period only.
Overhead Cranes provided in plant for lifting purpose can be utilized Free of
Charge if available otherwise Contractor has to arrange Alternative
Arrangement at their cost. Delay in Working for Want of Above will be viewed
seriously.
(8) The Contractor shall adhere to Safety Practices against Hazardous and Unsafe
Working Conditions and shall comply with the Safety Rules in force from Time
to Time of GSECL, Gandhinagar TPS. The Contractor has to arrange for 24 V
Transformers / Battery to men to be utilized as Safety Equipment while carrying
out the work inside of Equipment / at Higher Elevation.
(9) 50 mm Thick Fresh LRB Mineral / Rock Wool Mattresses with Stitched G.I. Wire
Netting on One Side of Density 150 Kg/M3, Hooks, Insulation Retainers, Lacing
Wire, 0.71 mm Thick New Aluminum Sheet, Mattresses Fixing Plates, Sealant,
Insulating Cement, Bituminous Paints, Self Tapping Sheet Metal Screws, All
Types of Consumable Cutting Gas, Welding Rods, Any Other Materials
required to complete the Works etc. are to be arranged by Party at their Cost.
(10) The Scaffolding with Materials required to carry out the Works shall be arranged
by the Contractor at their Own Cost.
(11) After Synchronization of Unit / Recommissioning of Equipment / System, if any
Problems arise for the Works carried out, it shall have to be set right by the
Contractor without any Extra Charges to the GSECL. Contractor should attend
Any Defect Contributory to their Faulty Workmanship during the Trial Run and
Recommissioning of Equipment / System / Unit, and set Right without any Extra
Charges to the GSECL. If Rectifications is not carried out in Time as instructed
by Engineer in Charge, the same shall be carried out by GSECL by engaging
GSECL Staff or Any Other Agency and Cost of which will be recovered
including Supervision Charges from the Contractor’s Bill as per Company’s
Rules.
(12) The Time is the essence of the Contract and Party have to ensure that the
Work has to be completed within Stipulated Period, calculated from the Date of
LC issued keeping Man Power round the Clock and if required necessary the
additional resourceful are to be mobilized.
(13) The Time Limit per Works / job shall strictly adhere to the Individual Works so
as to Unit can be lighted up within 20 Days after Stopping of the Ist Day of the
Unit. Date of Start of Work will be informed by GSECL well in advance. After Lit-
up of the Unit, Balance Works like Crediting Materials and Cleaning of Area etc.
shall be completed thereafter within 10 Days only.
(14) The Contractor can arrange Pre-Arrangement i.e. Before Shutdown like Shifting
/ Lifting of Materials from Stores to Working Floor and made Available after
Finishing Ready to expedite the Works in Time Limit Schedule. This Advance
Arrangement Period shall not be considered / included in Time Limit Period.
(15) As this being a Risky Job, if any Fatal / Non Fatal Accident or Occurrence
happens, Corporation is not responsible for any kind of Legal Liabilities and
Workmen Compensation; only the Contractual Party is responsible for Legal
Compliance and any Compensation thereof.

(16) The Work Executions and its Requirements are to be intimated on Phone by
EIC and Party has to reach the Site within 48 Hours along with Men & Materials
failing to which the Penalty will be imposed as per Decision of Competent
Authority.
(17) The Overall Time Limit for the Work Contract is 11 Month and the Time Limit for
the said Work is 20 Days per Unit during Annual Overhauling Works, 30 Days
for Medium Overhauling Works, 40 Days for the Capital Overhauling Works, 8
Days per Incidents from the Date of Commencement of Works.
(18) Penalty: Any delay that may take place in supply and / or erection, testing and
commissioning activities beyond contractual cut off date / stipulated period in
the order shall be subjected to penalty (not liquidated damages) at the rate of
½% of the contract price / order price per week or part of thereof subject to
maximum of 10% of the total contract value / order value (i.e. End Cost
including taxes and duties).
(19) Performance Guarantee: Thermal Insulation shall be carried out in such a
way that the temperature on top of the insulation/Cladding (Aluminum) shall be
about ambient temperature. If temperature found more, contractor is liable to
re-insulate the same with no extra cost. Final payment will be made only after
confirming satisfactory performance test. For this party shall have to remit 10%
of the total order value as Performance Bank Guarantee.
(20) Submission of Documents: Party shall have to submit verified delivery challan
of materials before starting the work.
(1) The Contractor had visited the Site and familiarized themselves thoroughly with
the Site Conditions, Equipments and Systems before submitting the Tender.
For Site Visit, the Tenderers may contact Engineer in Charge of Site Office with
permission of undersigned on any Working Day during Working Hours before
submitting the Tender.
(2) The Materials, Design and Workmanship shall satisfy the relevant Indian
Standard. The Job Specification contained herein and Code referred to where
the join Specification Stipulate Requirements in addition to these contained in
the Standard Code and Specifications, these Additional Requirements shall be
satisfied.
(3) Contractor shall comply with the Factory Acts, Labour Laws and Safety Laws in
force and amended from time to time.
(4) Any other Rules and Regulations, Conditions etc. that are in force at present
and that may be framed by the GSECL from time to time in connection with the
Contracts will be binding and acceptable to the Contractor.
(5) Party has to furnish the Documents for Insurance of Workmen, Labours License
and other Account Section Formalities before starting the Works, failing to
which Contractor shall not be allowed to commence the Work.
(6) If Successful Contractor fails to pay the required Security Deposit and does not
come forward to execute the Work, the full value of EMD paid will be forfeited
by the GSECL.
(7) Party should submit PERT Chart and BAR Chart well in advance and should
get it approved by the Engineer in Charge before Commencement of the Work.
The Work should be positively completed in time. Any Delay will not be
tolerated.

recovered from the Contractor’s Bill. In this case the Decision of the Engineer in
Charge shall be final and binding to the Contractor.
(18) Whenever Contractor brings Material from Outside the P/H Premises, he must
get an Entry Pass Separate for Tools / Tackles / Machinery and Consumable
Items and he should produce One Copy of Such Entry Pass to Concern
Department for their Verifications / Records.
(19) Party shall submit Material Account along with Bills in Triplicate.
(20) Payment will be made for Actual Work Done only.
(21) GSECL shall provide the Open Space at Appropriate Place in Plant Area
suitable for keeping Materials, Tools, Equipments, etc. and for making
Temporary Office. On Expiry / Completion / Termination of Contract, Contractor
shall have to vacate the Premises immediately after Work completed
satisfactorily otherwise the Rent will be recovered as per GSECL’s Rules if not
vacated in time.
(22) GSECL will try to give Residential Accommodation on Chargeable Basis as per
Rules to the possible extent depending upon the Availability. But this will not be
the Right of Contractor. The Quarter is to be vacated immediately as soon as
the Work is completed satisfactorily.
(23) Subletting the Contract to other Agency is not permitted unless and otherwise
approved by the Competent Authority.
(24) For any Ambiguity and Conflict, the Decision of the Chief Engineer (Gen.),
GSECL, GTPS shall be final and binding to the Contractor.
(25) The GSECL reserves the right to terminate the Contract at any Time without
giving Notice of Termination or any Reason and entertaining of Claims /
Compensations.

(1) Over Writing while filling the Rates in this Schedule-B is not permitted and if any
over Writing is there, Tender can be rejected.
(2) The Order will be placed on Overall Lowest Party.
(3) The Estimated Quantity is on Approximation Basis and estimated for Turbine &
Various Auxiliaries of 210 MW Units 3, 4 & 5.
(4) The Actual Works are to be carried out as per Instruction of EIC.
(5) The Payment shall be made for Actual Work carried out to suit the Site
Conditions only. Balance Unexecuted Quantity will be treated as cancelled.
